Pakistan to use $1.4 billion IMF climate loan to expand green investment, fiscal space

KARACHI: Pakistan will use a $1.4 billion loan from the International Monetary Fund's climate resilience fund to expand fiscal space, embed climate planning into public investment decisions and unlock private-sector capital for green projects, the IMF said on Friday.
The financing, approved by the IMF's Executive Board in May under its Resilience and Sustainability Facility (RSF), is part of a broader reform program that aims to help Pakistan adapt to increasingly frequent and devastating climate shocks.
Pakistan is the first country in the Middle East and Central Asia region to access the IMF's Resilience and Sustainability Facility. The fund was launched in 2022 to help climate-vulnerable low- and middle-income countries make the structural changes needed to protect their economies and populations.
'The RSF will help build climate resilience in Pakistan by creating fiscal space to address climate vulnerabilities, such as the need to improve climate-resilient adaptation infrastructure,' Mahir Binici, the IMF's resident representative in Pakistan, told Arab News in a written response.
'It will also boost climate's prominence in public investment management and budget processes,' he said, 'helping Pakistan better identify and target projects needed to strengthen resilience to climate shocks.'
A third pillar of the reforms, Binici said, is improving the overall 'enabling environment for green investment' so that banks and private firms could incorporate climate-related risk considerations into their risk management and investment activities.
The RSF financing will be disbursed over a 28-month period and runs alongside Pakistan's $7 billion Extended Fund Facility (EFF), whose first review was also approved in May, releasing roughly $1 billion in immediate support.
CLIMATE-FINANCE GAP
Pakistan, one of the world's most climate-vulnerable countries, has long struggled to align its public finances with the scale of climate risk it faces. The 2022 floods alone affected over 33 million people and caused more than $30 billion in damages and economic losses.
By reforming how climate priorities are reflected in budget planning and investment screening, the IMF says Pakistan will be better equipped to attract funding and respond to future disasters.
The RSF does not fund individual infrastructure projects. Instead, it supports 'policy and institutional reforms that make climate action more effective,' Binici explained.
These include reforms in disaster coordination, water and irrigation infrastructure, and provincial implementation capacity.
Binici said the IMF program supports better coordination between the federal and provincial governments on disaster risk financing, a chronic weakness in past emergency responses, and policy changes that would strengthen water and irrigation management.
'Policy reforms that directly target Pakistan's water management and irrigation infrastructure would help make farmers more resilient to climate shocks,' he said, adding the focus would be on improving irrigation service standards, reliability, and water supply adequacy.
The reforms also aim to reduce waterlogging, salinity, groundwater depletion, and growing water insecurity, issues that disproportionately impact poor rural communities.
The IMF said its climate program in Pakistan takes a 'whole-of-government' approach, with many reforms to be implemented at the provincial level.
'Much of the focus is on improving coordination mechanisms between the federal government and the provinces,' Binici said.

RIYADH: Saudi Arabia's Ministry of Justice has enhanced the competency of legal professionals through its Judicial Training Center, focusing on improving training quality and professional reliability in line with best practices. 'In Q2 2025, the Judicial Training Center at the Ministry of Justice trained over 8,000 individuals through 107 courses. Beneficiaries included judges from the Ministry of Justice and the Board of Grievances, lawyers, notaries, marriage registrars, legal researchers, Judicial Support Center for Enforcement staff, and enforcement service providers,' said the ministry. The center delivered programs such as lawyer qualifications, judicial assistant training, notary certification, lawyer development, internal conciliator training, marriage registrar training, and enforcement service provider training. These align with the ministry's goals to enhance training quality and efficiency. 'The MOJ's training center plays an important role in qualifying individuals to work in judicial services roles such as qualifying individuals to become licensed attorneys and qualify other individuals to play important roles such as becoming judges and marriage registrars,' Dr Osama Ghanem Alobaidy, adviser and professor of law at the Institute of Public Administration in Riyadh, told Arab News. 'It employs best methods to do that including teachers who are well qualified to instill legal skills and knowledge in order to do their jobs,' he added. The center's training plan focuses on specialized qualification, continuous professional development, and addressing trainees' needs, said the ministry. It incorporates diverse digital training tools and supports research to advance judicial and legal personnel development. The Judicial Training Center adheres to rigorous standards to deliver specialized qualification programs, continuous professional development, targeted training needs assessments, and a diverse range of digital training tools, reinforcing its role in advancing judicial and legal expertise. In 2024, the center introduced over 14 new certification and training diplomas. It also developed more than 74 training modules with innovative educational approaches and added over 13 new services to its online platform.

PM Sharif discusses trade, investment and regional ties with ECO leaders on summit sidelines

ISLAMABAD: Prime Minister Shehbaz Sharif on Friday held a series of meetings with the presidents of Türkiye, Iran, Azerbaijan and Uzbekistan on the sidelines of the 17th Economic Cooperation Organization (ECO) summit in Khankendi, Azerbaijan, reaffirming Pakistan's commitment to regional peace, connectivity and enhanced bilateral trade and investment. The two-day summit, held from July 3-4, focused on promoting economic cooperation, sustainable development and regional integration among ECO member states. Sharif led Pakistan's delegation, using the opportunity to deepen bilateral and multilateral ties with key regional partners. In his meeting with Turkish President Recep Tayyip Erdoğan, the two leaders reviewed the full spectrum of bilateral relations and vowed to accelerate progress in critical areas. 'The two leaders reiterated their resolve to bring about meaningful progress in relations... [emphasizing] the importance of deepening cooperation in trade, defense, energy, connectivity and investment,' a statement from the Prime Minister's Office (PMO) said. To advance this agenda, both sides agreed to exchange high-level delegations to finalize understandings reached between the sides. Sharif reaffirmed Pakistan's 'unwavering commitment' to working closely with Türkiye to promote peace, stability and sustainable development in the region. In another key engagement, the Pakistani prime minister met Iranian President Dr. Masoud Pezeshkian, with both leaders reviewing the implementation of previous agreements to strengthen bilateral ties. Sharif praised Iran's leadership during the recent conflict with Israel and welcomed Tehran's decision to agree to a ceasefire. 'The Prime Minister reaffirmed Pakistan's unwavering solidarity with the people and Government of Iran and Pakistan's strong commitment to continue working closely with Iran for peace in the region through dialogue and diplomacy,' said another PMO statement. In turn, President Pezeshkian thanked Pakistan for its diplomatic support during the crisis and acknowledged its role in efforts to de-escalate tensions. The prime minister also held talks with Azerbaijan's President Ilham Aliyev, in what was their third bilateral meeting this year. The two leaders agreed to further strengthen their economic partnership, especially by accelerating Azerbaijan's investments in Pakistan. 'The two leaders agreed to enhance their cooperation in the fields of trade and investment while expressing satisfaction over the progress made regarding the investment prospects,' the PMO said. Sharif invited President Aliyev to visit Pakistan, noting that recent exchanges had significantly strengthened bilateral ties. The Azerbaijan leader had previously announced a $2 billion investment package for Pakistan during a visit to Islamabad in 2024, and the two countries have also deepened defense cooperation, including Islamabad's sale of JF-17 fighter jets to Baku. In his meeting with Uzbek President Shavkat Mirziyoyev, Sharif focused on regional integration, energy cooperation and the Trans-Afghan Railway Project, which is seen as vital for unlocking trade corridors between Central and South Asia. 'The two leaders agreed on visits of their senior ministers to Tashkent and Islamabad to finalize necessary agreements,' the PMO said, adding that the two sides viewed their cultural and historical ties as a strong foundation for broader collaboration.
