20k sqm Pilerne hill conversion risks landslides, threatens lake
The town and country planning department has given the greenlight to convert a 20,000 sqm land parcel on the Pilerne hillside that forms the buffer zone and catchment area for Pilerne's Saulem Lake.

This zone change effectively reintroduces elements of the controversial Regional Plan 2011 that was scrapped after a massive public protest.
The conversion was provisionally granted under Section 39A of the Town and Country Planning Act. If granted final approval, this will see a steep hill slope being opened up for construction. The land parcel is currently marked as partly orchard with 'No Development Slope' in the Goa Regional Plan – 2021, meaning that the gradient is considered too steep for construction and is vulnerable to soil instability.
'In 2006, around the time RP-2011 was notified, over 90 trees were hacked down and the hill was burnt for days. This notification is yet another instance in the TCP's chequered history,' said professor of development studies Solano da Silva.
The TCP granted provisional approval for change of zone under Section 39A for Survey No. 37/0 and 37/1 in Pilerne on June 18. The department has given a brief window for stakeholders to voice their concerns.
Environmental experts argue that construction on such steep slopes could alter the natural water flow, exacerbating the risk of landslides.
'Allowing development activities on such steep hill slopes poses a severe risk of landslides in the future. This danger extends not only to structures within the converted property but also to adjacent properties with existing structures, which could face the brunt of slope erosion and altered water flow, potentially leading to loss of life and property,' said Pilerne Citizens Forum secretary Hilario Lobo.

The TCP has ignored the proximity to the eco-sensitive Saulem Lake, also known as Pilerne Lake, which was notified as a protected wetland on Dec 9 through a gazette notification.
The Wetland Notification of 2018 clearly stated that a 'zone of influence' means part of the catchment area of the wetland or wetland complex. The lake functions as a natural funnelled aquifer, replenished by springs.
The water resources department (WRD) has demarcated the buffer zone as a water catchment area under the Catchment Area Department Authority of Goa (CADA).
Environmentalists say that the TCP department has failed to independently assess the gradient and slope, with ISRO satellite imagery analysis indicating the slope is greater than 25 degrees, which should classify it as no development slope.

The Petitioner cannot dump multiple materials on a copiable electronic device and leave it for the returned candidate to identify the files copied therein. In my view, the election petitioner has failed to make correct and necessary averments relating to the video recordings and has also failed to supply to the returned candidate all the attachments with sufficient material particulars and identity, making the petition liable for rejection."The bench noted that the allegations in the petition were vague and lacked connection to Surve. The petition had failed to specify how the alleged acts materially affected the election result, said the bench. Mere usage of terms like "consent" and "conspiracy" without supporting facts did not meet the legal threshold required to substantiate corrupt practices under Section 123 of the RP act, said the won the November 2024 election with over 1.05 lakh votes, while the petitioner was the runner-up with about 47,000 votes.- EndsMust Watch

Water from Thirumoorthy Dam reaches culmination point of 124-km PAP Canal, farmers in tail-end demand equitable distribution
Water released on July 27, 2025, from Thirumoorthy Dam into the 124-km Parambikulam Aliyar Project (PAP) Main Canal in Palar River Basin, for irrigation in the fourth zone areas, has reached the tail-end in Kangeyam. The water release will benefit 94,068 acres of agricultural land in the fourth zone. The water release, according to officials, will be maintained with intervals over a five-month period till December 9. Water to the extent of 10,250 mcft (inclusive of evaporation) will be released during the period. The Water Resources Department (WRD) started off by releasing 250 cusecs, and will be gradually increasing the flow to 912 cusecs, the officials said. On Friday, the level at Thirumoorthy Dam stood at 53.87 feet, out of maximum of 60 feet. The storage was 1,481 mcft against the maximum capacity of 1,744 mcft. The inflow into the dam was 932 cusecs and the discharge 1,080 cusecs. On the same day last year, the level stood at 28.18 feet, and the storage was 597 mcft. Meanwhile, the PAP (Parambikulam Aliyar Project) Vellakoil Branch Canal Water Conservation Association on Friday sought departmental action against officials in the WRD found flouting PAP Act. A petition submitted by P. Velusamy, president of the association, to the Revenue Divisional Officer of Tiruppur South who oversees the Monitoring Committee of PAP, Superintending Engineer of PWD (WRO), Parambikulam Aliyar Basin Circle, Pollachi, and other senior officials drew their attention to the continued neglect of the areas irrigated by the Vellakovil Branch Canal, vis-a-vis the Pongalur sub-division, based on water release calculations at the Andipalayam Measurement Point. Though the PAP Act specifies equitable distribution, the water drawal in Pongalur sub-division was much higher when compared to the extent flowing into Kangayam sub-division. Water withdrawals in the sub-canals of Pongalur division are categorised as overdrawals, supplied to non-zone and non-ayacut areas, the petition, a copy of which was also submitted to the Chief Minister's Office, said. Drought-like conditions continues to prevail in Kangayam-Vellakovil area despite abundant water storage in Tiruppur Dam, Mr. Velusamy pointed out. Inaction on the part of the government authorities to rectify the situation would leave the association with the only option of taking legal recourse, he said.

No category called 'suspicious voters' in RP Act, can't manipulate EVMs: Law minister
. NEW DELHI: There is no category of voters called "suspicious voters" under the Representation of the People (RP) Act, law minister Arjun Ram Meghwal said on Thursday in response to a question in Rajya Sabha. Samajwadi Party MP Ramji Lal Suman raised the question whether in the last Lok Sabha elections suspicious voters had also cast their votes. He said there is a lot of speculation about suspicious voters, and alleged that the results can be manipulated on electronic voting machines (EVMs). He asked the minister if the votes were being cast correctly. " Election Commission has informed that there is no category of suspicious voters as per the RP Act," the minister said, and added that EC further informed that "the election results cannot be manipulated on EVMs". Meghwal said there is no doubt in the fairness and integrity of EVMs which, he said, have stood the test of several elections, public and legal scrutiny over the years.
