10-month-old, who lost her parents in Mandi disaster, declared ‘child of the state'

A 10-month-old child, who lost her parents in the flash floods triggered by the cloudburst in Mandi district, has been enrolled as a 'child of the state' under the Chief Minister Sukh-Aashray Yojana of the Himachal Pradesh government, a senior official Saturday said.
The infant, Neetika, was orphaned after a cloudburst struck Talwara gram panchayat in Chachyot Tehsil in the night of June 30. Her father Ramesh Kumar (31) died, while her mother Radha Devi (24) and grandmother Purnu Devi (59) are still missing. Ramesh had stepped out to divert the flow of water entering the house, while his wife and mother followed to help. They never returned. The infant was found crying in the house by a neighbour.
Deputy Commissioner Apoorv Devgan said that following the directions of Chief Minister Sukhvinder Singh Sukhu, children orphaned during the disaster are being ensured the benefits of the welfare schemes. Under Sukh-Aashray Yojana, Neetika will receive Rs 4,000 per month from the government. For the months of July and August, Rs 8,000 has already been sanctioned and credited to her savings bank account. This support will continue until she turns 27 years old.
Earlier, following 'Shudi' rituals on the 13th day of the family's death, the relatives decided that Neetika will be raised by her aunt Kirna Devi, who already has a son and lives in Shikauri village, about 20 kilometres away from Talwara. With several people coming forward to help the infant, two bank accounts were opened in her name in the Himachal Co-operative Bank and Punjab National Bank. The money deposited in these accounts will be reserved for her education and she can access it when she turns 18, officials had earlier said, adding that the child has also been offered admission in Sainik School after Class 6.
The DC, meanwhile, said that children who lost their loved ones in the natural disaster are being provided support through the welfare schemes. Under the Sukh-Aashray Yojana, these children will receive the compassionate care of the State, with the government stepping in as both 'mother and father.' Their future will be secured through education under the Indira Gandhi Sukh Shiksha Yojana.
Devgan said that five children from two families in Karsog's Sanarli gram panchayat have been enrolled under the Shiksha Yojana. Lalit Kumar of Bhutti village under the same panchayat died in the disaster, and his three children will receive Rs 1,000 each per month for their education. They include his daughters Kritika Verma (14), Anshika (10), and eight-month-old son Raghav Thakur. Similarly, Jeet Ram of Surmu village, also under the same panchayat, also lost his life in the disaster. His two sons, Paramjeet (15) and Ranjit (12), have also been enrolled in the scheme. Each eligible beneficiary has already been provided Rs 2,000 for the months of July and August. This financial support will continue until they reach 18 years of age and will be deposited in a joint bank account with their mother, the DC said.
The DC said that eight such eligible cases have been identified in the Seraj region, and the process of completing the required documentation is ongoing.

The US-based company reportedly announced the recall earlier this week after the Consumer Product Safety Commission (CPSC) discovered that the internal electrical components of the fridges can short-circuit, causing the plastic housing to catch fire. According to a report by The Independent, the commission's notice has detailed that at least 26 complaints have been received concerning these mini fridges, with issues such as 'smoking, sparking, burning, melting, overheating, and catching fire.' The report also cites two individuals who claimed that the problems with these mini fridges caused smoke inhalation. At the same time, the total property damages linked to these incidents surpassed $700,000 (nearly Rs 6 crore), the report added. What are the mini fridge models that were recalled The recalled mini fridges were available for purchase at retailers such as Walmart and through online platforms, including Walmart's website and Amazon, between January 2020 and December 2023. Eligible consumers can request a refund for the recalled units, which were initially priced between $36 and $40 (nearly Rs 3,500). According to the report, Curtis International Ltd., the importer of the recalled fridges, has yet to provide an official response regarding the matter. In addition to the mini fridges, several other products have also been recalled by the commission. Built in 2008 for Rs 3 crore to host religious events and collect rainwater for the city's southern sectors, the man-made lake today lies dry for most of the year. With no natural water source and dependent on tube wells that deplete the water table, it has become a symbol of the city's faltering water management. Staff at the site say the lake serves little purpose beyond being filled briefly during festival season. 'Even when it's filled for Chhath Puja, it's emptied soon after the festival,' said Balkar, a worker at the site. Another staffer, Anil, added that internal complaints are met with threats. 'We've told officials about the problems many times. But if word gets out about who complained, they say we'll be fired'. This year, the lake has not been filled even once. Power supply to the area was cut off on June 3 over a pending electricity bill of Rs 2.5 lakh. 'A waste of resources' Environmentalists have questioned the practice of pumping potable groundwater into a structurally inadequate artificial lake. 'It makes no sense to keep pumping drinking water from tube wells into an artificial lake that doesn't serve any real utility,' said Rahul Mahajan, founder of the Organic Sharing Foundation. 'It's not just a waste of taxes — it is a waste of natural resources.' Swadesh Talwar, veteran photo editor, pointed out that a seasonal drain, the N-Choe, flows past the site. 'That rainwater is discharged out of the city, unused, while crores are spent extracting groundwater for a lake meant to be temporary. Residents with houses over 500 square yards must install rainwater harvesting systems,' Talwar said. Talwar also highlighted a fundamental design flaw. 'The bed of the lake has been cemented over, which goes against basic ecological principles. Lake beds must be porous to allow rainwater to percolate and recharge groundwater. Cementing stops that natural seepage and defeats the purpose. No natural lake is ever built that way. It's not just poor planning — it's a way to inflate costs and justify spending,' he explained. Infrastructure overhaul needed A senior technical expert, who requested anonymity, said converting the site into a functioning rainwater harvesting basin would require major redesign. 'You can't just divert stormwater into the lake. Without proper screening, filtration, and stormwater lines that are not connected to sewage, silt and trash will collect, reducing capacity and creating new problems.' Pallav Mukherjee, a former member of the Municipal Corporation's water and sewerage committees, said he had proposed such lakes as stormwater buffers 15 years ago to counter falling groundwater levels. 'Sector 42 was meant to do that. But it is being filled with tube well water, not rainwater, which defeats the whole purpose. On a good rainy day, Chandigarh gets about one litre per square metre for every 10 mm of rainfall. That's a huge amount of water, and we are just letting it run off into drains.' Currently, there is no system to channel runoff from surrounding sectors or roads into the lake. 'This lake is not designed to collect rainwater, and so it doesn't,' said Mahajan. 'Instead, it functions as a yearly ritual site at a massive environmental cost.' Repeated attempts to contact C B Ojha, Chief Engineer with the Chandigarh Administration, for comment went unanswered.
