G20 is too elite; There's a way to fix it: Economists

LONDON: The G20 claims to be 'the premier forum for international economic cooperation'.
But is it? As scholars of global economic governance, we are skeptical of this claim. Here are our main reasons. The G20 is insufficiently representative of the 193 member states of the United Nations plus the small number of non-member states. It is a self-selected group of 19 countries and the European and African Unions. It has no mandate to act or speak on behalf of the international community.
It has no transparent or formal mechanisms through which it can communicate with actors who do not participate in the G20 but have a stake in its deliberations and their outcomes. The growing tensions in the world make it more urgent to improve the efficacy of the G20. Firstly, because there is growing evidence of the loss of interest in global cooperation. Secondly, because rich states are cutting their official development assistance and are failing to meet their commitments to help countries deal with loss and damage from climate impacts and make their economies more resilient to shocks.
And thirdly, because rich countries are also reluctant to discuss financing sustainable and inclusive development in forums like the upcoming Fourth Financing for Development Conference or the UN, where all states can participate. They prefer exclusive forums like the G20. Here, after briefly describing the structure of the G20, we argue that its lack of representation is a major problem. We offer a solution and argue that, as chair of the G20 this year, South Africa is well placed to promote this solution.
What is the G20 and how does it function? The G20 was established in the late 1990s in the wake of the East Asian financial crisis. Its members were invited by the US and Germany based on a proposal from the Canadian government. Initially only finance ministers and central bank governors of major advanced and emerging economies were involved. After the financial crisis of 2008-2009 it was upgraded to summit level with the same membership.
A summit is held annually, under the leadership of a rotating presidency.
The group accounts for 67 percent of the world's population, 85 percent of global GDP, and 75 percent of global trade. The membership comprises 19 of the 'weightiest' national economies plus the European Union and the African Union. The 19 national economies are the G7 (US, Japan, Germany, UK, France, Italy, Canada), plus Australia, China, India, Indonesia, Republic of Korea, Russia, Turkey, Saudi Arabia, South Africa, Mexico, Brazil, and Argentina. These countries are permanently 'in'. The remaining 90 percent of countries in the world are excluded unless invited as 'special guests' on an ad hoc basis. Representatives of a select group of international organizations including the International Monetary Fund, the World Bank, the Organization for Economic Cooperation and Development (OECD) and the World Trade Organization also participate, together with those from some UN entities.
A solution
We think that the governance model of the Financial Stability Board offers a solution. The Financial Stability Board was established under the umbrella of the G20 in 2009. Its job is to coordinate international financial regulatory standard-setting, monitor the global financial system for signs of stress, and to make recommendations that can help avert potential financial crises.
It is also an exclusive club. Its membership consists of the financial regulatory authorities in the G20 countries plus those in a few other countries that are considered financially systemically important.
However, unlike the G20, the Financial Stability Board has made a systematic effort to learn the views of non-members. It has established six Regional Consultative Groups, one each for the Americas, Asia, Commonwealth of Independent States, Europe, Middle East and North Africa, and sub-Saharan Africa. The objective is to expand and formalize the Financial Stability Board's outreach activities beyond its membership and to better reflect the global character of the financial system. — Reuters

RIO DE JANEIRO: BRICS leaders meeting in Rio de Janeiro from Sunday are expected to decry Donald Trump's hardline trade policies, but are struggling to bridge divides over crises roiling the Middle East. Emerging nations representing about half the world's population and 40 percent of global economic output are set to unite over what they see as unfair US import tariffs, according to sources familiar with summit negotiations. Since coming to office in January, Trump has threatened allies and rivals alike with a slew of punitive tariffs. His latest salvo comes in the form of letters due to be sent starting Friday informing trading partners of new tariff rates expected next week on July 9. Diplomats from 11 emerging nations, including Brazil, Russia, India, China and South Africa, have been busy drafting a statement condemning the economic uncertainty. Any final summit declaration is not expected to mention the United States or its president by name. But it is expected to be a clear political shot directed at Washington. 'We're anticipating a summit with a cautious tone: it will be difficult to mention the United States by name in the final declaration,' Marta Fernandez, director of the BRICS Policy Center at Rio's Pontifical Catholic University said. This is particularly the case for China, which has only recently negotiated with the US to lower steep tit-for-tat levies. 'This doesn't seem to be the right time to provoke further friction' between the world's two leading economies, Fernandez said. Conceived two decades ago as a forum for fast-growing economies, the BRICS have come to be seen as a Chinese-driven counterbalance to Western power. But the summit's political punch will be depleted by the absence of China's Xi Jinping, who is skipping the annual meeting for the first time in his 12 years as president. 'I expect there will be speculation about the reasons for Xi's absence,' said Ryan Hass, a former China director at the US National Security Council who is now with the Brookings Institution think tank. 'The simplest explanation may hold the most explanatory power. Xi recently hosted Lula in Beijing,' said Hass. The Chinese leader will not be the only notable absentee. War crime-indicted Russian President Vladimir Putin is also opting to stay away, but will participate via video link, according to the Kremlin. Hass said Putin's non-attendance and the fact that India's prime minister will be a guest of honor in Brazil could also be factors in Xi's absence. 'Xi does not want to appear upstaged by Modi,' who will receive a state lunch, he said. 'I expect Xi's decision to delegate attendance to Premier Li (Qiang) rests amidst these factors.' A source familiar with the negotiations said the BRICS countries were still in disagreement over how to respond to the wars in Gaza and between Iran and Israel. Iranian negotiators are pushing for a tougher collective stance that goes beyond referencing the need for the creation of a Palestinian state and for disputes to be resolved peacefully. Artificial intelligence and health will also be on the agenda at the summit. Original members of the bloc Brazil, Russia, India, and China have been joined by South Africa and, more recently, by Saudi Arabia, Iran, the United Arab Emirates, Egypt, Ethiopia and Indonesia. Analysts say that it has given the grouping more potential international punch. But it has also opened many new fault lines. Brazil hopes that countries can take a common stand at the summit, including on the most sensitive issues. GENEVA, July 5: Kuwait's delegation to the United Nations in Geneva emphasized the critical role of technical cooperation and capacity-building in advancing human rights, while calling for the avoidance of politicization and selectivity in providing such support. This was highlighted in a statement delivered by Diplomatic Attaché Asma Abdullah Al-Hajji during a panel discussion on 'Capacity Building and Technical Cooperation in the Field of Human Rights,' held as part of the 59th session of the UN Human Rights Council (UNHRC). Al-Hajji reaffirmed Kuwait's firm commitment to mutual respect among nations and stressed that technical cooperation should be responsive to the specific requests of countries and aligned with their national priorities and development needs across relevant fields. She described technical cooperation as a key element in achieving the goals of the 2030 Sustainable Development Agenda, underscoring Kuwait's dedication to supporting sustainable progress worldwide. The Diplomatic Attaché also highlighted the importance of exchanging expertise and successful practices among countries, emphasizing that such collaboration must be grounded in partnership, understanding, and respect for each nation's cultural and social specificities. This approach, she noted, fosters an environment conducive to promoting rights and freedoms in an inclusive and sustainable manner. The panel discussion also examined the role of technical cooperation in supporting the efforts of the Office of the High Commissioner for Human Rights (OHCHR) to strengthen national human rights protection frameworks. Participants emphasized the vital contribution of national institutions and mechanisms responsible for implementation, monitoring, reporting, and follow-up as part of comprehensive strategies to ensure respect for fundamental rights and freedoms.
