OVP scores 'unmodified opinion' from COA for 2024
In its 2024 annual audit report, the COA stated that the financial statements of Vice President Sara Duterte's office present "fairly, in all material respects, the financial position of OVP as of December 31, 2024."
The state auditors also said that the OVP's "financial performance, cash flows, changes in net assets/equity, and comparison of budget and actual amounts for the year then ended, and notes to the financial statements, including a summary of significant accounting policies are in accordance with International Public Sector Accounting Standards."
The OVP, for its part, said that the COA's unmodified opinion for 2024 highlights its "continuing commitment to transparency, accountability, and the judicious use of public funds, as well as compliance with the principles of good governance and sound financial administration upheld by state auditors."
The COA issues an unmodified opinion or unqualified opinion when the state auditor "concludes that the financial statements are prepared, in all material respects, in accordance with the applicable financial reporting framework."
The COA, however, only issues an unqualified or qualified opinion on the Financial Audit part of the Annual Audit Report on government agencies, including the OVP.
Other parts of the Annual Audit Report include Performance Audit and Compliance Audit.
The COA has clarified that an audit opinion 'should not be viewed as a rating, score or grade, with ranking of lowest to highest,' stressing that it only pertains to the financial audit done by state auditors on the agencies.
To recall, the House of Representatives impeached Duterte on February 5, with over 200 lawmakers endorsing the complaint. On June 10, the Senate impeachment court convened, with the trial proper expected to begin in the 20th Congress.
Among the seven articles of impeachment against Duterte was the alleged malversation of P612.5 million in confidential funds with questionable liquidation documents. Duterte denied the allegations. —LDF, GMA Integrated News

Sara Duterte seeks justice for Filipino seafarers killed in Houthi attack
Vice President Sara Duterte on Friday condoled with the bereaved families of the Filipino crew members who reportedly died when their commercial vessel was attacked by Houthi rebels in the Red Sea. 'Ipinapaabot ko, kasama ang buong Tanggapan ng Pangalawang Pangulo, ang aming pakikipagdalamhati sa pamilya ng tatlo nating kababayan na OFW seafarers na namatay sakay ng MV Eternity C,' Duterte said in a video message. (I, along with the entire Office of the Vice President, extend our condolences to the families of our three OFW seafarers who died aboard the MV Eternity C.) 'Aming pinagdarasal ang hustisya para sa kanilang tatlo at kaligtasan ng kanilang mga kasamahan,' she added. The cargo ship Eternity C sustained engine damage after it was hit during an assault by the Iran-backed Houthi group on Monday, July 7. The Liberia-flagged, Greek-managed vessel had 22 crew members on board—21 of whom are Filipinos and one is Russian. Migrant Workers Secretary Hans Cacdac said Thursday that three more Filipino crew members were rescued from the ship, bringing the total number to eight. Cacdac, however, said that the 13 other Filipino sailors remain unaccounted for, and as many as four deaths from the Houthi attack still need to be verified. Alan Cayetano seeks Rodrigo Duterte's house arrest at PH embassy
Senator Alan Peter Cayetano on Thursday filed a Senate resolution urging the Philippine government to push for the interim release of former president Rodrigo Duterte before the International Criminal Court (ICC), and enter into an agreement to have him placed under house arrest at the Philippine Embassy in the Netherlands. Cayetano, who was Duterte's running mate in the 2016 elections, noted in the resolution that despite withdrawal from the Rome Statute, the Philippines, through its embassy in The Hague, Netherlands 'is not precluded from entering into an appropriate agreement with the ICC' to receive custody of Duterte should he be granted conditional release. The senator is thus proposing, among others, for the Philippine government to make an arrangement with the ICC for Duterte's custody to be transferred to the premises of the embassy under a form of house arrest, modified house arrest, or any appropriate arrangement deemed suitable by the Court. Cayetano also said that the former president's health is 'in danger of deteriorating further,' considering his old age and 'exclusion from any meaningful social interaction.' He argued that Duterte should be afforded the right to be presumed innocent until proven guilty under both domestic and international law. '[T]o grant the former President interim release in the form of a house arrest or modified house arrest or any other appropriate arrangement, subject to conditions restricting liberty to be imposed by the ICC would be beneficial to his health, all while presenting no risk to the integrity of the ongoing trial,' the resolution read. Cayetano also said that Duterte—who is facing charges of crimes against humanity for the extrajudicial killings during his administration's war on drugs—should be given 'humane treatment' by the State in its good conscience. '[T]o allow the former President – who has worked tirelessly and selflessly for the welfare of the Filipino people – to spend his twilight years far from not only home, but also his family and friends, would be the height of injustice,' the resolution added. Duterte was arrested in the Philippines by local authorities on March 11, based on a warrant of arrest issued by the ICC. He is currently detained in the Scheveningen Prison in The Hague. His daughter, Vice President Sara Duterte, earlier said that the former president has lost a lot of weight since his detention in The Hague, describing him now as 'skin and bones.'
