Message of the President of the Symposium of Episcopal Conferences of Africa and Madagascar (SECAM) on the occasion of the celebration of Africa Day, 25 May 2025
It is with pride, but also with a great concern that I address you on this African day of 25 May, while we are celebrating the 62nd anniversary of the establishment of the Organization of African Unity (OAU) now the African Union (AU).
As the African Union's theme for the Year 2025 is calling to 'Justice for Africans and People of African Descent Through Reparations', I would like to salute the AU Commission for this choice to call on attention to the urgency of the need of Justice for the entire African Peoples on the Continent, its Islands and the Diaspora.
We will never cease to reiterate our concern for the urgent challenges facing our continent and its lovely people, including injustice, terrorism, conflict, poverty, issues of education, healthcare, dialogue, inter-religious dialogue, ecology, refugees and displaced people, Human trafficking, etc.
According to the African Commission on Human and Peoples' Rights (ACHPR), 'contemporary conflict and crisis situations (in Africa) have forced millions of people – men, women and children – to flee in order to escape suffering, human rights violations and starvation' (Addressing Human Rights Issues in Conflict Situations, 2019). And, unfortunately, vulnerable groups, especially women and children, 'suffer the most egregious human rights abuses in conflict'.
As Catholic Church, Family of God in Africa, we trust that African Leaders will very care of the appeals and pastoral exhortations of Pope Leo XIV, following in the footsteps of his predecessor Pope Francis, is reinforcing the Church's commitment to justice, peace, and the dignity of all the peoples, particularly the poor, the marginalized, and those suffering the consequences of conflict, inequality, and neglect.
We echo the prophetic message delivered by Pope Francis during his apostolic journey to the Democratic Republic of Congo and South Sudan from January 31st to February 5th, 2023, while in his impassioned plea, the Holy Father implored, 'Hands off Africa! Stop choking Africa: it is not a mine to be stripped or a terrain to be plundered. May Africa be the protagonist of its own destiny! May Africa, the smile and hope of the world, count for more. May it be spoken of more frequently, and have greater weight and prestige among the nations!'
The Justice, Peace and Development Commission (JPDC) of the Symposium of Episcopal Conferences in Africa and Madagascar (SECAM) continue carrying his mission and we invite you all to be the architects of 'the Africa we want', a better Africa, made up with joy and hope. This is part of our mission that we carry out through SECAM-JPDC and our Liaison Office in Addis Ababa.
Participating as partner in the Conference held in Addis Ababa, Ethiopia, from 27 to 28 February 2025, under the theme 'The Role of Faith Communities and Ethical Organizations in Advancing Justice for Africans and People of African Descent through Reparations', the AU SECAM Liaison Office along with representatives from religious organizations, scientific and ethical institutions, and cultural associations of African and international civil society, launched an important appeal to the world for the reparation of the damage caused to the Africans and People of African Descent.
On this Africa Day, we urge African and world leaders, but also all individuals, to mobilize and work for justice and human rights, while combating all forms of discrimination, economic exploitation, illegal exploitation of natural and mineral resources, inhuman and degrading treatment, emotional trauma and all kinds of suffering endured by Africans.
Let us all, as 'Pilgrims of Hope', promote and protect every single life, reduce poverty, take care of 'Our Common Home' – the Earth – building Bridges for Peace and Hope everywhere on the African continent and beyond.

South Africa: Cooperative Governance and Traditional Affairs (COGTA) Chairperson Concerned by Closure of Emfuleni Local Municipality Client Service Centre
The Chairperson of the Select Committee on Cooperative Governance and Public Administration (Traditional Affairs, Human Settlements and Water&Sanitation), Mr Mxolisi Kaunda, is concerned by reports of the closure of the Emfuleni Local Municipality client service centre due to unpaid rent. 'The closure of the client service centre negatively impacts the ability of the municipality to collect rates and taxes, a key driver of municipal revenue. The inability to collect revenue will have an unintended negative impact on the ability to deliver quality services to the people,' Mr Kaunda said. The 6th Parliament select committee visited the municipality and criticised the lack of progress in resolving material risks of governance and financial control within the municipality, which exacerbate the already dire state of poor service delivery. Furthermore, the continued attachment of the municipality's bank accounts by service providers, such as Eskom and Rand Water, due to non-payment for services requires a focused and deadline-driven approach. 'While it is not sustainable that the accounts of the municipality are attached, it is also unsustainable that the municipality does not pay for services. The residents of the municipality deserve better basic services in line with the objects of municipalities as envisioned in Section 152 of the Constitution,' Mr Kaunda suggested. The Chairperson also highlighted the importance of government departments paying the municipality for services to improve cash flow management and enable the municipality to provide services. The Chairperson called on the municipality and the provincial executive to find a workable solution to ensure that the client service centre is reopened and that service providers are paid on time. Joint Statement on the Inaugural Joint Oversight Committee Meeting for the Peace Agreement between the Democratic Republic of the Congo and the Republic of Rwanda
On July 31, 2025, representatives from the Democratic Republic of the Congo (DRC) and the Republic of Rwanda (Rwanda), along with observers from the United States, the State of Qatar, the Republic of Togo (as the African Union facilitator), and the African Union Commission held the first meeting of the Joint Oversight Committee for the Peace Agreement Between the Democratic Republic of the Congo and Republic of Rwanda that was signed in Washington, D.C. on June 27, 2025. The Joint Oversight Committee is charged with serving as a forum for implementation and dispute resolution of the peace agreement. The Committee is responsible for receiving complaints about violations of the agreement, taking appropriate measures to address violations, and amicably settling disputes. During the first meeting, the parties selected their Chairpersons for the Committee, adopted terms of reference to govern future meetings of the Committee, discussed progress on implementing the Agreement, and prepared for the first meeting of the Joint Security Coordination Mechanism. The African Union, State of Qatar, and the United States participated in these discussions to ensure complementarity and alignment between implementation efforts and on-going initiatives aimed at dialogue and durable peace in the region. Both the DRC and Rwanda expressed their appreciation for the invaluable contributions and joint efforts of the African Union, United States, and Qatar as partners in advancing a peaceful resolution. Seychelles: President Ramkalawan Attends Foundation Stone laying Ceremony for Orchid Village Affordable Housing Development Phases II & III
President Wavel Ramkalawan, accompanied by First Lady Mrs. Linda Ramkalawan and Vice President Ahmed Afif, attended the foundation stone laying ceremony for the second and third phases of the Orchid Village affordable housing development at Grand Anse Mahé on Friday morning. The comprehensive housing initiative encompasses 80 affordable residential units, comprising 32 two-bedroom and 48 three-bedroom accommodations. Ascent Project Limited will execute the construction over a 24-month timeline,with the project generously funded by the United Arab Emirates government at an investment of approximately USD 7.3 million. President Ramkalawan, alongside His Excellency Mr. Ahmed Saeed Alneyadi, Chargé d'Affaires of the UAE Embassy, and Minister for Land and Housing Billy Rangasamy, unveiled the commemorative plaque and laid the foundation stone, marking the project's commencement. The delegation also participated in a symbolic tree-planting ceremony. In his address, Minister Rangasamy expressed profound gratitude to the UAE government for their substantial investment in Seychelles' housing sector. The Minister announced the concurrent development of regional sewage treatment plants to service multiple housing estates, including this project, aligning with the nation's comprehensive infrastructure agenda for sustainable development. His Excellency Mr. Ahmed Saeed Alneyadi emphasized that the project "represents a significant milestone in the United Arab Emirates' commitment to providing quality housing for Seychellois citizens and fostering community growth. This grant transcends mere financial investment, it exemplifies the enduring friendship and solidarity between Seychelles and the UAE." President Ramkalawan conveyed his appreciation and satisfaction with the project's progress, noting it as one of three generous initiatives from the UAE government, alongside the English River rehabilitation project and the Anse Royale Sports Complex. "Let this village become a source of pride and cultivate a sense of community that enables our people to flourish," the President declared. National Assembly Member for Grand Anse Mahé District, Mr. Waven William, urged prospective beneficiaries to maintain consistent payment schedules to secure housing allocation. He encouraged current residents to preserve their properties through proper maintenance and foster harmonious neighborhood relations. William advocated for revised housing agreements reflecting contemporary realities, permitting homeowners to undertake repairs while preserving structural integrity, and called for proactive enforcement measures to maintain community standards.
