In Dewan Rakyat today: Cybersecurity, changes to TNB electricity bill structure, and high living costs
According to the Order of Business on the Parliament portal, Chong Zhemin (PH-Kampar) will ask the Home Minister about the number of cybercrime cases reported throughout 2024 as well as the ministry's steps to improve the level of digital security of the people, during the question-and-answer session.
Datuk Seri Hamzah Zainudin (PN-Larut) will ask the Finance Minister about the government's strategy to reduce the burden of the people's cost of living following the country's total debt now reaching RM1.5 trillion, in addition to the World Bank's announcement that Malaysia's gross domestic product (GDP) growth for 2025 will fall to 3.9 per cent and the country's situation facing reciprocal tariffs from the United States.
Also expected to attract attention will be the question from Datuk Seri Takiyuddin Hassan (PN-Kota Bharu) who will seek an explanation from the Minister of Energy Transition and Water Transformation on the changes to the TNB electricity bill structure which no longer uses tiered rates for domestic consumers.
He also will want to know whether the new mechanism would ensure cost fairness, energy efficiency, and maintain concentrated subsidies for the B40 and M40 groups.
In addition, Chong Chieng Jen (PH-Stampin) will also pose a question to the Minister of Communications on whether social media such as Facebook, Instagram, TikTok, and Xiaohongshu which publish advertisements about various scams and fraudulent investment schemes are held accountable to the victims of scams and fraudulent schemes through the said platforms.
After the question-and-answer session, the session will continue with the tabling of the Offenders Compulsory Attendance (Amendment) Bill 2025 and Fisheries (Amendment) Bill 2025, respectively for first reading.
The Second Meeting of the Fourth Session of the 15th Parliament is scheduled to last 24 days, and among the focus is the tabling of the 13th Malaysia Plan on July 31. — Bernama

KAMPAR, July 26 — Bursa Malaysia has maintained its lead position in initial public offering (IPO) activities in South-east Asia, recording a market value exceeding RM1.9 trillion in the first half of 2025. Bursa Malaysia chief executive officer Datuk Fad'l Mohamed said this achievement reflects the strength of the country's capital market and also the business community's confidence in Bursa Malaysia as a partner for long-term growth. 'Retail investors' participation remains strong and continues to be a major contributor to the country's equity market. The average daily trading value (ADV) of retail investors remains stable at about RM450 million, in line with pre-Covid-19 levels, as of the middle of this year,' he said in his speech at the 2025 Perak Stock Carnival at Tunku Abdul Rahman University (UTAR) here today. Fad'l added that there are more than 113,000, or eight per cent of active retail investors in Perak, out of a total of 1.4 million in Malaysia, with nearly 6,000 new Central Depository System (CDS) accounts opened as of the middle of this year. He said Perak's potential for further growth in the capital market is very high with its 2.5 million population. 'However, despite these impressive figures, our priority is to build retail investors who are knowledgeable, responsible and confident about their investments,' he said. Bursa Malaysia also emphasised the need to raise awareness about the growing issue of investment fraud, with the police reporting more than 2,000 cases in the first quarter of this year, he said. The exchange is intensifying financial literacy programmes such as Sens-Ability, and providing various educational materials for new and experienced investors as a preventive measure, he said. 'Bursa Malaysia also introduced investment products like BR Capital, Bursa Gold Dinar, and MyBursa to cater to various investor segments. 'We encourage everyone present to leverage the knowledge-sharing sessions and opportunities provided throughout this carnival to make informed and wise investment decisions,' he added. The carnival, held for the first time in Perak, is part of a series of programmes that started in 2022, after previous events in Pahang, Terengganu and Perlis to strengthen investment literacy among the public. Anwar: Malaysia to keep engaging Cambodia, Thailand for border peace
PUTRAJAYA, July 26 — Malaysia will continue engaging with the leaders of Cambodia and Thailand to propose a peace process in response to the border conflict between the two countries, said Prime Minister Datuk Seri Anwar Ibrahim. He said Cambodian Prime Minister Hun Manet and Thailand's acting Prime Minister Phumtham Wechayachai had expressed appreciation for his initiative to propose a peace process and a ceasefire. 'There is still some exchange of fire (along the Thailand-Cambodia border). So I have asked Foreign Minister Datuk Seri Mohamad Hasan to liaise with the respective foreign ministries and, if possible, I will continue engaging with them myself – at least to halt the fighting,' he said. Anwar spoke to reporters after attending the 50th Prime Minister's Cup Debate Finals here today. Police expect 5,000 to march from Masjid Negara to Dataran Merdeka for ‘Turun Anwar' rally
KUALA LUMPUR, July 26 — About 5,000 protesters are expected to march to Dataran Merdeka from Masjid Negara for the Turun Anwar protest. According to police, an estimated 5,000 will gather at Masjid Negara following prayers at the mosque. Another 3,000 to 4,000 are expected to march from the Sogo shopping mall, and around 500 more from Masjid Jamek. Several PAS and Bersatu leaders are scheduled to deliver speeches at Dataran Merdeka, including Tun Dr Mahathir Mohamad. Over 2,000 police officers have been deployed across the city, with acting KL police chief Datuk Mohamed Usuf Jan Mohamad warning that any provocation or unlawful behaviour will be met with firm action. Prime Minister Datuk Seri Anwar Ibrahim has said the government welcomes criticism and peaceful assembly, but urged protesters to act responsibly. Meanwhile, Chief Secretary to the Government Shamsul Azri Abu Bakar has reminded civil servants that taking part in the rally could lead to disciplinary action.
