Emerging technology is a key priority for public and private sectors in the UAE

Dubai: As the World Government Summit gets underway in Dubai, underscoring technology trends impacting society, governance, and the global economy, KPMG's Unlocking Government's Technology Future – based on findings from the KPMG Global Tech Report 2024, reveals that public sector executives, including those in the Middle East, are positive about the value of their investments in digital transformation, despite challenges with talent, regulation, and trust.
A vast majority (85 percent) are prioritizing emerging technologies over maintaining legacy ones, and there is increasing sophistication within public sector technology programs. In fact, the public sector is benchmarked marginally higher than the private sector in terms of progress on XaaS, cyber security, Web3, and data and analytics strategies.
In the UAE, strategic public sector investments in technology are setting new standards in innovation, especially in the integration of AI with cloud computing. Recently, the Abu Dhabi Government announced plans to allocate AED 13 billion to foster innovation and technology adoption under the Abu Dhabi Government Digital Strategy 2025-2027. Meanwhile, the Dubai Universal Blueprint for Artificial Intelligence aims to accelerate the adoption of AI applications and contribute AED 100 billion annually to Dubai's economy, boosting productivity by 50 percent.
Mohamad Majid, Partner, Digital and Innovation at KPMG Lower Gulf, said: 'The UAE is at the forefront of digital transformation in the region, integrating cutting-edge solutions to maintain global competitiveness and foster economic growth. Our research observes that UAE tech leaders place a higher emphasis on fostering communication between business functions and improving employees' tech literacy, ensuring that their organizations are well positioned to influence internal strengths and utilize human capital as foundational pillars for their digital initiatives.'
According to KPMG's research, leaders are focusing on understanding how generative AI will impact productivity, where it will enable human capacity to be refocused onto more value-added tasks, and where it might influence service delivery.
However, the urgency to adopt AI has also exposed various challenges, including trust, transparency, regulation of these new technologies, and the lack of skilled professionals to develop, deploy, and manage AI solutions. For AI to be successfully adopted building public trust in AI is essential for its successful adoption, and governments should be transparent about how it is used.
KPMG's research highlights how governments can become active enablers and adopters of AI solutions. By providing the necessary tools and frameworks to guide the responsible development and application of AI solutions, competing for new skills and capabilities, and tapping into strategic partnerships, they will be able to adapt and thrive in the face of continuous technological advancements and disruptions.

The study is based on a survey of 2450 executives from 26 countries and territories across Europe, Middle East and Africa, the Americas and Asia Pacific.
The government and public sector cut includes 120 respondents (60 percent from Europe, Middle East and Africa, 21 percent from Asia Pacific and 19 percent from the Americas). Three quarters of respondents represent organisations with more than 1,000 employees and 50 percent hold C-Suite roles (CIOs, CTOs, CISOs, Chief Digital Officers, Chief Data Officers, and Chief AI Officers). Delivery is standard across Amazon Bazaar accounts: orders above AED 90 qualify for free shipping and typically arrive within 6–12 days. Returns are free within 15 days for most products. Beyond initial price advantage, Bazaar encourages bulk purchases with automatic discounts: 5 per cent off orders over AED 150, and 10 per cent off for orders over AED 300. Combined with the launch‑month 25 per cent promotion, savings can accumulate significantly. In the UAE's booming e‑commerce environment—forecast to exceed US$ 13.8 billion by 2029—Bazaar positions Amazon to capture more bargain‑seeking consumers, complementing existing daily‑need offerings. Microsoft has officially shut down its office in Pakistan and laid off five employees, marking a significant development in the country's tech sector, as reported by Dawn. The move, which sparked speculation on social media, was first brought to public attention by a LinkedIn post from Jawad Rehman, the former head of Microsoft Pakistan. Citing insider information, he claimed the tech giant had "officially closed its operations" in the country. While Microsoft maintained a small on-ground presence in Pakistan until recently, most of its operations were already being managed by foreign offices and local partners, according to Dawn. . Responding to Dawn 's queries, a Microsoft spokesperson confirmed the closure, stating, "We will serve our customers through both our strong and extensive partner organisation, and other closely located Microsoft offices. We follow this model successfully in several other countries around the world." According to Dawn, the decision is part of Microsoft's global restructuring efforts and broader transition towards artificial intelligence (AI) and Software-as-a-Service (SaaS) business models. Just this week, Microsoft announced a four per cent reduction in its global workforce, amounting to nearly 9,000 job cuts out of 2,28,000 total employees, following earlier layoffs in May. The Ministry of IT and Telecommunications, in a statement cited by Dawn, clarified that this should not be seen as Microsoft "exiting" Pakistan, but rather a shift to a cloud-based, partner-led model consistent with evolving industry standards. Technology expert Habibullah Khan explained to Dawn that as companies move from on-premise to SaaS models, physical presence in local markets becomes less necessary. He added that Microsoft's closure in Pakistan is aligned with this shift and is part of a global trend, not a commentary on Pakistan's tech landscape. Dawn also noted that other multinationals, such as Careem, have recently announced scaling back or ceasing operations in Pakistan, though Khan emphasised Microsoft's move is more about cost-efficiency and strategy, not instability.

According to CONTEXT's SalesWatch Distribution report, AI-capable servers are now the main driver of tech-related revenue across the region. This expansion highlights a growing focus on AI data center investments, though progress remains uneven across different countries and infrastructure categories. The Ascendancy of AI-Capable Servers AI servers accounted for 42% of total server revenues in Q2 2025. This is a dramatic jump from 21% in Q4 2024 and 18% in Q1 2025. The upward trend reflects rising demand for AI-optimized server platforms, with April and May 2025 investments surpassing $50 million. Combined server revenues in those two months edged past those of Q2 2024. From January to May 2025, overall server revenues in META jumped 66%, with May showing a 106% year-on-year increase. The rise is largely fueled by AI infrastructure projects, especially in the Middle East. Divergent Trends in Enterprise Networking and Storage However, this momentum does not extend equally to all tech infrastructure areas. Enterprise networking and storage showed weaker performance. The enterprise networking category, which includes business switches, routers, wireless devices, and software, saw a 21% revenue drop from January to May 2025 versus the same period last year. Network switching took the hardest hit, with a 25% decline in switch sales and expansion modules. Wireless access points performed slightly better but still ended May with a 25% drop compared to May 2024. This decline aligns with past volatility in networking equipment sales, affected by supply chain issues, price hikes, and changes in office space needs due to hybrid work. However, future gains are expected with Wi-Fi 7 upgrades and AI-led data center growth. The enterprise storage segment, which covers storage area networks, HCI systems, and related software, had a flat start to 2025. There was zero growth compared to 2024 in the first five months. In May alone, revenues dipped 28% year-on-year. The hyper-converged infrastructure (HCI) sub-category was the main drag, falling 22%, while traditional arrays held steady due to a strong flash storage segment. Still, demand is likely to rise, as AI workloads require higher-capacity storage and faster bandwidth solutions. Geographic Variations in AI Investment The United Arab Emirates (UAE) leads AI investment in the META region. The country hosts major projects like Stargate UAE, a 1-gigawatt AI cluster in Abu Dhabi. It targets AI applications across government, energy, healthcare, education, and transport. The UAE was also the first to give its entire population access to ChatGPT, showcasing its national commitment to AI. Meanwhile, Saudi Arabia is seeing gains too. Its AI server investments drove a 28% rise in server revenue in 2025 over 2024. Turkey is also ramping up, with growing UAE-Turkey collaborations, such as the upcoming 100-megawatt AI-capable data center in Ankara by UAE-based Khazna. Uneven Growth Across Countries and Segments In enterprise networking, South Africa and the UAE saw smaller revenue drops of just 5% compared to 2024. But Turkey and Saudi Arabia faced sharper declines of about 30% year-on-year. This shows a divided growth pattern across the region's infrastructure sectors. AI Servers Are Reshaping META's Tech Future So far, 2025 has marked a strong start for infrastructure spending in the META region, especially compared to the past two years. AI-driven server sales are the biggest success story, indicating a major tech shift. However, the benefits are not evenly spread. As AI servers gain ground, future growth will depend on how well countries and companies adapt their investments across storage, networking, and data center infrastructure.
