
B2 motorcycle licences for 1,200

PENAMPANG: The MyLesen B2 programme that helped about 1,200 people to obtain free B2 motorcycle licences in Sabah is proof of the strong cooperation between the State and Federal Governments, said Chief Minister Datuk Seri Hajiji Noor. He said the Government has always been attentive to the pulse and needs of the people across all segments of society, whether in urban or rural areas. 'In this regard, the State and Federal Governments continue to work together to implement various initiatives for the people, especially in areas like transportation, which is a national priority,' he said at the handing-over ceremony of the licences at the International Technology and Commercial Centre (ITCC), here, Saturday. Hajiji said the implementation of the programme was meaningful, as having a Class B2 motorcycle licence directly allows the beneficiaries to legally ride motorcycles and become competent riders. 'This programme is one of the Government's noble efforts to help low-income groups obtain licences, thereby empowering their mobility and expanding access to job opportunities, education and economic participation, especially in rural areas,' he said in his speech read by Deputy Chief Minister III Datuk Shahelmey Yahya. The MyLesen B2 programme is a government initiative through the Road Transport Department (RTD) under the National 2025 Budget, aimed at assisting 15,000 individuals from underprivileged groups nationwide. They included school students, higher learning institution students and B40 youths to obtain the Class B2 Malaysian Driving Licence (for motorcycles not exceeding 250cc). 'I have been informed that each programme participant has undergone lectures and training sessions, followed by a full testing process conducted by RTD Sabah and the licensing was carried out according to government standards. 'Congratulations to the Sabah RTD Di'rector and all officers who have been highly committed and worked hard in implementing the 2025 MyLesen B2 programme,' he said. The Chief Minister said the RTD-led programme also aligned with the aspirations and initiatives of the State Government under the action plan to eradicate hardcore poverty and empower social mobility, in line with the Sabah Maju Jaya agenda. 'I am confident that if initiatives like this are continued and expanded, we will not only lessen the people's burden but also open broader opportunities for Sabah's youths to move toward a brighter future. 'The State Government always welcomes and fully supports such programmes and noble efforts that are people-centric,' he said. Hajiji said such efforts should be continued so their benefits can be enjoyed by more people, particularly those in need of financial and logistical assistance. 'In the context of the State Government, various forms of assistance and initiatives under the Sabah Maju Jaya 1.0 roadmap have been implemented to support the people, especially the B40 group, in both economic and educational aspects,' he said. He advised the licence recipients to make the best use of their licence and, most importantly, be disciplined, courteous, ethical and responsible road users. iyliamarsya@ KUALA LUMPUR: Government agencies must break free from working in silos to address increasingly complex social challenges, says Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. Shamsul was speaking at the Social Synergy Congress, where he praised the Social Synergy Programme, an initiative under the Social Security Organisation (Perkeso) that works with various stakeholders to deliver aid to those in need. "In facing increasingly complex social challenges, we can no longer work in silos. We must break free from the culture of agency exclusivity and embrace a collaborative system culture," he said. He described the Social Synergy Programme as a "holistic and inclusive intervention approach" and a "strategic solution framework" that brings together the strengths of the government, government-related bodies, government-linked companies (GLCs), the private sector, and NGOs. This multi-agency approach helps to empower and save lives, and aligns with the integrated approach he often emphasises in public service reform, he said. He added that the programme reflects the Madani government's approach to making social policies more humane, responsive, and people-centred. Shamsul said these reforms also align with the prime minister's call to tackle poverty through multi-dimensional efforts involving both governmental and non-governmental actors, as outlined in the 13th Malaysia Plan (13MP). The government has allocated over RM20 billion for poverty eradication under the 13MP. The plan outlines four key pillars: enhancing economic complexity, increasing social mobility, accelerating public service reform, and improving the wellbeing of people and environmental sustainability. "Under the pillar of increasing social mobility, emphasis is placed on strengthening inclusive development and improving the socio-economic status of target groups, while ensuring balanced progress between urban and rural areas," he said. According to data from the Prime Minister's Department's Implementation Coordination Unit, there were 390,000 household heads categorised as poor as of Dec 31, 2024, with 1,800 families in the hardcore poor category.

Luxury car owners skip road tax, insurance for cheap fines
KUALA LUMPUR: A senior lawyer has revealed that some owners of high-powered luxury vehicles are allegedly choosing not to renew their road tax and insurance because the fines are cheaper. Muhammad Hasif Hasan said a product founder told him it was more cost-effective to pay a maximum fine of RM3,000 for not having the required documents than to pay the thousands of ringgit needed to renew them. The lawyer was speaking on the Road Transport Department's (RTD) Ops Luxury 2025, which has so far seized 53 luxury vehicles without road tax and insurance. "When I met the individual who has become an 'orang kena saman' (OKS), I asked why they came to court, and the answer was to pay a fine on road tax and insurance," Muhammad Hasif told Berita Harian. "The person explained that it was better to pay the RM300 fine, as it was cheaper and more worthwhile compared to paying over RM5,000 for road tax and more than RM10,000 for insurance for his continental car." The individual, who does not drive the car daily but uses it for product promotions, said that to get road tax, he must first get insurance. "If he just continues driving without road tax and insurance and gets fined, the maximum is only RM300. It's more worth it," Muhammad Hasif said. The lawyer added that this attitude not only breaks the law but also endangers other people's lives. "If he were to get into an accident and hit a member of the public while having no vehicle insurance coverage, the victim or their family would not be able to make any claims," he said. "In the end, they would have to bear all court and medical costs themselves." Muhammad Hasif said that once a victim's family is involved in a serious accident or death due to a driver's negligence, they will face a complicated and costly legal process. "Legal costs can reach up to RM10,000 to RM40,000, excluding medical and other court costs," he said. "In fact, even if they win the case, there's no guarantee they will receive the compensation money." He added that if the defendant has no insurance, the plaintiff would then have to file bankruptcy proceedings to enforce the court's decision, which would also cost thousands of ringgit.

Economy Ministry: 13MP amendments deliberate, not sudden
KUALA LUMPUR: Amendments to the draft of the 13th Malaysia Plan (13MP) were not sudden, but a deliberate effort to align it with the Madani Economy framework, the Economy Ministry said. In a written parliamentary reply, the ministry said the changes were to ensure the five-year development plan reflected the government's goals in a comprehensive and inclusive manner. "These changes are not abrupt or reactive, but rather to ensure the 13MP is fully aligned with the aspirations of the Madani Economy, which is the main framework of national development," the ministry said. The ministry was responding to a question from Datuk Seri Ronald Kiandee, the member of parliament for Beluran, who had questioned whether drastic policy changes had necessitated last-minute amendments to the 13MP. The ministry added that the blueprint was prepared based on extensive engagement sessions with relevant stakeholders that started in October 2024. The sessions involved ministries, federal departments and agencies, state governments, academics, industry players, non-governmental organisations and civil society organisations, it said. The restructuring and alignment process ensured all feedback and recommendations were integrated into the document in line with the government's core policies, the ministry said. "This is to ensure that the 13MP remains accurate, thoroughly planned, and can be implemented effectively and immediately by the ministries and implementing agencies after the tabling on July 31." On June 27, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar announced that Finance Minister II Datuk Seri Amir Hamzah Azizan would assume the duties and functions of the economy minister with immediate effect following the resignation of Rafizi Ramli. Amir Hamzah's primary responsibility is to revise and reformulate the contents of the 13MP, taking into account additional input submitted by ministries and views from the cabinet.
