Gurugram: The Haryana Excise and Taxation department has amended key provisions of the Excise Policy 2025–27. The changes, which came into effect this week, aim to reduce the financial burden on bidders and make the policy more business-friendly, particularly for Gurugram East and West, where the bidding process had to be rescheduled due to the amendments made, officials said.
Under the revised policy, the department has lowered the total security requirement from 15% to 11% of the licence fee. Additionally, the initial security deposit at the time of bidding has been reduced from 3% to 2%, and the percentage of the licence fee required to start lifting the allotted liquor quota has also been cut from 7% to 5%. These measures are expected to ease entry barriers for potential bidders and encourage wider competition across retail zones.
Deputy excise and taxation commissioner (DETC), Gurugram West, Jitender Dudi said, 'The amendments have been introduced to create a more investor-friendly environment and enhance participation, especially from small and medium bidders who were previously constrained by high upfront deposits. We believe the new terms will strike a balance between transparency and ease of doing business.'
According to the revised schedule, the e-tendering for Gurugram West will now be held on May 26 and 27, while the Gurugram East bidding will take place on May 30 and 31. The bidding window for both zones will remain open from 9:00am to 4:00pm on the respective days, with evaluations to be carried out at 5:00pm.
Another crucial amendment allows 91% of the licence fee to be paid in monthly instalments, with the remaining 9% will be adjusted from the security amount in the last two months of the policy year. Excise department officials said this will significantly ease liquidity pressure on licence holders, who earlier faced stiff upfront payment requirements.
The Excise department has also set up help desks in both East and West Gurugram offices to assist bidders with registration and e-tendering procedures. Updated policy details are available on the official website www.haryanatax.gov.in.
The policy changes have drawn positive feedback from industry stakeholders who view them as a long-needed reform in Haryana's excise system. The department reiterated that the amendments were made in public interest and to ensure efficient implementation of the new excise policy.
Supreme Court advocate Rajeev Yadav, who has played an important role in the new policy, said that the excise department's connivance with tainted tax evasion bidders is evident. 'They have made ₹60 lakhs as the financial capability of a bidder whereas the average reserve price per zone in the east district of Gurugram is ₹40-45 crores. Black money has always been routed via liquor sales without bills and taxes and this will increase further. They indulge in black marketing and when caught then a small financial bidder (servant or peon) is blacklisted to be followed by a new fake bidder,' he said.

Chandigarh, July 4 (UNI) The Haryana Excise and Taxation Department has achieved revenue of Rs 12,615 crore through the ongoing excise auctions, Excise and Taxation Commissioner Vinay Pratap Singh announced today. The department has successfully auctioned 1,081 out of 1,194 excise zones across the state. Retail liquor vend licensees are allowed to operate two vends in each zone, leading to the opening of over 2,150 retail liquor vends within the first three weeks under the new Excise Policy. The auction process is conducted through a fully transparent e-auction portal. Only 113 zones remain to be auctioned, which are expected to be completed within a few days. The Commissioner emphasized that the process is fair and competitive, with liquor licenses participating freely and bidding at market-driven prices. Singh further informed that, with the Cabinet approving the Excise Policy for an extended period until March 31, 2027, the department has already earned significantly higher revenue than last year. In the most recent auction round held on July 3, 2025, 21 more zones were auctioned, generating an additional Rs 215 crore. He added that although a similar number of zones have been auctioned this year compared to the previous year, the revenue has more than doubled. In comparison, the total license fee collected from auctions during the previous year, which continued till August 2024, stood at Rs 7,025 crore. The department is confident of surpassing the revenue targets set by the State Government. The Commissioner stated that strict action has been taken against individuals involved in threatening or extorting liquor licensees. With active intervention from the State Government, the Haryana Police has acted promptly against such criminal elements. Under the directions of the Chief Minister, the Home Department is closely monitoring any attempts to disrupt the auction process. As a result of recent crackdowns, bidder participation has increased significantly, leading to the successful auction of more than 125 zones, generating revenue of ₹1,370 crore in the last two weeks alone. 'It has been decided that the next World Radiocommunication Conference will be held in China's Shanghai in October 2027, as per the majority of countries who voted in favour of the proposal,' an industry source told ETTelecom. The conference is crucial for the future radio frequency regulations for next-generation 6G technology and satellite-based connectivity worldwide. On June 13, the Secretary, Department of Commerce of the United States, Howard W Lutnick, in a letter to ITU General Secretary Doreen Bogdan-Martin challenged China's bid and proposed to host the top multinational regulatory event in Washington DC. 'From a historical perspective, there is no better place to host the WRC – 27; 2027 marks the centennial of the 1927 International Radiotelegraphy Conference hosted by the United States, Washington DC, where the first table of frequency allocations was approved. The table unlocked multitudes of new radio spectrum-based services, which have greatly contributed to economic prosperity and innovation around the world. We look to build on this for the next century,' Lutnick said in a letter. ETTelecom has seen a copy of the letter. The development comes following the withdrawal of the Republic of Rwanda from hosting the prestigious conference. The top US official further said that the United States stands 'ready and willing to step up to provide a free and open environment' to host the critical conference. India too did not want China to host world's top spectrum management symposium. The WRC-27 is expected to identify frequency bands such as 4400-4800 MHz, 7125-8400 MHz, and 14.8-15.35 GHz for the International Mobile Telecommunications (IMT), particularly for sixth generation (6G) technology, shaping the roadmap of 2030 and beyond. The countries that exercised secret voting include Algeria, Australia, Brazil, Canada, Egypt, France, Indonesia, Japan, Malaysia, Mexico, Saudi Arabia, Spain, the United Arab Emirates, and the United Kingdom. Following the latest development, China, as a host country, will preside over the world's top forum and may employ 'soft influence' over the telecom and satellite communication (satcom) decisions globally. China's homegrown Huawei Technologies and ZTE —the two dominant telecom gear makers—may also have their say in shaping global spectrum policy matters. The conference is scheduled between October 18 and November 12, 2027.
