
Govt borrows Rs1.67tr via T-bills

The government has borrowed Rs1.67 trillion from private banks and other institutions in its latest treasury bill auctions.
The State Bank of Pakistan (SBP) raised Rs1.67 trillion through auctions for Pakistan Investment Bonds (PIBs) and Market Treasury Bills (MTBs) held on March 26, 2025, with settlement scheduled for April 3, 2025.
The PIB auction received total bids of Rs1,132.5 billion, with accepted bids amounting to Rs980.505 billion, including Rs972 billion in competitive bids and Rs8.505 billion in non-competitive bids. Notably, all bids for 2-year PIBs were rejected, while the 5-year tenor attracted Rs16.903 billion at a cut-off price of 96.8291. The 10-year PIBs dominated the auction, with Rs963.602 billion accepted at a cut-off price of 92.6071.
In the MTB auction, the SBP received bids worth Rs1,084.95 billion, accepting Rs689.768 billion, comprising Rs609.95 billion in competitive bids and Rs29.818 billion in non-competitive bids. The 1-month MTBs recorded the highest cut-off yield at 12.3898%, followed by 3-month and 12-month tenors at 12.0100%, while the 6-month MTBs closed at 11.9999%. The weighted average yields ranged between 11.8256% and 12.2483%, reflecting stable investor sentiment across short- to medium-term tenors.
The results highlight strong demand for government securities, particularly longer-dated PIBs, signalling the banking sector's reliance on government borrowing.
Meanwhile, the SBP has been actively intervening in the interbank foreign exchange (FX) market over the past several months, with interventions fluctuating between $536 million and $1,151 million. According to data from Topline Research and the SBP, FX interventions stood at $573 million in June 2024, rising to $722 million in July before dropping to $569 million in August. A significant increase was observed in September, with interventions reaching $946 million, followed by further hikes to $1,026 million in October and a peak of $1,151 million in November. By December, interventions declined to $536 million. These interventions are often criticised for keeping the dollar high, benefiting exporters while limiting potential rupee appreciation. Without these purchases, the rupee could have been stronger against the greenback.
The Pakistani rupee recorded a slight gain against the US dollar, appreciating 0.06% in the interbank market on Wednesday. By the close of trading, the currency stood at 280.26, marking an increase of 16 paisa from the previous day's 280.42.
Meanwhile, gold prices in Pakistan remained stable on Wednesday, with the precious metal selling at Rs317,800 per tola, unchanged from the previous session, according to the All-Pakistan Gems and Jewellers Sarafa Association (APGJSA). This stability followed a Rs800 per tola decline on Tuesday.
The global gold market also remained steady, with international rates holding at $3,021 per ounce, as per APGJSA. Adnan Agar, Director at Interactive Commodities, noted that the gold market remains lacklustre, confined to a narrow trading range of $3,005 to $3,035 per ounce. He attributed this stagnation to the absence of major economic data from the US and ongoing uncertainty regarding tariffs and geopolitical tensions between Russia and Ukraine.

PHOTO: AFP Listen to article The Pakistan Stock Exchange (PSX) soared to a new all-time high on Tuesday, driven by investor confidence following a high-level meeting between business leaders and Army Chief Asim Munir, where assurances of institutional support for economic progress were given. The government's success in securing a majority in Senate elections, optimism surrounding the State Bank of Pakistan's (SBP) expected monetary easing and forecasts of robust corporate earnings further reinforced the market rally. The benchmark KSE-100 index surged to intra-day high of 1,684 points, before settling at 139,419.62, an increase of 1,202.03 points, or 0.87%. According to Ahsan Mehanti of Arif Habib Corp, stocks traded at a new all-time high after business leaders met with army chief and were assured of the military's support for economic progress. Additionally, the government won a majority in Senate seats, further bolstering the bullish sentiment. Speculation about the SBP's anticipated policy easing next week, alongside expectations of handsome financial results and annual payouts, fuelled the bullish activity at the PSX, he said. In its review, Topline Securities commented that bulls roared back to life in Tuesday's trading session, lifting the benchmark index to impressive levels. The index surged to intra-day high of 1,684 points, before closing at 139,420, reflecting a solid gain of 1,202 points. The rally was fuelled by positive investor sentiment and renewed market confidence, ahead of the anticipated announcement of robust corporate results. This wave of optimism helped paint a bullish picture across the board, setting the tone for a potentially upbeat week ahead, it said. Key movers of the day were Engro Holdings, HBL, Fauji Fertiliser Company (FFC), Engro Fertilisers, Pakistan Petroleum and Oil and Gas Development Company, which together contributed 1,142 points to the index. Trading activity remained vibrant, with total volumes hitting 629 million shares and traded value reaching Rs34.7 billion, Topline added. In its commentary, Arif Habib Limited (AHL) noted that a one-sided price delivery from the 137,200-138,200 zone would now trigger a move towards the weekly draw at 140,500 points. Some 59 shares rose while 39 fell, with Engro Holdings (+5.24%), HBL (+4.42%) and FFC (+1.45%) contributing the most to index gains. On the flip side, UBL (-0.95%), Pakistan Services (-9.67%) and Systems Limited (-1.35%) were the biggest drags, it said. AHL mentioned that according to SBP data foreign companies operating in Pakistan repatriated over $2 billion in profits and dividends in FY25. "Momentum remains strong, with the KSE-100 holding the first offered support zone. This bodes well for the remaining week," it added. Senior analyst Ali Najib stated that post-Monday's negativity, trading resumed on a buoyant note in the morning. The fertiliser sector led the show on Tuesday as Engro Holdings, Fauji Fertiliser and Engro Fertilisers saw hefty buying since the opening bell on expectations of strong results along with higher-than-anticipated dividend payouts. In addition, robust buying interest was seen across key sectors, including commercial banks, cement, oil and gas exploration, oil marketing companies, power generation and refineries, reflecting broad-based investor confidence and sector-wide optimism, Najib said. The 137,000 level now acts as key support for the KSE-100, driven by improved earnings and foreign inflows. A drop below may take the index to 135,000, where attractive valuations and policy easing hopes could spark renewed buying, he added. Overall trading volumes increased to 629 million shares compared with Monday's tally of 608.2 million. Traded value stood at Rs34.7 billion. Shares of 478 companies were traded. Of these, 268 stocks closed higher, 178 fell and 32 remained unchanged. First Dawood Properties was the volume leader with trading in 44.1 million shares, gaining Rs1 to close at Rs7.64. It was followed by WorldCall Telecom with trading in 26.4 million shares, falling Rs0.01 to close at Rs1.46 and Pakistan Telecommunication Company Ltd with 24.9 million shares, rising Rs0.91 to close at Rs23.96. During the day, foreign investors sold shares worth Rs375.5 million, the National Clearing Company reported.

BISP Sahulat Account: SBP unveils revised facilitation framework
KARACHI: In order to further improve the process, the State Bank of Pakistan (SBP) on Tuesday issued the revised facilitation framework for Benazir Income Support Programme (BISP) Sahulat Account. The revised framework will be adopted initially for onboarding BISP beneficiaries in Karachi, Lahore, Islamabad, Quetta, Peshawar, Muzaffargarh, Muzaffarabad and Gilgit during the pilot phase. After of the pilot phase, scope of the framework, with adjustments, if required, will be extended to other cities/districts. The framework requires all banks and Microfinance Banks (MFBs) to open accounts of the BISP beneficiaries enabling them to receive financial assistance directly into their bank accounts. According to the SBP, during the pilot phase, BISP beneficiary accounts shall be limited mandate accounts primarily meant for receiving disbursements from the BISP. Based on the results of the pilot phase, SBP may consider allowing normal operations in these accounts as permissible under branchless banking level 1 accounts. The banks shall recover all upfront and ongoing costs associated with account opening, issuance and maintenance of ATM cards, from the BISP and no such charges shall be levied on the BISP beneficiaries. However, the fee for issuance of replacement/duplicate debit/ATM Card, before its expiry, shall be recovered from the BISP beneficiary. The banks shall establish a dedicated function for the purpose of information sharing and ongoing coordination with BISP including resolution of issues facing the BISP and its beneficiaries. The banks shall arrange training programs for their employees to ensure facilitation to the BISP beneficiaries during the account/ ATM PIN activation and subsequent disbursement process. The banks shall put in place mechanism for timely resolution of complaints of BISP beneficiaries and ensure 24/7 availability of customer support services. Copyright Business Recorder, 2025

Advanced calendar of MPC meetings released: SBP announces publication of biannual MPRs
KARACHI: The State Bank of Pakistan (SBP) on Tuesday announced publication of biannual Monetary Policy Reports and releases advance calendar of Monetary Policy Committee (MPC) meetings for FY26. In line with SBP's Strategic Plan-Vision 2028 and to enhance transparency in the monetary policy formulation process, the SBP will be publishing a Monetary Policy Report (MPR) on biannual basis. The MPRs are timed to be released within two weeks of the July and January MPC meetings, where SBP will update its projections for key macroeconomic indicators. The reports will supplement SBP's other monetary policy-related communications with key stakeholders. Monetary Policy Committee: SBP issues advance calendar for meetings in FY26 These efforts are all geared towards enhancing the effectiveness of monetary policy transmission by anchoring inflation expectations, and are part of SBP's roadmap towards adopting an inflation targeting regime. Furthermore, in line with its efforts to increase institutional transparency and install greater stakeholder confidence in financial planning over a longer period, the SBP has decided to increase the horizon of the advance calendar of MPC meetings. In this regard, the schedule of MPC meetings for full-year FY26 is below: The first Monetary Policy Committee (MPC) meeting for the fiscal year 2025–26 will be held on Wednesday, July 30, 2025. The second meeting is scheduled for Monday, September 15, 2025, followed by the third on Monday, October 27, 2025. The fourth meeting will take place on Monday, December 15, 2025, the fifth on Monday, January 26, 2026, the sixth on Monday, March 9, 2026, the seventh on Monday, April 27, 2026, and the final meeting of the fiscal year will be held on Monday, June 15, 2026. The next advance calendar for MPC meetings will be issued in July 2026. In case of any unforeseen events on any of the announced dates, a new date will be communicated in due course.
