Elder Jose Arteaga Hernandez, alias 'Chipi' or 'Costeno', was arrested in a neighbourhood in the northwestern part of the capital, Bogota, National Police Director Major General Carlos Fernando Triana told reporters.
Authorities had previously accused him and other suspects of being near the Bogota park where Miguel Uribe Turbay was shot in broad daylight on June 7.
Uribe was giving a political speech in the park when he was attacked from behind and wounded in the head, allegedly by a minor who was captured as he fled.
Three other people have been arrested for taking part in the logistics and execution of the crime. The motive is still being investigated.

Brazil police raid Bolsonaro's home as US revokes judge's visa amid Trump-Lula feud
Brazilian police raided Jair Bolsonaro's home on Friday, as a judge imposed further restrictions on the far-right former leader while he stands trial on coup charges that have vexed US President and ally Donald Trump. His son Eduardo Bolsonaro, a congressman who recently moved to the United States to lobby for his father, wrote on social media that federal police carried out a 'raid on my father's home this morning'. He lashed out at Supreme Court Judge Alexandre de Moraes, a Bolsonaro adversary who on Friday ordered the ex-president to wear an electronic ankle bracelet, not leave his home at night, or use social media. Moraes, one of the judges in Bolsonaro's trial for allegedly seeking to nullify leftist President Luiz Inacio Lula da Silva's 2022 election victory, said the measures were necessary given the 'hostile acts' against Brazil by the accused and his son. This came after Trump announced a 50 per cent tariff on the South American powerhouse for what he said was a 'witch hunt' against his ally Bolsonaro. Moraes, said Eduardo Bolsonaro, 'has long abandoned any semblance of impartiality and now operates as a political gangster in robes, using the Supreme Court as his personal weapon'.

Brazil court orders raids on ex-president Bolsonaro for colluding with Trump
Brazil's Supreme Court issued search warrants and restraining orders against former president Jair Bolsonaro on Friday, banning him from contacting foreign officials for allegedly courting the interference of US President Donald Trump Federal police raided Bolsonaro's home and he was ordered to wear an ankle monitor, adding the legal pressure that Trump has tried to relieve with a steep tariff on Brazilian goods. The court's crackdown on Bolsonaro added to signs that Trump's tactics could backfire in Brazil , compounding trouble for his ideological ally and rallying public support behind a defiant leftist government. Bolsonaro was also banned from contacting foreign officials, using social media and approaching embassies, according to the decision issued by Supreme Court Justice Alexandre de Moraes, who cited a 'concrete possibility' of him fleeing the country. He added that Bolsonaro had asked the 'head of state of a foreign nation' to interfere in the Brazilian courts, which he characterised as an attack on national sovereignty. Brazil police search ex-president Bolsonaro's home, political headquarters
Brazil's federal police searched former president Jair Bolsonaro's house and political headquarters on Friday, adding to the legal pressure that US President Donald Trump has tried to end by threatening a steep tariff on Brazilian goods. Bolsonaro's press office reported the searches but gave no further details. Police in a statement said they had issued search warrants ordered by the country's Supreme Court, but did not name Bolsonaro, who governed Latin America's largest country from 2019 to 2022. Lawmakers from Bolsonaro's right-wing Liberal Party said the former president had been ordered to wear an ankle monitor, stop using social media and cease communications with diplomats. They said Bolsonaro was also banned from contacting key allies including his son Eduardo, a Brazilian congressman who has been lobbying in Washington to help his father. On social media, the lawmaker tied the latest court order to a video his father released on Thursday thanking Trump for his support. 02:12 Brazil plans to retaliate against US tariffs that partly aim to free former leader Bolsonaro Brazil plans to retaliate against US tariffs that partly aim to free former leader Bolsonaro
