NHRC launches training workshops to improve treatment of inmates in penal and correctional institutions

The National Human Rights Committee (NHRC) has launched a series of training workshops on improving the treatment of inmates in penal and correctional institutions, in partnership with the Ministry of Interior (MoI) and Penal Reform International (PRI).
In a statement on Monday, the NHRC said that the series of training workshops is part of the country's ongoing efforts to promote human rights and achieve a more just and humane environment within penal and correctional institutions. This is achieved by focusing on practical training and capacity building, and achieving a sustainable positive impact not only on inmates but also on all segments of society.
This reflects Qatar's unwavering commitment to international standards and the rule of law. Director of the Penal and Correctional Institutions Department (PCID) at the Ministry of Interior Major-General Nasser Mohammed Al Sayed said that the penal institutions have become, in this current era, a cultural indicator of the extent of a country's commitment to human rights.
He pointed out that penal institutions are no longer merely places for punishment implementations, but have transformed into platforms for the rehabilitation and integration of inmates into society as active members and good citizens, using various educational, pedagogical, and professional means and influences.
In his speech at the opening of the series of training workshops, Major-General Al Sayed added that this meeting reflects everyone's commitment to elevating penal and correctional institutions to become a civilised and humane model befitting the status of Qatar.
He emphasised the Ministry of Interior's commitment, represented by the PCID, to an integrated development vision that seeks to transform the detention environment into a humane one that preserves the dignity of inmates and respects their fundamental rights. This vision also seeks to build qualified personnel who treat inmates professionally, fairly, and humanely, without compromising the overall order of the institution.
This vision aims to strengthen the system of reformative, educational, and psychological programmes as means of empowering and building the self-esteem of inmates.
For his part, Secretary-General of NHRC HE Sultan bin Hassan Al Jamali emphasised that these training workshops embody the Committee's serious commitment to working with all national partners to promote human rights and affirm respect for the inherent dignity of all human beings, in line with the requirements of the State's Permanent Constitution, the Qatar National Vision 2030, and the legislation and public policies adopted by the State to implement its human rights obligations.
Al Jamali noted that the NHRC closely monitors measures related to the promotion of human rights in penal institutions and monitors various interactions related to the treatment of inmates.
He stressed the Committee's commitment to submitting its views, as part of the periodic reviews of laws and draft laws, to ensure that legislation is consistent with international treaties ratified by the State.
He noted that the Committee conducts periodic visits to penal and correctional institutions to examine their environment and assess the conditions of inmates.
He highlighted the importance of the experience established by Qatar in protecting the rights of inmates of penal and correctional institutions, based on the various measures and roles undertaken by relevant institutions, most notably the Human Rights and Penal and Correctional Institutions Departments at the MoI.
For his part, Assistant Director of Human Rights Department at the Ministry of Interior Brigadier Saad Salem Al Dosari emphasised the importance of the constructive partnership between the NHRC and the Human Rights Department at the Ministry of Interior, pursuant to the Memorandum of Understanding signed between the two parties.
He highlighted the importance of the Ministry of Interior benefiting from the partnerships established by the NHRC with relevant regional and international actors, which contribute to enhancing joint cooperation, exchanging expertise, and building the capacity of Ministry personnel.
Al Dosari noted the ministry's efforts to qualify its personnel and enhance their capabilities in understanding the legal and humanitarian dimensions of their duties, ensuring professional performance that respects human rights, is based on national laws and legislation, and is consistent with relevant international standards.
He affirmed the importance of the training workshop and its programmes' scientific and educational components, which contribute to raising awareness of human rights among staff working in penal and correctional institutions, as part of enhancing the treatment of inmates in accordance with international standards and national legislation.
For his part, Project Manager at PRI for the Middle East and North Africa Mohamed Shabana said that the nature of the participants in this training workshop, including representatives of law enforcement agencies and representatives of national and official institutions, reinforces the need for collaborative, integrated work to establish the values of justice and the rule of law, and to translate international standards and legislation regulating correctional work from the ground up into a work programme, putting them into practice and implementation.

QNA Doha The strong cooperation and integration between the legislative and executive authorities constitute one of the most important factors for the success of the Shura concept in Qatar, which aims to achieve the nation's supreme interests, Speaker of the Shura Council HE Hassan bin Abdullah Al Ghanim has said. Speaking to Qatar News Agency (QNA) on the occasion of the adjournment of the 4th session of the first legislative term, Al Ghanim said the relationship between the council and the esteemed government has been characterised by a spirit of constructive cooperation and institutional integration, reflecting the keenness of both sides to achieve the supreme interests of the nation. He added that the Shura Council's experience, spanning more than 50 years, represents a model consistent with the unique characteristics of Qatari society, establishing a clear partnership between the people and the government within a balanced constitutional and cultural framework that respects the deeply-rooted Qatari traditions of Shura and keeps pace with the times. He pointed out that the Shura Council's performance has always been characterised by a sense of responsibility and seriousness in discharging its constitutionally mandated powers, particularly with regard to legislative authority, approving the budget, and exercising oversight over the executive branch, in a manner that serves the public interest and preserves gains. He addressed the key legislative achievements of the council throughout the first legislative term of the annual session (50-53). He said that the council has played an effective legislative role and demonstrated remarkable activity that has contributed to supporting the national development process, in line with the objectives of Qatar National Vision 2030 and the strategic plans. Al Ghanim noted that during the first legislative session, the council approved 83 draft laws, strengthening the country's legislative system, particularly those related to improving the economic environment and enhancing investment attractiveness, social development, and the development of the education and health sectors, as well as expanding the scope of public-private partnerships, in addition to developing infrastructure. He added that these legislations included developing the judicial system and supporting the efficiency of the state's administrative and financial performance, thus enhancing the effectiveness of institutions and keeping pace with the requirements of growth and development. He pointed out that, within the framework of the Shura Council's keenness to support the state's efforts and achieve the goals of the Third National Development Strategy (2024-2030), the council took the initiative during the first legislative term to host a number of ministers and senior officials in sessions that addressed the ministries' programmes and executive plans. He stressed that these meetings provided an important opportunity to closely monitor the progress made in implementing development initiatives and exchange views on challenges and future prospects. The Shura speaker added that from what was presented and discussed, the council sees that there are intensive efforts being made by government agencies to achieve the National Development Strategy indicators, particularly in the areas of economic diversification, human capital development, environmental sustainability, and infrastructure modernisation. This reflects a real commitment by state institutions to proceed in accordance with Qatar National Vision 2030. He voiced the council's appreciation for the positive interaction shown by government agencies with the visions, observations, and suggestions submitted by the Council. Regarding the council's efforts, through its stances and initiatives, to express the Qatari people's positions on various regional and international issues, Al Ghanim said that through its stances and official statements, the council has contributed to supporting the state's efforts and representing the views of the Qatari people on regional and international issues, reflecting a unified and balanced voice that supports the security and stability of the region. He also noted that the council has strengthened its parliamentary diplomacy in international parliamentary forums and engaged with numerous regional and international issues, in addition to hosting numerous council presidents and parliamentary officials, which reflects its commitment to employing parliamentary diplomacy to safeguard the country's interests and support the nation's causes. He stressed that the Shura Council's strategic vision for parliamentary diplomacy stems from a firm belief in the importance of integration between parliamentary work and the state's official diplomacy, and in the role of parliaments in promoting dialogue and understanding and building bridges between peoples, especially in light of current regional and international challenges that require comprehensive approaches based on pluralism and international cooperation. The Shura speaker affirmed that the council was keen to strengthen its presence in international parliamentary forums through active participation in the work of the Inter-Parliamentary Union, the Arab Parliament, the Arab Parliamentary Union, Parliamentary Union of the OIC Member States (PUIC), the Parliamentary Assembly of the Mediterranean (PAM), and the Asian Parliamentary Assembly (APA), in addition to its active participation and presence in regional and international conferences of a parliamentary nature. He also noted that, through these participations, the council expressed its stances consistent with those of Qatar on the key issues raised, particularly those related to human rights, sustainable development, the maintenance of international peace and security, and advocacy for just causes, foremost among them the Palestinian cause. He added that the Shura Council had witnessed a series of official visits during this period, hosting a number of heads of parliaments and legislative councils, as well as senior parliamentary officials from various countries around the world. He stressed that those visits provided an important platform for strengthening bilateral relations, exchanging parliamentary expertise, and affirming Qatar's supportive stance on dialogue and mutual respect. Al Ghanim added that these efforts are in line with the directives of the wise leadership, which places openness to the world and enhancing multilateral cooperation at the heart of its foreign policy. He highlighted that the Shura Council has demonstrated its commitment to contributing to the implementation of the directives of the wise leadership by enhancing Qatar's image as a responsible and influential player globally, and a supporter of peace, stability, and development. Presiding over the chamber's second General Assembly Meeting (GAM) of the year, held in Doha on Monday, Sheikh Khalifa highlighted the chamber's unwavering commitment to empowering the private sector and enhancing Qatar's business environment in line with the goals of Qatar National Vision 2030. The meeting was attended by the chamber's board members, prominent business leaders, members of the chamber, and representatives of the media. The assembly approved the board of directors' report detailing the chamber's 2024 performance and financial standing, discharged the board members, endorsed the estimated budget for the 2025 fiscal year, appointed a new auditor, and set their fees. Reviewing the year's key achievements, Sheikh Khalifa underscored the chamber's efforts to boost trade activity, widen the investment base, and shape economic policies that support inclusive and sustainable growth. 'The chamber continues to be a driving force in supporting and improving the business environment, representing the interests of the private sector, and promoting Qatar as a global hub for investment and trade,' he said. He extended heartfelt thanks to Qatar's leadership for his steadfast support of the private sector and empowering businesses to be a genuine partner in nationaldevelopment. In alignment with Qatar's third National Development Strategy (2024–2030), which places sustainable economic growth at its core, the chamber reduced its service fees in 2024 following Cabinet Decision No. 19. This measure was aimed at easing financial pressures on local businesses and encouraging new investments. To better address private sector concerns, the chamber intensified its coordination with various ministries and public entities. It held several open-dialogue sessions with government officials to find effective solutions to challenges faced by businesses. The chamber also launched multiple initiatives to attract foreign investment, organizing overseas business visits for Qatari entrepreneurs and hosting meetings with international delegations, chambers of commerce, and economic stakeholders. Sectorial committees within the chamber held regular consultations with business owners to identify obstacles and propose solutions aimed at improving the ease of doing business in Qatar. By the end of 2024, the chamber had issued a total of 154,778 transactions, including 98,811 electronic and 55,967 non-electronic ones. It also issued 50,262 certificates of origin—marking a 7 percent increase over the previous year. Additionally, it processed 13 ATA carnets and 10 TIR carnets, facilitating international trade and transport. Sheikh Khalifa expressed confidence that 2025 would usher in further growth and success for Qatar's private sector and reaffirmed the chamber's commitment to playing a more effective role in bolstering the national economy. During the meeting, several businessmen raised important issues, including the need for greater clarity around industrial zone contracts, the improvement of investor relations with public officials, and the organization of specialized economic seminars by the Chamber. 'These dialogues are essential as we continue to build a resilient, competitive, and diversified economy,' Sheikh Khalifa concluded.

Qatar hosts first meeting of Supreme Committee for Arabian Gulf Security 4 Exercise
The first meeting of the Supreme Committee for the joint mobilisation exercise for security agencies of the Gulf Cooperation Council (GCC) countries (Arabian Gulf Security 4) was held on Tuesday, as part of the ongoing preparations to host the exercise in Qatar in 2026. The meeting was chaired by Assistant Undersecretary of the Ministry of Interior for Technical and Specialized Affairs HE Major-General Abdullah bin Mohammed Al Suwaidi, while the Qatari delegation was headed by Assistant Commander of the Internal Security Force (Lekhwiya) for Supply and Administration Operations Brigadier-General Mubarak Sherida Al Kaabi, along with representatives of the security agencies from the GCC countries in attendance. In a post on its digital platforms, the Ministry of Interior said the exercise aims to enhance security coordination and joint cooperation among the GCC countries and raise the readiness and efficiency of security agencies in confronting common security challenges and threats.
