LUCKNOW Bureaucratic reshuffles are often a routine exercise in governance, but occasionally they involve sweeping administrative moves that create a larger buzz of why and how. Monday night's big transfers in Uttar Pradesh qualify in this category, especially because of two names - 2006 batch IAS officer Kaushal Raj Sharma and IAS officer Shishir, a member of the 2013 promotee batch.
While Sharma came across as one of the most trusted lieutenants of the powers that be, Shishir was considered among the closest to chief minister Yogi Adityanath. Both officers created a record of sorts for their long stints in a state earlier known for shorter tenures.
Kaushal Raj Sharma remained in Prime Minister Narendra Modi's constituency - Varanasi - for over 5 years - first as the district magistrate and then as the commissioner of Varanasi division, before being shifted to Lucknow late on Monday night, as secretary to the chief minister. Shishir held the post of director of information, UP, for nearly 7 years in a row - the longest tenure in at least three decades on a seat considered vital to both the chief minister and his government's public relations and publicity.
He is now special secretary, MSME, and CEO of Khadi and Gramudyog Board. The reshuffle brought an end to these long innings.
Sharma held various important positions, including CDO (Lucknow) and special secretary in the infrastructure and industrial development department. His experience as DM in five districts, including Lucknow, Pilibhit, Muzaffarnagar, Prayagraj and Kanpur Nagar probably came in handy for him when he was chosen for one of the most sensitive and important post of Varanasi DM. He assumed charge as Varanasi DM on November 2, 2019. It was probably because of the hard work he put in and his efficient handling of public affairs as Varanasi DM that the state government was compelled to cancel his transfer when he was promoted and posted out of Varanasi as divisional commissioner Prayagraj in June 2022.
Kaushal Raj Sharma held dual charge as Varanasi DM and Varanasi divisional commissioner for some time and thereafter continued to work as divisional commissioner since October 7, 2022. Efforts for relief during Covid lockdown, panchayat elections, 2022 UP assembly elections and G-20 summit were among the challenges of his tenure as DM and commissioner, Varanasi.
On the other hand, Shishir, who was posted as director, information, UP, in 2018 for the Yogi Adityanath-led government, continued to work on the post for nearly seven years. A state civil service officer, he was promoted to IAS (2013 batch). Shishir had one of the longest tenures as director, information, and made his mark not only for his proximity to the powers that be, but also for his courteous demeanor and efficient handling of challenges. Shishir was able to avoid any political controversies while performing his duties even during 2019 Lok Sabha, 2022 UP assembly and 2024 Lok Sabha elections. The Mahakumbh was also held in his tenure as director of information.

Bengaluru: Responding to Rahul Gandhi's allegations against the Election Commission of India (ECI) and claims of having concrete proof of cheating in a constituency in Karnataka, the state BJP has said the Congress leader's refusal to accept electoral defeat has now descended into baseless conspiracy theories. The Leader of Opposition (LoP) in the Karnataka Assembly, R. Ashoka, said on Friday, "The Lok Sabha results in Karnataka are a decisive mandate in favour of NDA and a resounding rejection of the Congress-led Karnataka government's failures. But instead of introspecting, Rahul Gandhi is now blaming the Election Commission for covering up his party's collapse, and CM Siddaramaiah is endorsing it, not to save democracy but to shield himself from brewing internal backlash and save his chair." The inclusion and deletion of voter names is a transparent process conducted in the presence of representatives from all political parties, Ashoka noted. If there were any legitimate concerns, they should have been raised with evidence before the Election Commission or courts, not turned into political drama after losing, Ashoka pointed out. BJP's victory is a result of people's trust in Prime Minister Narendra Modi, not some imaginary 'vote theft' narrative peddled by Congress, he said. 'If Rahul Gandhi claims to have proof, what is stopping him from initiating legal action? Why the delay?' Ashoka challenged. "This is nothing but a textbook example of Congress' political bankruptcy, blaming everyone but themselves for their failures," he underlined. "Karnataka BJP unit strongly condemns this attempt to undermine public faith in democratic institutions just because the outcome didn't favour them," Ashoka charged. Rahul Gandhi had stated, "The Election Commission is not functioning as the Election Commission of India. The fact of the matter is, the Election Commission is not doing its job. Now, we have concrete, hundred per cent proof of the Election Commission allowing cheating in a seat in Karnataka." Responding to allegations by the Leader of Opposition in Lok Sabha, Rahul Gandhi, against the ECI and his claims of having concrete proof that the ECI allowed cheating for a seat in Karnataka, the Chief Electoral Officer of Karnataka has refuted the charges, stating that the electoral rolls were prepared transparently and copies were shared with recognised political parties. The statement further stated, "As informed by the Election Commission of India already, Electoral Rolls are shared with all recognised political parties. During Special Summary Revision-2024, which was taken up before the General Elections to Lok Sabha-2024, the copies of draft and final electoral rolls of all 224 Assembly constituencies were provided to representatives of all registered and recognised political parties, including the Indian National Congress (INC)." Supporting the statement of Rahul Gandhi, Chief Minister Siddaramaiah on Thursday stated that the Congress party's setback in the parliamentary elections was due to the BJP's misuse of the Election Commission. CM Siddaramaiah, in his press statement, said, "The outcome of the recent Lok Sabha elections in Karnataka not only surprised us but also gave rise to several doubts. It is now becoming evident that the main reason behind the Congress party's setback in that election was the BJP's misuse of the Election Commission to carry out irregularities."

The Lok Sabha witnessed another round of chaos and uproar on the fifth consecutive day on Friday and was adjourned minutes after convening. Speaker Om Birla exhorted the Opposition benches to break the impasse by discussing the issues, but his appeal went unnoticed. Seeing no end to the slogan-shouting, the Speaker adjourned the House till 2 p.m. As the Lower House convened on Friday morning, the Parliamentarians stood together to pay respects and remember the brave heroes of Kargil. Speaker Om Birla led the House in paying tributes to the heroes of the Kargil war as they stood in silence for about a minute and remembered their supreme sacrifice for the motherland. Kargil Vijay Diwas is celebrated every year on July 26 to observe India's victory over Pakistan in 1999, when the security forces chased away Pakistani forces from the mountain tops of Kargil in Ladakh. Saluting the valour of the armed forces, Speaker Om Birla said, "The nation is observing the 26th anniversary of Kargil Vijay Diwas. Our brave forces defied all odds and operated in extremely adverse circumstances to defeat the enemy. We salute their valour and pay tributes to them who made the supreme sacrifice for the nation." Soon after the minute-long silence, Opposition members raised noisy protests over the Election Commission of India's electoral rolls revision in Bihar and stormed into the well of the House. They shouted slogans and waved placards, drawing the ire of the LS Speaker, who cautioned them against placards in the House on previous occasions also. He urged the protesting lawmakers to meet him in person to break the deadlock, while advising them that the Question Hour is for debating issues of national importance and not for slogan-shouting. He also urged the members, both from the treasury and opposition benches, to hammer out a solution by engaging in dialogue. When the sloganeering didn't stop, the Speaker asked the protesting lawmakers, "Don't you want to debate in the House? Don't you want the House to function?" As the uproar did not stop, he adjourned the House till 2 p.m. The Congress-led Opposition has been unrelenting in its protests over Special Intensive Revision of the electoral rolls, which it calls an "institutionalised cleansing drive" by the ECI to benefit the ruling party.
