
Robin: Bato, Bong Go back reso calling for Duterte's return
The resolution, which has yet to be filed by Padilla in the 20th Congress, seeks to express the sense of the Senate to urge the Philippine government to secure the immediate repatriation of Duterte.
'This is more than just a resolution,' the senator said. 'It is a call for unity, for respect of our sovereignty, and for justice for a former President who bravely served the nation.'
Padilla said he remains open to fellow senators who wish to sign the resolution in the coming days.
Duterte was arrested on March 11 in Manila, delivered to ICC custody on March 12, and detained at the ICC Detention Center on March 13.
He is currently detained in the Scheveningen Prison in The Hague for charges of crimes against humanity for the extrajudicial killings during his administration's war on drugs. — BM, GMA Integrated News

ICC issues arrest warrants for Taliban leaders over persecution of women
THE HAGUE —The International Criminal Court on Tuesday issued arrest warrants for two Taliban leaders in Afghanistan including supreme spiritual leader Haibatullah Akhundzada, accusing them of the persecution of women and girls. The ICC said there were reasonable grounds to believe that Akhundzada and Abdul Hakim Haqqani, chief justice of the Taliban, had committed the crime against humanity of persecution on gender grounds against girls, women and other persons non-conforming with the Taliban's policy on gender, gender identity or expression. Since the Islamist Taliban returned to power in 2021 it has clamped down on women's rights, including limits to schooling, work and general independence in daily life. The Taliban condemned the warrants as an example of hostility towards Islam. "We neither recognise anything by the name of an international court nor do we consider ourselves bound by it," the Taliban government's spokesman, Zabihullah Mujahid, added in a statement. It is the first time judges of the ICC have issued a warrant on charges of gender persecution. "While the Taliban have imposed certain rules and prohibitions on the population as a whole, they have specifically targeted girls and women by reason of their gender, depriving them of fundamental rights and freedoms," the court said. The full warrants and details on the specific incidents they are based on remain under seal to protect witnesses and victims, the court said. NGOs hailed the warrants and called on the international community to back the ICC's work. "The international community should fully back the ICC in its critical work in Afghanistan and globally, including through concerted efforts to enforce the court's warrants," Human Rights Watch International Justice director Liz Evenson, said in a statement. The ICC has been under increased criticism from non-member states such as the United States, Israel and Russia. Last year the court issued an arrest warrant for Israeli Prime Minister Benjamin Netanyahu for alleged war crimes and crimes against humanity during the Gaza conflict. The ICC also issued an arrest warrant for Russian President Vladimir Putin in 2023 on suspicion of deporting children from Ukraine. Neither Russia nor Israel is a member of the court and both deny the accusations and reject ICC jurisdiction. Last month the United States imposed sanctions on four ICC judges including two who were involved in a ruling that allowed prosecutors to open a formal investigation into war crimes and crimes against humanity in Afghanistan, including alleged crimes committed by American troops. Lawmakers: Draft reso seeking Duterte's return has no weight with ICC
Senator Robin Padilla's draft Senate resolution calling for detained former president Rodrigo Duterte to be released from The Hague and returned to the Philippines has no weight, House members who are lawyers said Tuesday. Duterte was arrested on March 11 after arriving in Manila from a vacation in Hong Kong, pursuant to the Hague-based International Criminal Court (ICC)-issued arrest warrant over alleged crimes against humanity due to drug war killings during his presidency. He has been detained in Scheveningen prison in the Netherlands since March 14. Party-list Representatives Leila de Lima and Terry Ridon of ML and Bicol Saro, respectively, made the comments in light of the subject Resolution being pushed for by at least three Duterte's allies in the Senate: Padilla, Ronald 'Bato' dela Rosa and Bong Go. 'Political posturing na lang 'yan kasi wala na ho sa kapangyarihan ng gobyerno natin na pabalikin siya [That is just political posturing because the Philippine government has no authority to bring him back here]. Kasi isang [Because an] international tribunal, which is the ICC, with competent jurisdiction over the alleged crimes, the crimes against humanity, at nakuha na nga siya kasi na-arresto nga siya legally, validly, ay nandun na sa kanila [which arrested him legally, validly, and is now in their custody],' de Lima, a former Justice Secretary and an ex-senator, told reporters. 'Hindi na nila [ICC] 'yan pakikinggan, kung ano man yung mga sasabihin na mga domestic authorities nila. They cannot grant [the goal of the Resolution]. Hindi nila pwedeng pagbigyan yung mga ganyang mga usapin na pabalikin nyo na. May proseso. Di ba? Meron silang pending application for interim release,' de Lima added. (The ICC won't hear their plea because they cannot act on a mere resolution from local authorities. There is a process and in fact, Duterte's camp is already seeking an interim release.) De Lima then said that the resolution could also mislead Duterte's supporters into thinking that the former President remains under the jurisdiction of the Philippine government. 'Parang pinapalakas lang ang loob ng mga supporters na huwag kayo mag-alala, baka pwede pa natin maiuwi iyong dating Pangulo. But in my opinion, it won't fly because ICC has rules,' de Lima added. (They are just pandering to their supporters that there is still hope to bring the former President home, so they should not worry.) Ridon, who served as the chairperson of the Presidential Commission on the Urban Poor during the first year of the Duterte administration from 2016 to 2017, agreed with de Lima that the case of Duterte is something that is out of the Philippine government's hands. 'We have to be very frank na there's nothing that the Philippine government can do today to bring the former president back home. Kasi ho talagang ICC na po yung magpapasya kung makakauwi ba o hindi ang dating pangulo and to be very clear meron hong batayan bakit ho nasa ICC si dating Pangulong Rodrigo Duterte. He is being made to answer for extrajudicial killings under the Duterte Drug war,' Ridon said in a separate interview. (It is the ICC's call now if he can go home or otherwise. And to be very clear, there is a reason why the former president is facing the ICC.) 'Mabigat po ang nga paratang yun [These allegations are grave]. Of course, they can be free to do a Senate Resolution. But we have to be very frank. 44% of Pinoys believe Senate ‘deliberately' delaying VP Sara impeachment — SWS survey
A majority of Filipinos believe the Senate is 'deliberately' delaying the start of Vice President Sara Duterte's impeachment trial, according to the latest Social Weather Stations (SWS) survey. The non-commissioned survey showed that of 1,200 Filipino adults, 44% believe the upper chamber is delaying Duterte's impeachment proceedings. Meanwhile, 25% do not believe the Senate is delaying the impeachment trial, while 22% are undecided and 9% have no knowledge about the issue. 'The percentage of those who were undecided was highest in Mindanao (25%), followed by Balance Luzon (22%), the Visayas (21%), and Metro Manila (17%),' the SWS survey said. It also noted that most people who have insufficient knowledge about the issue were in the Visayas, with 13%. On the other hand, Metro Manila recorded the highest percentage of people aware of Duterte's impeachment, with 68%. The survey also reported that the majority of Filipinos disagree with the filing of the fourth impeachment complaint against Duterte, obtaining 42% of the sampling. Those who agree comprise 32% while 18% said they were undecided and 7% said they do not know enough on the issue. The opposition was highest in Mindanao, with a net agreement score of -52, followed by the Visayas, with a net score of -18. Metro Manila garnered the highest agreement score of +12. 'In all areas, the percentage of those who were undecided ranged from 16% to 18%, while those who did not have enough knowledge about the matter ranged from 5% to 8%,' SWS said. The non-commissioned survey was conducted through face-to-face interviews from June 25-29, 2025. It has sampling error margins of ±3% for national percentages and ±6% each for Metro Manila, Balance Luzon, the Visayas, and Mindanao. Senate impeachment court spokesperson Regie Tongol earlier said the Senate is not holding off Duterte's impeachment. 'Claims of foot-dragging are baseless as actions speak louder than words,' Tongol said. Duterte has entered a 'not guilty' plea in the verified impeachment complaint filed against her by the House of Representatives. The Vice President's impeachment complaint includes issues surrounding the use of confidential funds, unexplained wealth, and alleged involvement in extrajudicial killings in Davao City. The complaint also includes her 'assassination' remarks against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos and Speaker Martin Romualdez. Meanwhile, the House under the 20th Congress has yet to submit the second certification concerning its willingness to prosecute. This came after the Senate sitting as an impeachment court voted to return to the House of Representatives the articles of impeachment against Duterte without dismissing or terminating them. Even before the impeachment court convened, senator-judge Ronald 'Bato' Dela Rosa, an ally of the Duterte family moved for the dismissal of the impeachment complaint against the Vice President. — RF, GMA Integrated News
