Rabie Ridge's Dulcie September Primary School is buckling under pressure, with overcrowded classrooms, hazardous construction delays, and weak leadership putting children's safety and education at risk.
When The Star visited the school on July 29, the scene was chaotic and alarming. Learners played and sat idly around the school premises after the day was abruptly dismissed, without any prior notice to parents. Those living nearby were quickly collected, but many children relying on transport were left unattended, exposed to open trenches and scattered construction equipment that posed serious safety risks.
Yolanda Base, a distraught grandmother, shared her anguish over her granddaughter's recent injury on school grounds. A sharp piece of construction debris cut the child's ear, a frightening incident that could have been far worse.
'They took her to the clinic, and thank God it wasn't worse, but she got hurt at school, a place where she's supposed to be safe. It breaks my heart. They don't care about us or our children. How could they let this happen?' Base said, her voice trembling with pain.

Dulcie September Primary was built to accommodate 1,500 learners but currently hosts over 2,700. Classrooms designed for 25 to 30 children are crammed with 50 to 60 pupils. This staggering overcrowding creates an unmanageable and unsafe learning environment.
Community leader and mother of two, Shedean Bennered described the mobile classrooms as structurally unsound.
'Some of the mobile classrooms are broken, without windows, and the wooden floors wobble when you walk in. Imagine 60 children packed inside those. It's a disaster waiting to happen, yet our kids are expected to learn there,' she said.
Construction delays have prolonged exposure to dangerous conditions, including exposed electrical wiring and open trenches across the school grounds. On top of this, parents revealed another recent safety incident: a learner was hit by a car outside the school gates, a tragedy they attribute to poor security and lack of vigilance.
Parents also raised concerns about academic delays, with many learners yet to receive second-term report cards.
'Only about 20% of our kids can read properly. The rest are struggling, and nothing is being done,' one parent lamented.
Frustration with the Department of Education's handling of the crisis is mounting. Many parents questioned why learners were not relocated to safer schools during construction, accusing officials of negligence that endangers children and disrupts learning.

Further fueling anger are allegations against the school's principal, accused of weak leadership and allowing teachers to arrive late without consequences. Parents claim the principal regularly drinks at a local tavern, undermining trust in his ability to manage the school effectively.
'Our children are suffering in dangerous, overcrowded classrooms while the principal shows no leadership,' a parent said. 'He's out drinking while we're fighting to protect our kids' futures. How can we trust a system that doesn't care if our children are safe or learning?'
The Rabie Ridge community is demanding immediate intervention. They want learners moved to safer facilities while construction continues, the principal removed, and stronger oversight to ensure the safety and quality of education.
Speaking to The Star, Gauteng Department of Education (GDE) spokesperson Steve Mabona said the department is aware of the issues at Dulcie September Primary and has taken steps to address them, with classes set to resume on August 4.
Mabona explained that the contractor completed the relocation of mobile classrooms within the set timeline, clarifying that their responsibility was limited to moving the structures, not performing repairs or upgrades. He added that the department has appointed professionals to monitor the work and ensure it meets the necessary standards.
He further stated that there are no open trenches, and visible wires are safe. Some trenches were caused by the theft of school materials.
'There are no open trenches, and while some wires are visible, they are not live or hazardous. It is important to note that trenches were at some point created by some community members who stole some materials from the school.' Mabona said.
He added that The MEC's office has been actively involved throughout and continues to engage with the School Governing Body.
With overcrowded classrooms, hazardous construction conditions, water shortages disrupting learning, and leadership failures deepening the crisis, Dulcie September Primary exemplifies South Africa's urgent education challenges, demanding immediate and concrete action.

'This unbecoming behavior is projecting a deep societal problem that needs every parent to take responsibility in raising his/her kids.' 'As the EFF, we reject this feeble, bureaucratic response in the strongest possible terms,' the party said. 'There is no investigation necessary when a video clearly captures a young girl being physically assaulted in full view of other learners.' The EFF further warned that allowing an investigation to proceed might offer an opportunity for the perpetrator to justify or minimise the attack. 'This approach is not justice; it is complicity,' it stated. The party also criticised the presence of an adult, believed to be the school bus driver, who appeared to witness the attack without intervening. 'That silence, that inaction, is not neutral; it is a betrayal,' said the EFF. 'It raises serious questions about the character and responsibility of the adult involved.' The EFF announced that its representatives will visit the school on August 4 to demand accountability. 'The learner responsible must be expelled immediately. The victim deserves justice. The 34-year-old mother and her two-year-old daughter vanished in May and their bodies were discovered this week, decapitated. Image: SAPS Two suspects, aged 43 and 32, have been arrested by the police in Limpopo for the brutal murder of a mother aged 34 and her two-year-old daughter. The woman and her daughter went missing on 19 May, sparking an extensive investigation by the police at Thohoyandou, Vhembe District, joined by the provincial team of investigators dealing with missing persons' cases. 'On Wednesday, a task team comprising SAPS Thohoyandou intervention team, Thohoyandou detectives, and provincial missing persons team followed a credible lead which led to the discovery of the body of the mother and her daughter,' said Colonel Malesela Ledwaba, provincial police spokesperson. 'As a result of this gruesome discovery, two suspects were linked to the incident, and were immediately arrested. During the process, it was also discovered that the bodies were without heads.' Police also established that one of the suspects is alleged to be the boyfriend of the deceased. 'The motive behind this heinous act of crime is still under investigation,' said Ledwaba. Image: Supplied Child murderer and self-confessed cultist Daniel Smit's bakkie, used in the kidnapping and brutal murder of 13-year-old Jerobejin van Wyk, has been seized by the Asset Forfeiture Unit (AFU). National Prosecuting Authority (NPA) spokesperson Eric Ntabazalila welcomed the order following the application for the vehicle's preservation and forfeiture. Smit had used the vehicle to pursue Jerobijn, knocked him over, and kidnapped him before brutally murdering him. Ntabazalila said the vehicle was an instrumentality of the offences of which Smit was convicted of and sentenced on November 5, last year. Smit is currently serving his life imprisonment sentence. Next Stay Close ✕ The AFU is governed by the Prevention of Organised Crime Act 121 of 1998 (POCA). POCA provides for two types of civil forfeiture mechanisms - in terms of Chapter 5, which is a criminal forfeiture and is dependent on a conviction, and in terms of Chapter 6, which is a civil forfeiture and is not dependent on a conviction. In this application, the unit utilised Chapter 6 and applied for a preservation order in terms of Section 38 of POCA. Jerobejin van Wyk was murdered in February 2022 after he was caught picking mangoes with a friend. Image: Supplied Ntabazalila said: 'During the criminal trial, the AFU successfully applied for a preservation order, and Judge Hayley Slingers, who presided over the trial, granted it on 19 March. In its application, the unit argued that Smit used the vehicle to pursue the deceased, knock him over, kidnap, and murder him, and that it was an instrumentality of the offences listed in items 1,3 and 7 of Schedule 1 of POCA, that being murder, kidnapping, assault, and child stealing. In terms of Section 40 of POCA, AFU had 90 days to file a forfeiture application, failing which the preservation order would lapse,' said Ntabazalila. On Thursday Judge James Dumisani Lekhuleni granted the unopposed forfeiture order. The application was served on the accused in prison on April 10, confirmed Ntabazalila. In November last year, Smit was sentenced to an effective life imprisonment following his conviction on attempted murder, kidnapping, murder of Jerobejin, violation of his corpse, and defeating the administration of justice. The court ordered that Smit must serve two-thirds of his sentence before he could be considered eligible for parole. During trial, the court heard that on February 2, 2022, Jerobejin and his friend entered the accused's property in Matzikama Street, Klawer, and stole fruit from his garden. He claimed he became angry as the two boys mocked him when he spoke to them. 'After pursuing them with his vehicle and catching Van Wyk, he took the boy home, broke his neck, put his body in the freezer, and later dismembered it. He burnt it using tricks he claimed he learnt from a Chinese occult he joined when he was a teenager. He also claimed the occult had an influence on him and used that mitigation of sentence, as well as diminished responsibility. He asked the court to sentence him to 30 years of direct imprisonment,' said Ntabazalila.
