The Punjab government's project steering committee has cancelled a contract worth Rs20.4 billion awarded to a foreign firm for Lots 2 and 3 of the Chahan Dam Water Supply project and has ordered a fresh tendering process following a fact-finding investigation by the Chief Minister's Inspection Team (CMIT).
The Asian Development Bank-funded project had originally been awarded to a Turkish firm, Five-H Insaat, despite the successful joint venture bid having also included a Pakistani company, Qasim & Co. The steering committee questioned how the contract was awarded solely to the foreign firm when the bid was won as a joint venture.
CMIT's intervention, prompted by Punjab Chief Minister Maryam Nawaz, is being credited for preventing a potential financial scandal.
A high-level meeting chaired by Punjab Planning and Development Board Chairman Barrister Nabeel Awan, and attended by all relevant secretaries, their representatives, and Hamza Salik, Project Director of the "Dream Project," reviewed CMIT's findings before deciding to cancel the contract.
The committee also decided that necessary action against the officials responsible for the contract award would be taken by the chief secretary.
Additionally, in line with the Chief Minister's directive, all future foreign-funded projects will be reviewed by the steering committee every three months to ensure transparency.
The contract in question had sparked legal action from Qasim & Co., who challenged the exclusion in court.
After the matter was brought to the chief minister's notice, she instructed CMIT to conduct a fact-finding inquiry and submit a report within seven days.
The CMIT investigation, led by Chairman Salman Ejaz along with members Ahsan Waheed, Ghulam Abbas Warraich, and an engineering specialist, found significant flaws in the procurement process, including the absence of regular quarterly reviews despite the project being foreign-funded.
Now, under the guidance of the Chairman of the Planning and Development Wing Punjab, the Steering Committee of Dream Project-1 will decide within three weeks whether to reinstate or fully terminate the contract. If cancelled, the contract will be retendered. For context, Lot 1 of the Dream Project-1—bringing 12 million gallons of water daily from Chahan Dam—had previously been awarded for Rs6.36 billion to a joint venture between China Construction Third Engineering and a Pakistani partner.
Meanwhile, Lot 4, worth Rs7.19 billion, was awarded to a joint venture of MS Mirakhan KBDL and Five-H Insaat.
Lot 4 covers the upgrade of filtration plants, pumping stations, and old pipelines at Rawal and Khanpur dams to ensure 24/7 water supply to the Khayaban-e-Sir Syed area.

Oil & Gas Development Company Limited (OGDCL) made an oil discovery at the exploratory well Chakar–1, located in District Tando Allah Yar, Sindh. It made the announcement in a notice to the Pakistan Stock Exchange (PSX) today. The discovery was made along with its joint venture partner Government Holdings (Private) Limited (GHPL) with 5% carried interest, the notice said. OGDCL discovers hydrocarbon reserves in Sindh 'Chakar–1 was spudded on June 02, 2025, as an exploratory well under the Tando Allah Yar Exploration License and drilled down to a total depth of 1,926 meters into the Upper Shale of the Lower Goru Formation,' the notice read. Based on the interpretation of wireline logs and Reservoir Evaluation Services (RES) log, Drill Stem Test (DST) was carried out in the B-Sand, followed by testing with an Electrical Submersible Pump (ESP), said OGDCL. It added that the well flowed 275 barrels of oil per day (BOPD) through a 32/64' choke at a wellhead flowing pressure (WHFP) of 400 psi. 'Furthermore, during formation testing using RES, oil was encountered in the Lower Ranikot formation. A second DST/ESP is now being conducted to further assess its hydrocarbon potential.' The listed company shared that this marks the 13th discovery in the TAY E.L and reflects the joint venture's sustained efforts to assess and unlock the hydrocarbon potential of the block. 'The results to date reinforce confidence in the geological prospectivity of the area and support ongoing exploration and appraisal efforts to further delineate its resource base.' On June 12, the OGDCL along with its partner Government Holdings (Private) Limited (GHPL), successfully discovered natural gas and condensate reserves at an exploratory well named Faakir-1, located in Khairpur district, Sindh. Last year, OGDCL discovered natural gas reserves at Shahu-1 well located in the district of Khairpur, Sindh.

Buying momentum continued at the Pakistan Stock Exchange (PSX) on Friday as investors celebrated the reduction in US reciprocal tariffs on Pakistan, with the benchmark KSE-100 Index gaining over 200 points during early trading. At 10:15am, the benchmark index was hovering at 139,605.26 level, an increase of 214.84 points or 0.15%. Buying was observed in key sectors including cement, commercial banks, fertiliser, oil and gas exploration companies and OMCs. Index-heavy stocks, including MARI, OGDC, SNGPL, SSGC and FFC traded in the green. In a key development, the US administration imposed a 19% reciprocal tariff on a wide range of Pakistani goods, significantly lower than the initially proposed 29%, under a sweeping new executive order signed by President Donald Trump. Late on Thursday, President Trump signed an executive order imposing tariffs ranging from 10% to 41% on US imports from dozens of countries and foreign locations. Rates were set at 25% for India's US-bound exports, 20% for Taiwan's, 19% for Thailand's and 15% for South Korea's. He also increased duties on Canadian goods to 35% from 25% for all products not covered by the US-Mexico-Canada trade agreement, but gave Mexico a 90-day reprieve from higher tariffs to negotiate a broader trade deal. MSCI's broadest index of Asia-Pacific shares outside Japan fell 0.7%, bringing the total loss this week to 1.8%. South Korea's KOSPI plunged 3% while Taiwanese shares fell 0.9%. Japan's Nikkei dropped 0.4%. Chinese blue chips were flat and Hong Kong's Hang Seng index eked out a small gain of 0.2%. EUROSTOXX 50 futures slipped 0.2%. Both Nasdaq futures and S&P 500 futures eased 0.2% after earnings from Amazon failed to live up to lofty expectations, sending its shares tumbling 6.6% after hours.

The US administration has imposed a 19% reciprocal tariff on a wide range of Pakistani goods, significantly lower than the initially proposed 29%, under a sweeping new executive order signed by President Donald Trump on Thursday. Trump announced new tariffs of up to 41% on goods imported from dozens of countries, including Pakistan, citing persistent trade imbalances and a lack of reciprocity in bilateral trade relationships. 'We have just concluded a Deal with the Country of Pakistan, whereby Pakistan and the United States will work together on developing their massive Oil Reserves,' Trump wrote on social media. 'We are in the process of choosing the Oil Company that will lead this Partnership. Who knows, maybe they'll be selling Oil to India some day!' Islamabad described the deal as a marker of a broader partnership with Washington. Finance Minister Muhammad Aurangzeb, who led the final round of talks, said there was a larger economic and strategic agreement. 'From our perspective, it was always going beyond the immediate trade imperative, and its whole purpose was, and is, that trade and investment have to go hand in hand,' he said, in video-taped remarks. Pakistan faced a potential 29% tariff on exports to the United States under tariffs announced by Washington in April on countries around the world. Tariffs were subsequently suspended for 90 days so negotiations could take place. Islamabad's trade surplus with Washington was around $3 billion in 2024, mainly due to textile exports. The United States is Pakistan's biggest market for textiles.
