Karnataka govt moves HC against CAT's order revoking IPS officer Vikas Kumar's suspension in stampede case
Advocate General K Shashikaran Shetty mentioned the petition before a single-judge bench of Justice SG Pandit in the Karnataka High Court today.
The court directed the state government to rectify the office objections.
The bench said that the hearing will be held on Thursday (July 3).
Earlier, Karnataka Chief Minister Siddaramaiah said the state government is considering appealing the Central Administrative Tribunal's (CAT) decision that quashed the suspension order of senior IPS officer Vikas Kumar.
Speaking to the media at Vartha Soudha, the central office of the Information and Public Relations Department, Siddaramaiah said, 'There is an opportunity to appeal the Central Administrative Tribunal's order quashing the suspension order of IPS officers in connection with the Chinnaswamy Stadium stampede case and an appropriate decision will be taken in this regard.'
Vikas Kumar, Additional Commissioner of Police, was among the officers suspended following the stampede incident at Bengaluru's M Chinnaswamy Stadium during the Royal Challengers Bengaluru (RCB) victory parade.
The CAT recently set aside the suspension, prompting the government to weigh its legal options. The incident claimed 11 lives and injured over 50 people.
Meanwhile, the Central Administrative Tribunal (CAT) on Tuesday stated that it was the Royal Challengers Bengaluru (RCB), who appear to be 'prima facie responsible' for the Chinnaswamy Stadium stampede that claimed 11 lives and left dozens injured.
The quasi-judicial body stated that RCB didn't obtain permission from the police and posted about the gathering on social media platforms, which led to the assembly of approximately three to five lakh people. It said that police were not given sufficient time to make appropriate arrangements.
The Karnataka government also released Standard Operating Procedures (SOPs) for managing crowds efficiently to ensure public safety and maintain law and order.
An official order from the office of the Director General and Inspector General of Police, Bangalore said, 'Crowd management at public events, ranging from festivals and rallies to sports celebrations, requires a strategic and well-coordinated approach. This SOP is issued to provide a standardised framework for managing crowds efficiently while ensuring public safety, protecting individual rights, and maintaining law and order.'
As per the order, the objective was to establish clear guidelines for planning, deploying, and executing crowd control measures at events involving large gatherings, with an emphasis on minimising risks, enhancing coordination, and ensuring a quick response to emergencies. (ANI)

Karnataka IPS officer Srinath Joshi threatened victims to extort money, used code ‘kg' for lakh in chats with dismissed cop: Lokayukta
The Karnataka Lokayukta said on Thursday that senior IPS officer Srinath Mahadev Joshi had been in touch with G Ningappa, a former head constable arrested for allegedly extorting Rs 4.92 crore from government officials by posing as a Lokayukta officer. 'Joshi was in touch with Ningappa and was involved in threatening government officials and to extort money. They used the code word 'kg' and in the preliminary probe, it has been revealed. The collected black money was being converted to white money by investing in cryptocurrency,' the anti-corruption watchdog said in a statement. A police officer said that 'kg' referred to lakhs. Lokayukta said Joshi was involved in extortion and exchanged related WhatsApp messages with Ningappa, also known as Ningappa Sawanth. According to the Lokayukta, Ningappa, had 23 cryptocurrency wallets and Rs 4.92 crore was invested in 13 wallets. On June 15, Joshi's house was searched after the Lokayukta police secured a warrant from the court, the statement said. He was a superintendent of police in the Lokayukta until June 12. The Lokayukta also said that there were no complaints from outside (government officials or private persons) but that the case was registered when the Lokayukta chief got to know about the extortion. Ningappa was arrested in the case on June 2. He has been released on bail. The Karnataka High Court has ordered an interim stay on the investigation against Joshi and Ningappa in the extortion case. On June 30, the Lokayukta police approached the high court seeking permission to continue their investigation against Joshi and Ningappa, citing public concern over the credibility of the institution. On Thursday, Justice S R Krishna Kumar of the high court posted the matter to Tuesday. Thirty-five cases have been registered at various police stations where Ningappa allegedly approached government officials, mainly from the Bruhat Bengaluru Mahanagara Palike (BBMP) and the excise department, with extortion demands. Ningappa used the names not only of Lokayukta police officers but also of the Lokayukta and the Upa Lokayukta, the anti-corruption watchdog suspects. Ningappa is accused of calling government officials over the phone to extort money ranging from Rs 2 lakh to Rs 25 lakh.

SC sub-caste census faces resistance in Bengaluru, BJP threatens stir
A door-to-door campaign to determine the SC population across the 101 sub-castes has met with resistance in parts of Bengaluru and other urban centres in Karnataka with enumerators facing physical threats and non-cooperation from residents. The BJP and sections of residents have also complained that the officials are pasting stickers on the walls of their homes indicating completion of survey without ever talking to them. There are also suspicions some SC families may not have revealed their true sub-caste fearing consequences. A rational internal quota has been the long pending demand of the most-backward groups in the SC community, who feel left behind in getting opportunities in professional courses and in government jobs. Siddaramaiah's initiative on taking up an SC census follows the Congress-ruled Telangana's successful implementation of an internal quota for SCs, dividing them into three broad groups. The Supreme Court had, in August 2024, ruled that states could provide internal reservation within SCs, STs and socially and educationally backward classes to remove inequalities.
