Egypt to amend Parliamentary Election Laws

Voting process in Egyptian elections
CAIRO – 22 May 2025: The House of Representatives' Legislative Committee, chaired by Counselor Ibrahim El-Hunaidi, is scheduled to discuss on Thursday a draft law submitted by Representative Abdel Hadi El-Qasabi and over ten members of parliament. The proposed legislation seeks to amend certain provisions of Law No. 46 of 2014 and Law No. 174 of 2020 regarding the division of electoral constituencies ahead of the upcoming parliamentary elections at the end of this year.
It is worth noting that Secretary-General of the House of Representatives Counselor Ahmed Manaa stated that he received Thursday a response from Executive Director of the National Elections Authority (NEA) Ahmed Bandari, stating that the NEA Board of Directors had unanimously approved the two draft laws, in its session held on May 21, 2025.
Under the current law, the House of Representatives comprises 568 elected seats, not including presidential appointees. Regarding the list-based system, there are currently two constituencies with 102 seats each, and two constituencies with 40 seats each, according to El-Qasabi. The number of seats allocated for individual candidates stands at 284.
Proposed Amendments to the House of Representatives Law
The new amendments propose that Egypt be divided into a number of constituencies designated for individual-seat elections, and four constituencies designated for list-based elections. Two constituencies will be allocated 40 seats each, and the other two will be allocated 102 seats each.
Each electoral list must include a number of candidates equal to the number of seats in the constituency, along with an equal number of substitutes.
Requirements for 40-Seat Lists:
● At least three Christian candidates
● Two workers and farmers
● Two youth candidates
● One person with a disability
● One Egyptian expatriate candidate
● At least 20 women among all candidates
Requirements for 102-Seat Lists:
● Nine Christian candidates
● Six workers and farmers
● Six youth candidates
● Three candidates with disabilities
● Three Egyptian expatriates
● At least 51 women, including those with the above qualifications or others
The list-based system may include candidates from multiple parties, independents, or a combination thereof. In all cases, the candidate's party affiliation—or independent status—must be clearly stated on the nomination papers.
Candidates must submit their nomination documents within five days of the nomination window opening. Required documents include:
● Curriculum vitae
● Criminal record
● Academic certificates
● Military service certificate (for male candidates)
● Financial disclosures for the candidate, spouse, and children
● A deposit receipt of LE 30,000, payable to the state treasury
Proposed Amendments to the Senate Election Law
Separately, the Senate's Constitutional and Legislative Affairs Committee will also meet on Thursday to review a draft law submitted by Representative Abdel Hadi El-Qasabi and more than 10 MPs, proposing amendments to Senate Law No. 141 of 2020. The House of Representatives has referred the bill to the Senate for its opinion.
The amendments suggest dividing Egypt into 37 constituencies for individual-seat elections, and four for list-based elections. Two of the list constituencies will be allocated 13 seats each, and the other two will receive 37 seats each.
List Requirements:
● Each 13-seat list must include at least three women
● Each 37-seat list must include at least seven women
Candidates must submit the following documentation:
● Curriculum vitae, highlighting academic and professional background
● Criminal record
● Declaration of party affiliation or independent status, including party name if applicable
● Financial disclosure for the candidate, spouse, and minor children
● University degree or equivalent
● Military service certificate or legal exemption (for male candidates)
● Deposit receipt of LE 30,000, payable to the treasury of the competent court
● Any additional documents required by the National Elections Authority

Expat voting concludes in Egypt's 2025 Senate election as ballot count begins - Foreign Affairs

Expat voting in Egypt's 2025 Senate election has concluded, with polling stations closing across most countries after two days of balloting. The overseas vote was conducted at 136 polling stations in Egyptian embassies and consulates across 117 countries, and the ballot counting is now underway. Due to time zone differences, the Egyptian Embassy in New Zealand was the first to close its polls at 12 pm local time on Sunday, while the final station, located in Los Angeles, is set to conclude voting by Monday morning. Following the vote, each committee will count ballots for individual candidates and party lists. The results, along with voter registers and any submitted appeals, will be sent via diplomatic pouch to the foreign ministry. The ministry will then forward them to the central committee for overseas voting. This committee will compile a final report to be included in the national tally. Domestic voting is scheduled to take place on Monday and Tuesday, 4–5 August, according to the National Elections Authority (NEA). Results from the first round are expected to be announced on 12 August. The Senate, Egypt's upper chamber of parliament, serves a consultative role, with legislative authority residing in the House of Representatives. The 300-member Senate is composed of three equal parts: one-third elected via individual candidacy, one-third through closed party lists, and one-third appointed by the president. Women must hold at least 10 percent of the seats. Members serve five-year terms. In the individual seat system, a candidate must secure an absolute majority of valid votes to win. If no candidate achieves this, a runoff is held between the top two contenders. For list-based elections, the winning list must also secure an absolute majority. If this is not achieved, a runoff is held between the top two lists, with the one receiving the most valid votes winning. In the case of a single-candidate list, such as the National Unified List in this election, that list must obtain at least five percent of registered votes in its constituency to win. If a runoff is required, campaigning will resume on the same day the first-round results are announced, the NEA said. Appeals against the NEA's decision must be filed within 48 hours, with the final deadline on 14 August. Runoff voting for expats is scheduled for 25–26 August, followed by domestic runoff voting on 27–28 August. Final results from the runoff round are expected to be announced on 4 September. . Federal Reserve Governor Kugler Resigns amid Sharp Split over Interest Rates

Taarek Refaat Federal Reserve Governor Adriana Kugler announced her resignation on Friday, creating a key vacancy just as President Donald Trump intensifies his push for steep interest rate cuts, in a rare and highly publicized rift within the U.S. central bank. In a letter addressed to President Trump, Kugler did not specify her reasons for stepping down, noting only that she would return to Georgetown University as a professor this fall. 'It has been a tremendous honor to serve on the Board of Governors of the Federal Reserve,' Kugler wrote. 'I am especially proud to have served during a critical time in fulfilling our dual mandate of bringing down inflation while maintaining a strong and resilient labor market.' Kugler's term was originally set to expire in January 2026. Her departure paves the way for Trump to nominate his own candidate to the seven-member Board of Governors. According to CNBC, two of Trump's previous appointees, Christopher Waller and Michelle Bowman, voted against the Fed's decision on Wednesday to keep its benchmark interest rate unchanged, signaling instead their preference for an immediate rate cut. The Federal Reserve held rates steady in its latest policy meeting, but remarks from Chair Jerome Powell afterward dampened expectations that borrowing costs would begin to fall in September. This triggered frustration from Trump, who has called for swift and deep rate reductions to stimulate the economy. The policy decision passed by a narrow 9–2 vote, an unusually divided outcome for a consensus-driven institution. It marked the first time in more than three decades that two Fed governors dissented from the majority on a key interest rate decision. The President nominates all members of the Fed's Board of Governors, subject to confirmation by the U.S. Senate. Kugler's resignation now gives Trump a critical opportunity to further reshape the central bank at a pivotal moment for U.S. monetary policy. read more CBE: Deposits in Local Currency Hit EGP 5.25 Trillion Morocco Plans to Spend $1 Billion to Mitigate Drought Effect Gov't Approves Final Version of State Ownership Policy Document Egypt's Economy Expected to Grow 5% by the end of 2022/23- Minister Qatar Agrees to Supply Germany with LNG for 15 Years Business Oil Prices Descend amid Anticipation of Additional US Strategic Petroleum Reserves Business Suez Canal Records $704 Million, Historically Highest Monthly Revenue Business Egypt's Stock Exchange Earns EGP 4.9 Billion on Tuesday Business Wheat delivery season commences on April 15 News Israeli-Linked Hadassah Clinic in Moscow Treats Wounded Iranian IRGC Fighters Arts & Culture "Jurassic World Rebirth" Gets Streaming Date News China Launches Largest Ever Aircraft Carrier News Ayat Khaddoura's Final Video Captures Bombardment of Beit Lahia Business Egyptian Pound Undervalued by 30%, Says Goldman Sachs Videos & Features Tragedy Overshadows MC Alger Championship Celebration: One Fan Dead, 11 Injured After Stadium Fall Lifestyle Get to Know 2025 Eid Al Adha Prayer Times in Egypt Arts & Culture South Korean Actress Kang Seo-ha Dies at 31 after Cancer Battle Arts & Culture Lebanese Media: Fayrouz Collapses after Death of Ziad Rahbani Sports Get to Know 2025 WWE Evolution Results
