
Pellerin: Ontario's new housing bill won't reduce homelessness
A new noise bylaw will make it easier for Ottawans to whoop it up a little louder, and I suppose that's good. But it won't prompt those of us who are waiting for visible progress in the fight against homelessness and housing unaffordability to scream for joy. Recent news reports have us quietly optimistic at best.

When the provincial government introduced a bill Monday to speed up new housing construction by lowering fees for developers, I immediately called Ottawa housing expert Carolyn Whitzman, author of the fantastic book Home Truths: Fixing Canada's Housing Crisis, to see what she thought.

A nothingburger, she said, as we chatted by phone Tuesday morning, each watching our own TV to see who would be appointed federal housing minister.

When he announced the Protect Ontario by Building Faster and Smarter Act, 2025 in Vaughanon Monday, Ontario Minister of Municipal Affairs and Housing Rob Flack said the bill aimed to make it 'more affordable to build and buy a home in Ontario.' The legislation does that by limiting municipal studies into new developments and speeding up the approval process for minor variances.

Given that the devil is always in the details, I went looking into the text of the bill for some kind of definition of 'minor' variances. It's on page 9, where it says minor variances are small changes to zoning bylaws. Jeez, thanks.

Those small changes currently have to be approved by a committee after a four-stage process. Under the new legislation, the minister of Municipal Affairs and Housing will have the power to allow variations to be permitted 'as-of-right' and thus greatly reduce 'barriers for development.'

In addition, the legislation will 'streamline' development charges, prevent municipalities from imposing standards that go beyond the provincial building code and – ah, yes – limit the number of affordable units that municipalities can require in a given development. No wonder Ottawa home builders are happy.

I don't want homebuilders miserable but theirs is not the only happiness we should pursue.

As Whitzman points out, reducing red tape and development charges will do nothing for people who are homeless or in danger of becoming so. 'In general people don't move from an encampment to a subdivision in Markham,' she says. 'If you're talking about the housing crisis, it needs to be broken down in terms of who needs what housing, where and at what cost.'

In addition to happy for-profit developers, we need a whole bunch of new non-market housing, co-ops, supportive housing and all manner of affordable homes for those whose household income is less than six figures. Remember, affordable housing shouldn't cost you more than 30 per cent of your household's gross income. If that number is $50,000, then your housing shouldn't cost you more than $15,000 a year, or $1,250 a month. Good luck finding that in Ottawa unless you're prepared to share a one-bedroom apartment with someone else.

Ontario pledges $1 million to revitalize London's Silverwood Arena

Ontario Minister of Tourism, Culture, and Sport Neil Lumsden and Minister of Housing and Affairs and local MPP Rob Flack were in London to reveal the funding, which will go toward the transformation of the decommissioned Silverwood Arena into a modern, year-round community hub. 'It's the centre point of a lot of families,' said Lumsden. 'You need a place to go, whether it's hockey, recreation, or swimming. Not only does it bring community together, but it adds value to youth as they grow up.' The Silverwood facility, originally built in 1963 and shut down in 2018, is currently about 60 per cent through its design phase. Construction is expected to begin in 2025, with completion targeted for 2027. Once complete, the redeveloped facility will include a dry sports pad, accessible washrooms and entrances, new HVAC and roofing systems, and flexible multi-use community spaces. 'This investment will help us transition Silverwood into a year-round community centre,' said John-Paul McGonigle, the City of London's director of recreation and sport. 'It aligns well with the goals of the province's Community Sport and Recreation Infrastructure Fund.' City officials emphasized the project's focus on community wellness, sustainability, and economic resilience. The design incorporates energy-efficient systems and accessibility features to ensure the facility meets modern standards. The city said Silverwood Arena will offer a wide range of programs, rentals, youth sports and events, serving not only the surrounding Hamilton Road neighbourhood but the wider London area as well. 'A big day for the community. It's great to see this investment, in an aging facility,' said Ward 1 Councillor Hadleigh McAlister. 'This means so much to the community. Generations of people at Hamilton Road have used it. I mean, it's not just for this area, obviously, this will serve London because we have a big demand for recreational facilities.'

The 2025 Q2 earnings season keeps chugging along this week, with a notable number of companies on the reporting docket. Among the bunch are several Mag 7 members, with several other heavyweights also reporting. But concerning notable companies reporting in the coming weeks, Palantir PLTR and NVIDIA NVDA reflect highly consequential reports concerning the AI frenzy. Both stocks have enjoyed stellar growth over recent periods thanks to the red-hot demand, with many expecting the upcoming releases to further confirm the bullish trend. For those interested in the AI frenzy, let's take a closer look at what analysts are expecting for each. Palantir Reports August 4th Palantir's latest set of quarterly results continued to impress, with sales climbing 40% year-over-year alongside an upgrade to its current-year sales outlook. Massive growth has been driven by red-hot demand that's seemingly only continuing to grow. As shown below, the company's sales growth has been outstanding over recent periods, a reflection of the red-hot demand PLTR has been enjoying. Importantly, customer count grew nearly 40% year-over-year and 8% sequentially. Palantir also booked a record U.S. commercial total contract value throughout the period ($810 million), which grew a staggering 180% year-over-year. NVIDIA Reports August 27th Unrelenting demand for its Data Center products has provided NVIDIA with unprecedented growth over recent years. The AI favorite again came out with rock-solid results in its latest quarterly print, with Data Center sales of $39.1 billion climbing 73% from the $22.5 billion print in the same period last year. Below is a chart illustrating NVIDIA's Data Center sales on a quarterly basis. While the results themselves will (unsurprisingly) be the focal point of the release, commentary surrounding upcoming periods and new product launches will be a key post-earnings factor concerning share movement. EPS revisions for NVDA's print have remained stagnant over recent months, with the current $1.00 Zacks Consensus EPS estimate suggesting 47% year-over-year growth. The $48.5 billion expected in sales is up a marginal 0.9% over the same timeframe, reflecting sizable YoY growth of 52%. Jobs Shrink in the Summer of '25, Pre-Markets Lower
Friday, August 1, 2025 The all-important Employment Situation report for July — nonfarm payrolls and unemployment — is out this morning, and results are far below projections: +73K new jobs were filled last month, lower than the +100K expected. The Unemployment Rate ticked up 10 basis points (bps) to 4.2%, which is still historically very good. The initial takeaway from this report is the massive downward revisions to the prior two months: June dialed way back from +147K to 14K — including only +3K new jobs in the private sector — and May from +144K to +19K. The trailing 4-month average in nonfarm payrolls is now around -100K fewer per month than the prior 4 months. In short, it's a much weaker labor market this morning than we knew yesterday. Hourly Wages still rose +0.3% for the month, as expected, up from +0.2% in June. Year over year, wages are +3.9%, up 10 bps from expectations, and +20 bps month over month. The Average Workweek ticked up to a still-lowish 34.3, but Labor Force Participation fell to 62.2% — not a strong number. The U-6 (aka "real unemployment") dipped a tad to 7.9%, relatively in-line with the historical average. Let's address the Unemployment Rate a moment: at 4.2%, the appearance is that a satisfactory number of Americans are still gainfully employed. However, with retirees in both the Baby Boomer and now Generation X populations averaging around 90-100K per month, many in the workforce would take their most recent pink slip and not become part of the employed, but part of the newly retired. Thus, unemployment in the low 4% range may be a bit of a false indicator. By sector, Healthcare brought in +55K new jobs last month — far and away the strongest industry for jobs currently. Social assistance gathered +18K. Manufacturing, on the other hand, spent its third straight month in negative territory, -37K, and the Federal Government has cut payrolls by -12K. Since President Trump has taken office in this term, the federal government workforce has shed -84K jobs. Pre-Markets, Bond Yields Down; Fed Cut Probability Way Up The timing of this jobs report in relation to the latest Fed meeting could have been better. When the Fed decided on Wednesday not to cut interest rates from their current +4.25-4.50% level, it was with the understanding the labor market had created +258K more jobs than we currently recognize. There is no Fed meeting in August — only an emergency meeting to cut rates would beget relief on interest rates before the next scheduled meeting in mid-September. Depending on how the labor market performs over the next month and a half — not to mention what we see from the Inflation Rate and PCE reports (+2.7% and +2.6%, respectively, higher than previous months) — we may see a 25 bps or even a 50 bps rate cut come September. The likelihood of a cut ramped way up this morning, from around +34% ahead of the jobs report to +87% now. The bond market has taken notice: the 10-year bond yield has fallen to +4.27%, more than half a percentage point since earlier this morning, and similarly on the 2-year, now +3.79%. Meanwhile, pre-market trading has sent major indexes into the red: the Dow is -330 points at this hour, the S&P 500 is -53 and the Nasdaq -220. Q2 Earnings Friday Morning, at a Glance: XOM, CL & More ExxonMobil XOM posted mixed results in its Q2 report ahead of today's opening bell. Earnings of $1.64 per share outshined the $1.49 analysts were expecting, for a +10% positive earnings surprise. Revenues, however, came in -1.59% below estimates. Oil supermajor rival Chevron CVX also beat earnings expectations, by +4% to $1.77 per share. Colgate-Palmolive CL posted a 3-cent beat to 92 cents per share in its Q2 earnings report this morning, while beating on the top line by +1.17%. Dupixent maker Regeneron REGN had perhaps the biggest earnings beat of the morning, +60.5% to $12.89 per share in the quarter. What to Expect from the Stock Market Today We're not done with economic reports this Friday. S&P Manufacturing PMI for July is predicted to inch up month over month to 49.9 from 49.5 previously. This would bring this metric just to the precipice of growth, which is the 50 level. ISM Manufacturing, also for July, is expected to rise to 49.5% from 49.0% reported a month ago. Construction Spending for June, Auto Sales for July and the final Consumer Sentiment print for July all come out after the regular trading day starts, as well. Construction spending is expected to improve but still show a negative -0.1%, while Consumer Sentiment is projected to meet the prior read of 61.8 — a good number.
