Sebi confirms Gensol fraud, finds promoters diverted funds, falsified records

Securities and Exchange Board of India (Sebi) on Monday passed a confirmatory order against
Gensol Engineering
and its promoter-directors Anmol Singh Jaggi and Puneet Singh Jaggi upholding the April order that had prima facie found them indulging in
fund diversion
and falsifications of documents.
In a 33-page order, the regulator noted that the company and Jaggi brothers failed to effectively rebut the findings of the April 15 interim order regarding falsification of Conduct Letters and diversion/ mis-utilisation of funds by the listed solar EPC and EV leasing firm.

"I find that the chaprima facie findings regarding diversion / mis-utilization of funds of Gensol have not been successfully rebutted by Noticees. I also note that a detailed investigation in this matter is being carried out. Further, a forensic auditor has already been appointed to examine the books of accounts of Gensol and its related parties. The concrete findings of the investigation and the forensic auditor are yet to emerge. As has been submitted by Noticees themselves, the findings of the forensic audit will serve to corroborate the factual position and provide greater clarity on the matters under scrutiny," the order said.
Sebi rejected the arguments put forward by the brothers who challenged the order saying that it was not warranted.
The investigation began in June 2024 following a complaint alleging price manipulation and fund misuse. Sebi's probe revealed that Gensol submitted fake Conduct Letters to
credit rating
agencies
ICRA
and
CARE Ratings
, purportedly issued by lenders IREDA and PFC, to conceal debt servicing defaults. These letters were later disowned by the lenders.

A major concern highlighted by Sebi was the diversion of funds from term loans amounting to Rs 977.75 crore, mostly meant for the purchase of 6,400 electric vehicles (EVs). Gensol claimed it procured 4,704 EVs, costing Rs 567.73 crore, yet transferred Rs 775 crore to Go-Auto—the alleged supplier—leaving over Rs 207 crore unaccounted.
The trail of funds, according to Sebi, showed that money sent to Go-Auto was routed back to Gensol and then allegedly diverted to entities controlled by the Jaggi family. Notably, part of the funds was used to purchase luxury real estate, including an apartment in DLF's premium Camellias project, and for personal expenses such as foreign currency purchases and luxury goods.
Additionally, Sebi noted that Gensol misled the public by announcing pre-orders for 30,000 EVs that were in fact non-binding MoUs, and its Pune-based EV manufacturing facility showed no active production during inspections.
The regulator has confirmed restrictions placed on the company and its promoters from accessing the securities market. It has also directed a forensic audit of Gensol and related entities.
Sebi's findings suggest serious breaches of the SEBI Act, 1992, PFUTP Regulations, and LODR norms, including misuse of shareholder funds and inadequate disclosures on related party transactions. The matter remains under further investigation.

The Delhi Police Anti-Narcotics Squad has arrested two foreign nationals for allegedly peddling drugs in the national capital. The accused, identified as Bernadin (39) and Ezekile (33), were apprehended during a raid in Gali No. 13, Govindpuri, on July 31, said the police. A significant quantity of narcotics was recovered from their possession, including 36.64 grams of cocaine, 61.16 grams of MD (Mephedrone), eight mobile phones, a weighing machine, drug-packing pouches, and Rs 10,600 in cash. Police have registered a case under Section 21 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act and Section 14 of the Foreigners Act at Govindpuri Police Station. During interrogation, the accused confessed to overstaying in India and being unemployed. To sustain themselves, they allegedly turned to drug peddling, said the police. Further investigations are underway. Meanwhile, Delhi Police (West District) initiated a campaign across all fronts to check crime and nuisance in the area. A multifaceted approach was adopted to tackle street crime, organised crime, and rein in mischief mongers, according to an official statement by Delhi Police. The release said that more than 650 persons involved in street crime were arrested in the month of July 2025, which includes 24 robbers, 28 snatchers, 21 burglars and 75 thieves. More than 55 cases of the Arms Act, the Excise Act, the Gambling Act and the NDPS (Narcotic Drugs and Psychotropic Substances) Act were registered in the month of July alone. Delhi police said, "Action against street criminals: With the arrest of 24 robbers, a total of 14 cases were worked out, along with the recovery of Rs. 46440/- cash and one mobile phone. Out of the 24 arrested robbers, nine are repeat offenders. With the arrest of 28 snatchers, a total of 20 cases were resolved. Out of the 28 arrested snatchers, 16 are repeat offenders."

The Himachal Pradesh State Electricity Board Limited (HPSEBL) turned profitable in financial year 2024-25, earning a profit of Rs 315 crore, an official statement said. Until March 31, 2024, HPSEBL had accumulated losses amounting to Rs 3,742 crore. "After facing losses for many years, this is the highest profit ever recorded by the board. This milestone is not just a number, but a reflection of the commitment of the present state government to its vision of a 'Nai Soch, Naya Himachal'," a government spokesperson said in the statement. The present Himachal government, through its reforms, transparent administrative policies and financial discipline helped the board recover from losses and turn profitable, he said. While most acknowledge the move as a step toward market transparency and alignment with real valuations, some caution that the timing could temporarily impact buyer sentiment. Pradeep Aggarwal, Founder & Chairman of Signature Global (India) Ltd., welcomed the proposed hike, stating that Gurugram's real estate market is fundamentally strong and driven by end-users. 'The proposed hike in circle rates, if implemented in a balanced manner, can enhance market transparency, improve buyer confidence, and align property valuations with ground realities," he said. Aggarwal added that for homebuyers, the revision could mean cleaner transactions and better financing opportunities, while the industry may benefit from more formalised growth, greater compliance, and increased investments in infrastructure. 'Maintaining a stable and growth-oriented policy framework will be key to sustaining momentum—encouraging genuine homebuyers, fostering trust, and supporting the long-term vision of Gurugram as a model urban real estate market," he added. Vineet Nanda, director (sales & marketing) of Krisumi Corporation, said the hike clearly reflects the government's intention to increase transparency and align property prices with actual market value. However, he pointed out that the steep increase comes at a delicate time when buyer sentiment is just recovering. 'The steep rise comes at a time when consumer sentiment has only just begun to improve, following the RBI's three consecutive rate cuts totalling 100 basis points. This move could temporarily slow down the growing interest among buyers," Nanda said. Nevertheless, he believes that long-term demand will remain strong, underpinned by Gurgaon's infrastructure expansion, commercial growth, and investor interest. Sumit Ranjan, chief operating officer of Roots Developers, lauded the government's decision, calling it a move that bridges the gap between outdated valuations and real-time market conditions. 'We welcome the Haryana government's proposed circle rate hike of up to 145% in Gurugram, as it bridges the gap between outdated government valuations and robust market realities. This move ensures transparency, boosts state revenue, and reinforces Gurugram's premium positioning," Ranjan said. He added that while there could be a short-term cost impact, the hike signals long-term confidence and benefits for developers and investors, especially in upscale and emerging sectors. Aman Sharma, founder and managing director of Aarize Group, acknowledged the potential of the move but flagged concerns about its timing. 'The proposed circle rate revision in Gurugram underscores the city's real estate potential, but its timing — coinciding with the upcoming festive season — may momentarily affect buyer decisions," he said. Sharma stressed the need to strike a balance between aligning rates with market value and sustaining positive sentiment during high-demand periods. He added that sustained government focus on infrastructure, connectivity, and faster approvals will be essential to maintain the city's momentum as a high-growth real estate destination.
