There should be no hesitation in imposing sanctions against terrorists: PM Modi at BRICS

The Hindu13 hours ago
Victims and supporters of terrorism cannot be weighed on the same scale and there should be no hesitation in imposing sanctions against terrorists, Prime Minister Narendra Modi said at the BRICS Summit on Sunday (July 6, 2025).
In an address at a session on peace and security, Mr. Modi said the "cowardly" Pahalgam terror attack was a direct strike on the "soul, identity and dignity" of India as he called for united efforts to combat the challenge of terrorism.
"Terrorism has become the most serious challenge for humanity today," he said.
The top leaders of BRICS held deliberations on a range of pressing challenges facing the globe on the first day of the grouping's two-day annual summit in this seaside Brazilian city.
"This attack was a blow not only on India but on the entire humanity," Mr. Modi said about the Pahalgam attack, adding "condemning terrorism should be our 'principle', not just a 'convenience'".
"If we first see in which country the attack took place, against whom, then it would be a betrayal against humanity. There should be no hesitation in imposing sanctions against terrorists," he said.
Call for imposing sanctions on terrorists
Mr. Modi's call for imposing sanctions on terrorists without hesitation comes against the backdrop of China blocking efforts at the U.N. Security Council in recent years to list several Pakistan-based terrorists.
The Prime Minister also asserted that the victims and supporters of terrorism cannot be "weighed on the same scale'.
"For personal or political gain, giving silent consent to terrorism, supporting terror or terrorists, should not be acceptable under any circumstances," he said.
"There should be no difference between words and actions regarding terrorism. If we cannot do this, then the question naturally arises whether we are serious about the fight against terrorism or not," he asked.
The Prime Minister expressed his "heartfelt gratitude" to the friendly countries who stood with India and supported it following the April 22 Pahalgam terror attack that killed 26 civilians.
Chinese President Xi Jinping and his Russian counterpart Vladimir Putin skipped the summit, hosted by Brazil in its capacity as the current chair of the grouping.
The BRICS has emerged as an influential grouping as it brings together 11 major emerging economies of the world, representing around 49.5% of the global population, around 40% of the global GDP and around 26% of the global trade.
Mr. Modi said global peace and security is not just an ideal, but it is the "foundation of our common interests and future".
"Development of humanity is possible only in a peaceful and secure environment. BRICS has a very important role in fulfilling this objective," he said.
"To face our common challenges, we have to unite and make collective efforts. We have to move forward together," he added.
In his remarks, Mr. Modi also expressed serious concerns over the situation in Gaza.
PM Modi's comment on Gaza
"From West Asia to Europe, today the world is surrounded by disputes and tensions. The humanitarian situation in Gaza is a cause of great concern," he said.
The Prime Minister added that "India firmly believes that no matter how difficult the circumstances are, the path of peace is the only option for the welfare of humanity." "India is the land of Lord Buddha and Mahatma Gandhi. There is no place for war and violence for us," he added.
The Prime Minister said "India supports every effort that takes the world away from division and conflict and leads it towards dialogue, cooperation and coordination and increases solidarity and trust".
"In this direction, we are committed to cooperation and partnership with all friendly countries," he said.

China's Retaliation to EU Curbs Clouds Ties Before Summit

China hit back at the European Union's restrictions on its medical device makers while maintaining key exceptions, adding uncertainty to ties ahead of a high-stakes summit later this month. Beijing will exclude EU-based companies from Chinese government procurement for certain medical devices, but it will still allow products that are made in China, according to separate statements on Sunday. The move offers a relief for major European companies such as Siemens Healthineers AG and Royal Philips NV, which have increasingly localized their production. 'This looks more like a tit-for-tat move,' said Henry Gao, a professor at Singapore Management University's Yong Pung How School of Law. He characterized the Chinese measure as a narrow response to the EU's earlier curbs on Chinese medical devices in public procurement. Shares in Siemens Healthineers fell as much as 2.4% and Philips declined as much as 1.5% early Monday, with analysts at Jefferies including Julien Dormois saying the firms are 'minimally affected' due to their 'strong local presence.' The trade moves come days ahead of a meeting between EU and Chinese leaders in Beijing that may touch on thorny issues, including the bloc's tariffs on a surge in Chinese electric vehicles and Beijing's support for Moscow since it invaded Ukraine. In response to the EU levies, China began an anti-dumping investigation into some European liquors. On Friday, China imposed duties on European brandy for five years, although it exempted major cognac makers that committed to keeping their prices above minimum levels. The carve-outs muddy whether the curbs are a symbolic warning shot or a meaningful escalation. Zhou Mi, a senior researcher at the Chinese Academy for International Trade, was quoted in a Sunday article by the state-run Global Times calling the medical-device restriction a 'reciprocal response' that would 'encourage the EU to foster a fair and reasonable environment' for Chinese companies. China's leader, Xi Jinping, has sought to repair ties with the EU as US President Donald Trump alienates the bloc over issues from tariffs to defense. But tensions have grown in recent months including over China's tightening grip on rare earths that has caught European businesses in the crossfire. In a sign of strain in relations, the Chinese government intended to shorten the two-day summit with EU leaders to just a day, Bloomberg News reported last week. Brussels is also holding back on signing a joint declaration on climate action with China at the meeting, the Financial Times reported Monday, citing EU climate commissioner Wopke Hoekstra. Cui Hongjian, a former Chinese diplomat who teaches at Beijing Foreign Studies University, said China is adopting a defensive posture and aims to convey that it will cooperate if Europe de-escalates but is prepared to respond if tensions rise. 'China is ready for any kind of summit,' he said. 'It's different from past, when China always tried to pursue a fruitful summit.' The EU has long complained that its companies don't enjoy a level playing field in China and were regularly denied fair market access. It imposed steep tariffs on Chinese EV imports last year, alleging state subsidies gave the country's vehicles an unfair advantage. China's Commerce Ministry said in early June that talks with the EU on setting minimum prices for Chinese-made electric vehicles have 'entered final stages.' The technical part of the electric vehicle negotiations has been basically completed, Yuyuantantian, a social media account affiliated with state broadcaster China Central Television, said in a Friday post, without saying where it got the information. 1:22 The Brics summit in Rio de Janeiro, Brazil, attended by Prime Minister Modi, has become a focal point of international trade tensions. Brics leaders criticised Donald Trump's tariff policies, warning they could destabilise the global economy and distort trade. They argued that Trump's bill is inconsistent with international laws. In response, Trump reiterated his warning of a potential 10% tariff hike on countries pursuing 'anti-American policies'. This follows Trump's February statement threatening increased tariffs if Brics nations attempted to undermine the US dollar. Trump claimed his previous threats led to the BRICS states 'breaking up', stating, 'We haven't heard from the BRIC states lately.'

Highlighting the significance of the summit, Ravi added that Brazilian President Luiz Inacio Lula da Silva placed immense value on Prime Minister Modi's presence at the event. "The Prime Minister's visit elevated the entire summit. It reflects the value President Lula placed on India's role and the fact that India will take over the chair next year. PM Modi's participation assumes greater significance and importance, given that background," he said. India is a founding member of BRICS, and Prime Minister Modi's presence was seen as particularly impactful as the country is set to assume the chairmanship of the bloc in 2026. Held under the theme 'Strengthening Global South Cooperation for Inclusive and Sustainable Governance', the summit took place amid a time of major global transformations. Ravi noted, "This two-day summit assumes significant importance in the context of fast-changing global developments." This year's BRICS Summit saw an expanded format, reflecting the grouping's growing relevance in international affairs. Ravi pointed out that the scale of participation was notable, with 11 permanent members, nine partner countries, eight invitee nations and seven heads of international organisations attending.
