
India largest market for electric three-wheelers: IEA
India continues to be the world's largest market for electric three-wheelers for a second year in a row as sales rose nearly 20 per cent to reach about 7 lakh vehicles in 2024, the International Energy Agency (IEA) said in a report. In its Global EV Outlook 2025, the Paris-based energy watchdog said India continues to drive most growth in the global electric three-wheeler market.
Despite the global three-wheeler (3W) market shrinking 5 per cent from the previous year, electric 3W sales grew more than 10 per cent to surpass 1 million vehicles in 2024. Electric 3W sales represented almost one-quarter of all 3W sales, up from one-fifth in 2023, it said.
The market is highly concentrated, with China and India together accounting for more than 90 per cent of electric and conventional 3W sales.
"Electrification of 3Ws in China has stagnated at less than 15 per cent over the past three years. In 2023, India overtook China to become the world's largest market for electric 3Ws, and it maintained this position in 2024, with sales growing close to 20 per cent year-on-year to reach nearly 7,00,000 vehicles," it said.
This translated into a record 57 per cent electric sales share in 2024, 3 per cent up on the previous year.
This growing trend, it said, looks set to continue thanks to policy support under the new
PM E-DRIVE scheme
, which allocated budget in 2024 to support the roll-out of more than 3,00,000 electric 3Ws for commercial use - for which the total fleet (electric and ICE) was estimated at more than 10 million vehicles in 2023.
IEA said China, India and Southeast Asia remain the world's largest 2/3W markets, accounting for around 80 per cent of 2024 global sales, with 2/3Ws serving as the primary mode of private passenger transport in these regions.
"India's increasingly dynamic electric 2W market hosted a total of 220 OEMs in 2024, up from 180 in 2023, although the four market leaders accounted for a combined 80 per cent of the 1.3 million electric 2Ws sold in the country in 2024 (6 per cent of the overall 2W market)," the report said.
While the upfront purchase price of electric 2Ws remains higher on average than that of conventional 2Ws, increasing competition is prompting OEMs to offer more affordable electric models.
For example, the Indian market leader, Ola, released its S1X entry model, equipped with a 2 kWh battery and 6 kW peak power, at a sticker price of ₹70,000 - lower than the average price of the five best-selling ICE 2W models.
"Policy support is also helping to bridge the affordability gap between electric and ICE 2W models, with the new PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) policy continuing financial support formerly provided under both Faster Adoption and Manufacturing of Electric Vehicles (FAME)-II and Electric Mobility Promotion Scheme measures," IEA said.
This provides purchase incentives for electric 2Ws (offering purchase subsidies of up to ₹5,000/kWh for 2Ws fitted with lithium-ion batteries), as well as for 3Ws and other emerging EV categories (specifically excluding private cars), with a total budget of USD 1.3 billion.
The scheme is planned to operate until March 2026 to support the roll-out of about 2.5 million electric 2Ws, up from 1 million targeted under the previous FAME-II policy.
On the manufacturing side, the 80 largest electric 2W makers in India accounted for a combined production capacity of 10 million electric 2Ws in 2024, almost 8 times the domestic sales that year. The capacity is expected to increase to 17 million electric 2Ws in the near term, if all OEM announcements come to fruition.
On electric cars, IEA said total sales in India increased only slightly, approaching 1,00,000 (or 2 per cent) in 2024.
Sales in India grew 45 per cent year-on-year, nearing 35,000 electric car sales for the first quarter of 2025.
"In India, high import duties on EVs and the availability of locally made, affordable electric models meant the share of Chinese imports in the country's EV sales remained below 15 per cent in 2024.
"While the cheapest battery electric car model was produced locally by a Chinese OEM (SAIC's city car, the MG Comet EV, priced under USD 8,000), the average price of imported Chinese BEVs was twice that of those made by domestic manufacturers," it said.
In 2024, all battery electric vehicle (BEV) models manufactured by Indian carmakers started below USD 20,000, while none of the imported Chinese BEV models were priced under that threshold.
Overall, the average price gap between battery electric and ICE cars fell below 15 per cent for small cars and 25 per cent for SUVs in 2024.
IEA said India has seen rapid growth in electric bus deployment since 2020, with stock increasing from less than 3,000 to more than 11,500 at the end of 2024.

US lifts chip software curbs on China, EDA firms begin restoring access
The United States on Thursday rolled back recently imposed export restrictions on advanced chip design software to China, a sign of cooling tensions between the two global economic giants. Major software firms Siemens, Synopsys, and Cadence Design Systems confirmed the development after receiving the heads-up from the US Commerce Department. The US government informed the world's three largest electronic design automation (EDA) software developers that sales of their products to China would no longer require special approval. California-based Synopsys confirmed the announcement on its website, stating the company had received a letter from the Bureau of Industry and Security of the US Department of Commerce that export restrictions in relation to China "have now been rescinded, effective immediately". "Synopsys is working to restore access to the recently restricted products in China. Synopsys is continuing to assess the impact of export restrictions related to China on its business, operating results and financials," the company added. State broadcaster China Central Television (CCTV) reported that Siemens also received a formal notification lifting the curbs. Cadence, also headquartered in California, confirmed with the South China Morning Post in an email that the restriction imposed in May had been rescinded. The trio commands more than 80 per cent of China's EDA market, the report added. Meanwhile, All three EDA firms have begun restoring access to affected Chinese clients, with Siemens having already resumed full services, according to CCTV. Background: Chip software curbs and rare earth standoff The now-lifted export restrictions, introduced in late May, had blocked the sale of critical EDA tools used in semiconductor design. These tools are essential for chips powering consumer electronics, telecom, and defence systems. The curbs were part of a tit-for-tat response to Beijing's tightening of export licences on seven rare earth minerals in April. China controls nearly 90 per cent of global rare earths processing, giving it substantial leverage in the high-tech supply chain. While Washington and Beijing had announced a 90-day trade truce following talks in Geneva, no policy changes had been disclosed until this week, keeping firms in a state of limbo. Trade breakthrough: Rare earths for tech easing According to CNN, the rollback comes after a follow-up meeting in London, where both sides reached a narrow trade agreement. Under the deal, China agreed to resume rare earth exports to the US under existing licensing channels, while the US agreed to ease curbs on EDA software, chemical ethane, and certain jet engine technologies. While the rollback relieves immediate supply chain constraints, US tariffs on Chinese goods remain in place. Furthermore, the development does not imply any broader changes to the Trump administration's stance on restricting China's access to technologies with potential military or AI applications. Synopsys said it continues to 'assess the impact of export restrictions related to China" amid uncertainty.

H-1B visa can be self-sponsored by startup founders in India: How it works
Good news! Indian startup founders now have a new route into the United States, thanks to a shift in immigration policy that allows them to self-sponsor H-1B work visas. The change, introduced through updated guidance by the US Department of Homeland Security (DHS) in 2024 and rolled out in early 2025, allows entrepreneurs who own at least 50 per cent of a US-based company to act as both employer and visa beneficiary, so long as they meet specific criteria. 'If more entrepreneurs are able to obtain H-1B status to develop their business enterprise, the US could benefit from the creation of jobs, new industries, and new opportunities,' the DHS said in its policy memo. Varun Singh, managing director at XIPHIAS Immigration, told Business Standard the shift could open the door for more Indian innovators. 'This change is promising for the growing number of Indian startups and innovators looking to access the US market,' he said. How the process works Under the new rules, a founder can apply for an H-1B visa through their own company if they meet the basic requirements. Singh said, 'For example, an Indian entrepreneur who starts a tech startup in the US can now apply for an H-1B visa through their own company, provided they meet the usual qualifications such as the need for specialised skills.' Here's what a startup founder must do: Register a legitimate US company The business must be incorporated in the US and able to act as a real employer. The founder's role must qualify as a 'specialty occupation', which generally means a role requiring a bachelor's degree or higher. Create a real employer-employee relationship Even if the founder owns the company, they must show that a board of directors or similar entity has the power to supervise or fire them. This ensures the company—not the individual—controls the employment. Enter the H-1B lottery (unless exempt) Most applicants must go through the annual H-1B lottery, which currently allows for 85,000 visas per year. Some research or nonprofit organisations may be exempt from this cap. Show proof of wage and funding Founders must be paid the prevailing wage as per US labour rules and must show that the company can afford to pay that salary. Submit Form I-129 with supporting documents The visa petition must include evidence of the founder's role, the company's viability, and the employer–employee relationship. If approved, the H-1B is initially granted for three years and can be extended up to six. Further extensions are possible if the founder is pursuing permanent residency. Why this matters for Indian founders Until now, startup founders often had to work for someone else to qualify for an H-1B visa. Even well-known entrepreneurs like Elon Musk needed employer sponsorship early in their careers. Starting a company while on an H-1B was complicated, as the visa did not allow self-sponsorship. For many Indian applicants, the wait for a green card can run into decades, making it harder to break out and launch new ventures. This change offers more flexibility.
