ED questions ex-Delhi minister Satyendar Jain in DJB-linked PMLA case

NEW DELHI: Former Delhi minister and AAP leader Satyendar Jain appeared before the Enforcement Directorate on Thursday for questioning in a money laundering case linked to alleged corruption in the augmentation of some sewage treatment plants by the Delhi Jal Board (DJB), official sources said.
Jain, 60, reached the federal probe agency's office here around 11:15 am and his statement is being recorded under the Prevention of Money Laundering Act (PMLA), they said.
The investigation pertains to allegations of corruption in the augmentation of some sewage treatment plants by DJB. The ED had conducted searches in this case in July last year.
The money laundering probe stems from an FIR of the Delhi government anti-corruption branch (ACB) against a company named Euroteck Environmental Pvt Ltd.and others alleging a scam in the DJB in the name of augmentation and upgradation of 10 Sewage Treatment Plants (STPs) at Pappankala, Nilothi, Najafgarh, Keshopur, Coronation Pillar, Narela, Rohini and Kondli.
These four tenders valued at Rs 1,943 crore were awarded to various joint venture (JV) entities in October, 2022.
The ACB FIR alleged, according to the ED, that only three JV companies participated in the four tenders.
The verification of the tender documents shows that the initial cost of four tenders was about Rs 1,546 crore, which was revised to Rs 1,943 crore without following due process/project reports, according to the ED.

The Enforcement Directorate's (ED) Mumbai office has attached properties valued at ₹ 131.45 crore from Russian Pavel Prozorov, including a luxury yacht and assets in Spain, as part of the probe into OctaFX's unauthorised forex trading under the Prevention of Money Laundering Act (PMLA), 2002. A release by the ED on July 3 stated, 'These assets belong to Pavel Prozorov, the mastermind behind the platform OctaFx. The assets include movable properties in the form of a luxury yacht, a minijet boat, luxury car and immovable properties in the form of two residential properties in Spain. The luxury yacht goes by the name 'Cherry' is an Italian model commercial yacht cruising in the Western Mediterranean.' The probe was initiated after an FIR filed by Shivaji Nagar PS in Pune charged multiple individuals with deceiving investors with false promises of high returns through the OctaFX forex trading platform. According to the ED investigation, OctaFX promoted through IPL, social media, and celebrities, laundering funds by collecting investor money via mule accounts in the names of fake e-commerce companies. 'These shell firms, with dummy directors and manipulated KYCs, accessed payment gateways posing as legitimate merchants. Funds were routed through unauthorised payment aggregators and escrow accounts, adding layers to obscure ownership and transaction purpose,' the ED said. The agency stated that OctaFX deliberately altered its login URLs and web addresses to hide its fraudulent activities from investors. The platform also manipulated trades that led to significant investor losses while shifting funds into e-wallets and accounts of fictitious entities, it added. The ED also noted that Octafx generated ₹ 800 crore in proceeds of crime from its operations in India over nine months.

Two police constables have been suspended after an FIR was registered against them along with two others for allegedly kidnapping and extorting money from a shopkeeper in Andheri. The accused policemen have been identified as Hemant Kapse and Chandrashekhar Darade, both of whom are attached to the local arms division of the Mumbai police. Kapse has been in police service since 2008 while Darade was recruited into the force in 2014. Confirming the suspension of the two constables, an IPS officer told The Indian Express: 'Both the constables have been suspended and a departmental inquiry has been initiated against them.' Deputy Commissioner of Police (LA-1) Vinayak Dhakane has been assigned the task of conducting an inquiry in the matter. When contacted, Dhakane refused to speak. According to sources in the police, the two accused constable, along with another policeman Santosh Wagh posted with the Maharashtra State Security Corporation, and another person allegedly extorted Mohamed Arif Faizan Khan (35), a pan stall shopkeeper. According to the FIR, on the evening of June 24, the four accused visited Khan's pan stall in Andheri (west) in an Ertiga car. They posed as 'Food Department Police' and told him that he was illegally selling gutkha. They made him sit in their car and drove him towards south Mumbai. The accused allegedly abused and assaulted Khan and demanded Rs 3 lakh in lieu of not filing a case against him for selling gutkha. When Khan said he had only Rs 10,000 with him, the accused made him borrow money. Khan borrowed money from a friend and on their instructions, transferred Rs 40,000 via UPI to a bank account of a person known to the accused. They also snatched away Rs 3,500 from Khan's pocket and dropped him at the Kalachowki area. Khan noted down the vehicle's number and went back to Andheri. The next day, he contacted police and filed a complaint against the four persons. On Khan's complaint, the DN Nagar police registered an FIR against four unknown persons under Sections 137 (2)(kidnapping), 204(personating a public servant), 3(5)(common intention), 308(extortion), 351(2)(criminal intimidation), 352(intentional insult) of Bhartiya Nyay Sanhita (BNS). During investigation, police found that out of the four, three served in the Maharashtra Police. The four were arrested, but they secured bail from the court. Kapse was earlier suspended in 2021 for his alleged close proximity with a criminal.

Ahmedabad: Mumbai Police's economic offences wing (EOW) took custody of Birju Salla, a Mumbai-based businessman previously convicted and then acquitted in a hijack-threat case, from Ahmedabad City Police's crime branch Thursday morning. The action follows his arrest in a multi-crore cheating case involving a Mumbai jeweller. Crime branch officials said Salla was arrested Wednesday from a city five-star hotel where he had checked in under a false identity. He was wanted in connection with a Rs 12.7 crore jewellery fraud case registered by Mumbai Police's EOW. Soon after his arrest, a Mumbai Police team arrived in Ahmedabad and formally took over his custody. Shailesh Jain, a jewellery businessman from Mumbai's Zaveri Bazaar, alleged Salla took jewellery worth Rs 14 crore on approval in Nov 2024 but failed to return articles valued at Rs 12.7 crore. Salla's anticipatory bail was denied on June 27. He gained notoriety in 2017 after allegedly planting a hijack-threat note on a Jet Airways flight and was the first person to be convicted under the Anti-Hijacking Act, 2016. He was sentenced to life imprisonment by a trial court but was acquitted by Gujarat HC in 2023 due to lack of evidence. Salla is being questioned in both fraud and bomb hoax cases.
