I managed four MIQ hotels during Covid, it was a shambles – Les Morgan of Sudima

The truth is that the MIQ programme was a shambles from its inception and rose to a standard of passable quality thanks to the skills and professionalism of hotel staff and on-site supporting agencies.
There is a lot we can learn collectively – and at a political and policy level – from this experience, so we can prepare properly and be able to kick into action more seamlessly in the event of a future pandemic.
Here's what we learned on the front lines of the MIQ system:
1. Reinstate the plan. There was a low level of leadership and expertise within both local and central government in relation to our isolation response. As a country we should have been able to deploy and react to the crisis much more efficiently – in fact, we had already prepared for it. Several years before the pandemic I was a signatory to a document that had committed hotels in the area surrounding Auckland Airport to a pandemic and isolation plan. Some astute member of staff at Auckland Council and/or the local DHBs had anticipated and come up with a plan for what eventually happened.
However, this plan was never implemented, so when the crisis hit, the response was made on the fly. I hope the inquiry looks at what happened there, and a plan is reinstated for another pandemic, as epidemiologists say is inevitable.
2. Establish a clear chain of command. On one occasion a local authority representative called to tell me they were commandeering one of our hotels for the purposes of isolation. The next day a military representative told me they intended to make the same request for the same purpose, meaning two potential government tenants were competing for the same hotel. On day three a police sergeant stated he had authority to occupy over all others. It was a classic example of the need for state agencies to co-ordinate their plans, hold a meeting of key stakeholders and share information.
There is nothing new about hotels being taken over as field hospitals, quarantine facilities or emergency care or accommodation sites – it's standard operating procedure in times of civic upheaval – but it must be underpinned by an organised process. Any future pandemic response must be preceded by the agreement of a chain of command determining who decides on the assignation of facilities that the Government is paying to commandeer and run.
3. Set up a communication matrix with hotel operators at the centre. A few weeks into the crisis, some harmonisation of MIQ facilities appeared to have been achieved. However, that illusion was shattered one day as I watched the 1pm briefing and a minister announced that the Government was 'standing up' another MIQ hotel, with the first arriving travellers anticipated later that day. Unfortunately, there were a couple of issues with this – the hotel was ours, and no one had told me or any of my colleagues. The hotel in question had been closed indefinitely, meaning staff had moved on and there were no consumables or PPE gear on site.
Once I had run the gauntlet of shock and bad language, our team swung into action and I am proud to say our local staff welcomed the first guests by 8pm the same day with full PPE equipment and comprehensive operational procedures. (The military and public health teams involved arrived on-site equally unprepared but also rallied.) These were staff who had left the business earlier in lockdown but came back to bravely face an unknown health risk and the enormous task of recommissioning a hotel, all because they thought it was the right thing to do to help save the lives of fellow New Zealanders. They are all heroes, and they deserve to be properly recognised by the Government.
4. Establish accountability, including on legal questions that affect business owners and directors. This was scarce during long stretches of MIQ. We observed that no one further up the chain of public sector leadership was willing to confirm the level of risk our employees faced.
A parallel concern was the risk companies faced under the Health & Safety Act. If an employee was to fall seriously ill or die from Covid having been exposed to it while at work, would we as employers face legal proceedings in the future?
We could not get clarification on this question, and therefore I viewed the risk to employees and our company directors as potentially too great, and at one point came within hours of making the decision to close completely the four nationwide facilities we managed.
Although no formal instruction was ever issued, I was temporarily mollified by a statement from authorities that any legal action was unlikely. In the turmoil that was MIQ governance, I accepted that was as good an answer as we were ever likely to get. To return to a plan: this is the kind of question that can be assessed, considered by Crown Law and addressed in advance of a crisis, so that businesses can prepare.
As the formal inquiry continues, I have doubts the valuable lessons from the MIQ experience have been fully learned by our officials.
Today we are again signatories to a Readiness Programme that would permit re-establishment of isolation hotels. However, hotels are expected to maintain high-quality air conditioning and CCTV services without ongoing financial support. There is no requirement for mandatory pandemic training for staff, and no PPE stock is expected to be held on-site.
My grave concern is that, over time, the IP that hotels earned through painful experience will erode. Let's not let this happen, and instead develop a Readiness Programme with real teeth, one that takes the hard lessons we all learned and embeds them in a practical, flexible model that consistently upskills people and stocks and supports facilities, so we can turn on a future crisis response as easily as flicking a switch.

But, in a changing world and climate where these events are happening harder and faster, is the idea of the Crown stepping in with unlimited cash sustainable? This week, Prime Minister Christopher Luxon said the Government 'won't be able to keep bailing out people in this way'. Insurance Council New Zealand chief executive Kris Faafoi told The Front Page it's not the first time the Government has voiced similar views. 'Regardless of which stripe you are, the appetite for continuing the kind of buyouts that we've seen over the last decade-and-a half is starting to wane,' Faafoi said. 'That's a Government decision to make. But, from the insurance perspective, if they're gonna invest, if they're gonna spend taxpayer money, then instead of paying out after an event has happened, we'd prefer that you spend that money to protect the communities that we're seeing being devastated by these kinds of events on a relatively regular basis.' Estimates have the amount paid out after the Auckland Anniversary Weekend floods and Cyclone Gabrielle in the billions of dollars. Hundreds of sites in Auckland that are now vacant after storm-damaged homes were removed will be offered to community groups for playgrounds, planting and even grazing sheep and horses. Auckland Council is the new owner of about 260 empty sections from the clearing of homes deemed a risk to life in future storms, and expects to have all 1200 homes in the same category cleared by the end of 2027. The buyout process has left the council with scores of properties of little value, and is a result of a $2 billion Government storm recovery package, set up in October 2023. Faafoi said something needs to be done to reduce the impact of climate events in the future. 'So there are some difficult decisions to be made ... We are seeing these kinds of events happen more and more often. 'Insurance is obviously quite important in those situations for Kiwis to fall back on. You would've seen in the last 12 to 24 months after [Cyclone] Gabrielle, that people have found, along with everything else, that paying those insurance premiums can be a challenge. 'In order to keep it manageable in the long term, that kind of risk reduction, getting infrastructure put in place [has meant] some difficult conversations, so we can make sure that if things do happen, we're lowering the impact of those weather events.' Faafoi said those 'difficult conversations' will have to include the question: who pays? An independent climate adaptation report, released earlier this month by the Ministry for the Environment, suggested home owners whose houses are weather-damaged should not expect buyouts in the future. 'That's the billion-dollar question. At the end of the day, I think the Government will end up deciding that the report from the independent reference group, which said beneficiaries pay. 'Now in some instances, that might be a community or an individual family or business... I think one of the promising signs from that report is in some instances, some communities won't be able to pay, and they see a pretty clear indication that, in some instances central government might have to chip in and make sure it can protect communities. 'It's extremely complex. From an insurance perspective, we wanna see some urgency. We wanna see some clear leadership from central government. We've seen some good indications of that from the Prime Minister this week, and really, we just need to get on with it.' Photo: Stuff/Chris McKeen Auckland's rapid population growth is considered one of the key challenges for incoming council elected members, a report has revealed. The city's population is expected to jump to 2.3 million people over the next three decades, leaving questions on how Auckland Council will pay for the increased demand on services. Auckland Council's pre-election report, prepared to support the upcoming local elections, lists how leaders can best use resources for the region's future. Key issues identified were productivity and growth, infrastructure investment, asset management, climate resilience, community services and funding. "By 2034 we are projected to see an additional 200,000 Aucklanders joining our diverse community," Wilson said. "That is slightly more than Hamilton being added, in only nine years. Photo: Supplied to RNZ Auckland was a vibrant and rapidly growing city, and council's elected members face some tough decisions over the next three years on how to pay for that growth on a tight budget, he said. "To accommodate this growth, we must confront the challenges our region faces, while ensuring long-term financial sustainability. "These include addressing Auckland's relatively low productivity and lifting the region's economic growth to support development." Wilson said council exists to be an effective agent for the needs and aspirations of Aucklanders, and good governance should be prioritised. "To ensure this, it's vital that people standing for roles as mayor, councillors or local board members are well-informed as to the state of the city, key challenges and the council's financial situation." Current council strategies respond to growth by integrating land use and infrastructure planning, improving transport networks and advocating with central government for greater input into policy. However, Wilson said more will be required as the council continues to plan for a projected growth of 540,000 people over the next three decades - bringing Auckland's population to 2.3 million. "To increase productivity and influence positive growth, Auckland must address long-standing barriers, including congestion, infrastructure bottlenecks and regulation. "We also want to maintain the council's sustainable financial direction where we affordably deliver the infrastructure and services Aucklanders expect, to help them live their lives better." The council estimates the need to invest $295 billion on maintaining, operating, enhancing and growing Auckland's infrastructure over a 30-year timeframe. "Unlocking the potential created by infrastructure investment is an opportunity to be considered by our elected members, including working with central government agencies and other partners to identify and maximise the opportunities. "Infrastructure investment makes up 86% of the council's total budget to 2034, so it's a significant part of decision-making for elected members." Wilson said council must also respond to greater demand on its community services and an increasingly diverse community, with equally diverse needs. The current services require further investment to ensure they remain relevant, accessible and effective in addressing the changing needs of Auckland's communities, he said. The Pre-Election Report is a legislative requirement under the Local Government Act 2002, where council chief executives must prepare a report independently of the mayor and councillors. In its findings, MBIE advised that at this time, it is not considering legislative change. 'A bit of relief around the fact that regulatory oversight is now a non-issue, and it was now off the table,' Smith said. Auckland Airport shares subsequently rallied 4.36% to $7.78, with 1,363,985 shares changing hands to the value of $10,580,401.99. Meanwhile, a2 Milk's share price also climbed, rising 4.81% to $8.28 after $4,056,430.72 worth of shares were traded. 'The Chinese infant milk market is shrinking, but the reality is a2 has been taking market share, and I suppose there's some optimism that the result in mid-August will be a good one,' Smith said. Wall Street stocks finished higher on Wednesday local time, shrugging off a mid-session swoon after US President Donald Trump denied he was planning to fire Federal Reserve chairman Jerome Powell. Major indices had moved suddenly negative after reports that a dismissal could be imminent. They recovered quickly when Trump ruled out firing Powell, for now. Trump, who has bitterly attacked the Fed chairman for months, said such a move was 'highly unlikely' and that 'I'm not talking about that' when asked if he would fire Powell. The tech-rich Nasdaq Composite index advanced 0.3% to 20,730.49, a third straight closing record. The Dow Jones Industrial Average gained 0.5% to 44,254.78, while the broad-based S&P 500 advanced 0.3% to 6,263.70. 'It's very clear that the market wants to go higher,' said Adam Sarhan of 50 Park Investments, who described investor reaction to Trump's mixed messaging on Powell as typical of a bullish tilt.
