Sabah attracts RM35.38 billion investments from 2021 to 2024
Assistant Minister to the Chief Minister, Datuk Nizam Abu Bakar Titingan, revealed that domestic investments accounted for RM20.61 billion, while foreign investments totalled RM14.77 billion.
Additionally, 52 projects worth RM17.42 billion have been realised. 'In the first quarter of 2025 alone, Sabah recorded RM10.9 billion in approved investments, reflecting strong investor confidence,' Nizam said during the assembly session.
The breakdown shows RM5.37 billion in domestic investments and RM1.08 billion in foreign investments for 2024. In 2023, domestic investments surged to RM11.21 billion, far exceeding foreign investments of RM130 million.
Foreign investments were concentrated in specialised sectors like copper foil manufacturing, solar panels, and oil and gas, while domestic investments covered a broader industrial spectrum.
To sustain this growth, Sabah plans to establish three new industrial parks: the Blue Economy Industrial Park in Kudat, an Integrated Industrial Park in Kota Belud/Kota Marudu, and another in Beaufort, Kimanis.
Trade performance remained robust, with RM107.8 billion recorded in 2024, marking the third consecutive year above RM100 billion since 2022. Tourism also thrived, with 7.85 million visitors from 2021 to 2024, including 5.44 million domestic and 2.4 million international tourists. From January to May 2025, arrivals reached 1.4 million (848,420 domestic, 559,150 international).
Under the Sabah Maju Jaya (SMJ) Development Plan 1.0, 94% of 467 initiatives have been implemented, with 366 fully completed as of May 2025.

Kota Kinabalu: The State Government recorded an average 94 per cent achievement rate across 467 initiatives under its Sabah Maju Jaya (SMJ) Development Plan 1.0 since its launch in 2021. Assistant Minister to the Chief Minister Datuk Nizam Abu Bakar Titingan told the State Legislative Assembly that as of May this year, 366 of those initiatives had reached full completion. 'Sabah's economic growth continues on a positive trend year-on-year,' said Nizam, noting that the state's gross domestic product had increased from RM77.8 billion in 2020 to RM84.3 billion in 2024. He was responding to a question by Nabawan Assemblyman Datuk Abdul Ghani Mohamed Yassin. Sabah's total trade exceeded RM100 billion in 2022, reaching a peak of RM118 billion – an increase of RM30.8 billion from RM87.2 billion in 2021. Chief Statistician of Malaysia Datuk Seri Mohd Uzir Mahidin, as cited by Nizam, stated that Sabah's trade remained resilient in 2024 with a total value of RM107.8 billion, marking the third consecutive year it exceeded RM100 billion. Nizam said the rise in revenue had enabled the government to enhance its annual budgets, with total state revenue between 2021 and 2024 reaching RM26.224 billion. He listed the yearly breakdown of revenue as RM3.591 billion in 2020, RM5.449 billion in 2021, RM6.960 billion in 2022, RM6.973 billion in 2023 and RM6.842 billion in 2024. He attributed the improved revenue performance in part to the Commercial Collaboration Agreement between the State Government and Petronas, which is guided by the principles of 'Greater Say, Greater Participation, Greater Revenue.' Meanwhile, the involvement of the private sector and civil society continues to play a vital role in the implementation of Sabah Maju Jaya (SMJ) 2.0, Nizam said, He said domestic investors had been highly responsive, with regular engagement sessions held and civil society contributing notably through human capital development and poverty alleviation initiatives. 'In fact, the private sector acts as a strategic partner in investment, technology transfer and job creation,' he said in response to k Abdul Ghani's supplementary questions. He cited the joint effort between state agencies and private companies in the agriculture sector in Lingkungan, Beaufort – particularly the production and export of high-value pineapples – as a strong example of economic contribution coupled with social initiatives like community empowerment and agricultural training. 'These efforts show how the private sector not only supports economic growth, but also helps strengthen collaboration among government, private entities and communities in delivering impactful and transparent development,' he added. On digitalisation and green technology, Nizam said the State Government remains committed to expanding their use in the next phase of SMJ to improve economic competitiveness and ensure sustainable growth. 'Digital technology will be intensified across sectors, including state administration, to improve service delivery and simplify public dealings,' he said, adding that green technologies such as renewable energy, efficient waste management systems and sustainable farming practices would be further promoted. This, he noted, aligns with the Sabah Energy Roadmap and Master Plan 2040 (Sirem 2040), which outlines a comprehensive transition to clean energy, energy efficiency, and sustainable development. Touching on lessons from SMJ 1.0, Nizam stressed the importance of inclusive public participation at all levels of planning and implementation, noting that policy success hinges on public understanding and acceptance. He said grassroots-level engagement such as open dialogues, town halls and roadshows across districts had brought the government closer to the people and provided platforms for communities to voice their needs directly. 'These approaches will help strengthen future planning under SMJ 2.0,' he said, adding that SMJ 1.0 had put Sabah back on the right track. RM1.33 billion spent on human capital under Sabah Maju Jaya

Kota Kinabalu: The State Government has spent RM1.33 billion on human capital development under the Sabah Maju Jaya (SMJ) 1.0 Development Plan from 2021 to 2024, with RM848.26 million directed at various educational aid programmes and RM485 million allocated specifically for talent development. Assistant Minister to the Chief Minister, Datuk Nizam Abu Bakar Titingan, said during question time in the State Legislative Assembly on Tuesday that a total of 14 new initiatives valued at RM164.14 million had benefited 210,918 students between 2021 and this year. 'To meet future job market demands, the Sabah State Government established the Sabah TVET Council (MTS) on 19 May 2025 to coordinate over 160 technical and vocational training institutions across the state,' he said in response to a question from Nabawan assemblyman Datuk Abdul Ghani Mohamed Yassin. In the area of social wellbeing, Nizam said RM1.49 billion was disbursed between 2021 and 2024 to assist 336,076 recipients through various welfare schemes such as the General Aid Scheme (SBAM) and Orphans Aid Scheme (SBAY). The government also launched the SMJ Friendly Homes Initiative on Sept 28, 2022, with 7,482 units built or under construction as of June this year, alongside the Sentuhan Kasih Rakyat (Syukur) programme, which provides RM300 monthly for 12 months to 100,000 low-income households under a RM358.5 million allocation. He added that under the Sabah Sejahtera Health Aid Scheme, 100 haemodialysis machines worth RM4.5 million were distributed to 24 hospitals and one clinic, replacing ageing equipment, with an additional RM4 million in treatment subsidies provided. The early-stage 'Program Homeward' initiative has also proven impactful, with 1,169 beneficiaries recorded by mid-this year. On environmental sustainability, the Sabah Forestry Department is working to increase the size of Totally Protected Areas (TPAs), currently at 2 million hectares, with plans to gazette another 220,000 hectares to meet the 30 percent target or 2.2 million hectares of total land area by 2025 under the Heart of Borneo (HoB) initiative. Significant progress in food security

Kota Kinabalu: The Sabah Government has made significant progress in strengthening food security under the agricultural component of the Sabah Maju Jaya (SMJ) 1.0 development plan. Assistant Minister to the Chief Minister Datuk Nizam Abu Bakar Titingan told the State Legislative Assembly on Tuesday that one of the major achievements was the establishment of the Sabah Padi and Rice Board, approved under Section 3 of the Sabah Agricultural Produce Board Enactment 1981. He said a paddy crop takaful scheme was also introduced to provide insurance protection for registered farmers against natural disasters, crop damage and diseases. As part of paddy expansion efforts, Sabah developed an additional 100 hectares in Kampung Ongkilan, Kota Marudu through the Kinabalu Palm Oil Group, on top of the existing 35,160 hectares of padi land. 'To further increase the paddy area, the government has introduced a new policy allowing grazing reserves to be converted for agricultural use,' Nizam said in response to a question by Nabawan Assemblyman Datuk Abdul Ghani Mohamed Yassin. Sabah also developed a pineapple plantation in Lingkungan, Beaufort for MD2 pineapple export, a joint venture between Rural Development Corporation (KPD) and the private sector, with the first 18-tonne shipment already exported to Singapore. In Kota Marudu, a separate MD2 pineapple cultivation project spanning 80.9 hectares began in Kampung Gana under a state-federal agency partnership. To support market access, six Agricultural Produce Collection Centres (APCC) have been completed in Kundasang, Kota Marudu, Lingkungan, Beaufort, Telupid, Keningau and Lahad Datu. The area of rubber plantations in Sabah has increased to 241,245 hectares, with the addition of five centrifuge machines at the Beaufort Latex Concentrate Factory boosting annual output from 1,000 to 4,000 metric tonnes. Livestock numbers grew from 6.86 million in 2021 to 9.33 million in 2023, covering cattle, buffaloes, pigs, goats, sheep, chickens and ducks – a total rise of 2.47 million animals. Sabah's self-sufficiency level (SSL) for buffalo and beef rose from 2.94 per cent in 2021 to 5.69 per cent in 2024, while SSL for chicken meat rose from 89.31 per cent to 94.19 per cent, and SSL for eggs, goat meat and fresh milk remained above 100per cent from 2021 to 2024. The State also developed the Kinabalu Livestock Integrated Centre (SKLIC) in Balung, Tawau, which now hosts 15,453 livestock, of which 10,692 are integrated with palm plantations covering 27,444 hectares. To enhance aquaculture, Ko-Nelayan constructed 235 tanks to boost hybrid grouper fry capacity, resulting in the successful production of 62,982 fry and benefiting 20 aquaculture farmers.
