NA body adopts report on Tax Laws (Amendment) Bill: Restrictions on transactions of non-filers from July 1

ISLAMABAD: The National Assembly Standing Committee on Finance and Revenue, Wednesday, adopted the report on Tax Laws (Amendment) Bill, 2024 to impose restriction on economic transactions of non-filers through Finance Bill 2025-26 from next fiscal year.
The threshold proposed for valuation of immovable properties of non-filers has been abolished under the revised Tax Laws (Amendment) Bill, 2024.
The revised Tax Laws (Amendment) Bill, 2024 was presented before the committee here on Thursday.
Tax laws bill may be part of FY26 Finance Bill: Non-filers to face curbs on economic deals
From July 1, 2025, the government will impose strict restriction on economic transactions of non-filers through the next Finance Bill.
During the committee proceedings, the committee adopted the report of the sub-committee and clear the amendments made by the Federal Board of Revenue (FBR) in the Tax Laws (Amendment) Bill, 2024.
On the conclusion of the meeting, Syed Naveed Qamar, chairman of the committee told Business Recorder that now the Bill would be made part of the Finance Bill 2025-26 and it would be debated clause by clause during review of the finance bill (2025-26). The adoption of the report of the sub-committee would result in detailed review of the bill during the budget finalisation exercise for 2025-26, he added.
During the last meeting, the committee had deferred new Section 114C (restriction on economic transactions of non-filers) of Tax Laws (Amendment) Bill, 2024 till the FBR demonstrates necessary technological changes in its online systems.
The bill will introduce measures to detect and take corrective measures against under-declarations of income/sales by fetching taxpayers banking system data and match with the declaration filed with the FBR.
The chair emphasised that the Revenue Division should revisit Clause (5)(a) to provide greater clarity on the term 'cash and equivalent assets.' He also directed the Revenue Division to finalize the updated online system/mobile app and present a demonstration to the committee within two months.
Sub-committee recommended in section 114C, in clause (1) (b) the word 'Board' be replaced with the word 'Federal Government'. The Federal Government may determine the value threshold for transactions affected by this restriction to ensure that property transactions conducted by common citizens and the lower- and middle-income class—particularly first-time property buyers or those purchasing their primary residential property—are not impacted.
As per the direction of the Sub-Committee, the FBR has shared aggregate data on property transaction values for FY 2023-24.
According to 'Tax Laws (Amendment) Bill, 2024', non-filers will be prohibited from purchasing, booking, registration of vehicles over 800cc, acquiring property beyond a specified limit, and making stock purchases beyond a certain threshold.
Additionally, non-filers will not be able to open bank accounts, and there will be restrictions on the number of banking transactions they can conduct. However, non-filers will still be allowed to purchase motorcycles, rickshaws, and tractors.
The purpose of the bill also imposed restriction on economic transaction by certain persons such as 'any person, authorized to sell securities including debt securities or units of mutual funds including a person authored to open and maintain account or clear such transactions, shall not sell, open an account or clear sale of securities, mutual funds, to an ineligible person being an individual or an association of persons.'

KARACHI: President of the North Karachi Association of Trade and Industry (NKATI), Faisal Moiz Khan has appealed to Prime Minister Mian Shehbaz Sharif and Field Marshal General Syed Asim Munir to assist in resolving the issues of the business community through their genuine representatives and with written assurances, so that the wheels of national industry can move forward without fear, and export consignments continue uninterrupted. He demanded the reinstatement of the Final Tax Regime for exporters. He expressed his gratitude to the leadership of the Karachi Chamber of Commerce and Industry (KCCI) for organizing a highly successful strike on the appeal of KCCI President Muhammad Javed Bilwani. He said this peaceful protest was a powerful way to make the government hear the voice of the business community. The unanimous protest was against the oppressive, unrealistic, and business-unfriendly tax measures imposed through the Finance Act 2025–26. He paid heartfelt tribute to the KCCI leadership for the historic success of the strike held on Saturday, July 19. Faisal Moiz Khan stated that the business community had repeatedly conveyed its concerns to the government and also submitted positive suggestions through the Karachi Chamber. Unfortunately, those suggestions were not taken seriously. He particularly criticized sections 37A and 37B of the Income Tax Ordinance, which give authorities the power to arrest taxpayers and initiate cases without due legal process—an act he described as completely unjust and a means of creating a climate of fear. Additionally, he condemned the harsh penalties on cash transactions under Section 21(s), which remain a common business practice in Pakistan. ISLAMABAD: Federal Tax Ombudsman (FTO) has taken notice of the issue of Federal Board of Revenue's (FBR) inefficiency to timely seek data from the Federal Investigation Agency (FIA) about the golden visas issued by the United Arab Emirates (UAE) to the resident Pakistanis, making huge investments aboard. After the elapse of more than five years of enabling legislation, the FBR was unable to obtain data from the FIA about the golden visa issued by the UAE to the resident Pakistanis on investment of at least 2.0 million dirhams, equivalent to more than Rs 150 million at the present exchange rate and FTO has taken notice of this inefficiency and has called report from the FBR Member Tax Policy and Director General (DG) International taxes. In this regard, the FTO has issued instructions to the FBR to file comments by July 29, 2025 to the FTO office. Crackdown underway: Pakistan's FIA identifies investors with AED 2m real estate holdings in UAE As per tax experts, section 175A was inserted in the Income Tax Ordinance 2001 through Finance Act 2020 and it required that arrangements shall be made to provide real-time access of information and database to the Board by the FIA as per section 175A(1)(a)/(b) regarding international travel and exit of immigration visa holders. Whereas under sub-section (2), the Board shall make arrangements for that. Moreover, under sub-section (3), until real-time access to information and database is made available, such information and data shall be provided periodically in such form and such manner as may be prescribed. However, after the elapse of more than five years, the Board has failed to do both the statutory duties of real-time data access and periodic statements from FIA. This delay and inaction constitute maladministration, and an informed citizen, Tarik Ahmed, has brought the issue to the attention of FTO, and notices have been issued to file comments by July 29, 2025. When contacted for comments, Basharat Qureshi, a Karachi-based tax expert, explained that the issue has two dimensions: the first is ownership of foreign immovable property and its declaration in the wealth statement and sources thereof. The second issue is whether the foreign exchange was remitted from Pakistan through permissible legal means, and checking of this aspect is the domain of the FIA. Therefore, coordination of FBR and FIA would be required, and thousands of cases can be easily detected where neither the foreign property is declared in the tax declaration, nor the foreign exchange was remitted legally. Basharat was of the opinion that in the tax return, further mandatory attributes can be added, asking for do you hold any foreign passport or resident visa, and basis of the same as naturalization or investment, as thousands of Pakistanis hold a second passport or resident visa on the basis of investment.
