"This Durga Puja, people of Bengal will receive a big gift in the form of a full-length, signal-free Kalyani Expressway," Bidhan Biswas, chairman of North Dum Dum Municipality, told TOI. According to officials of the public works department (PWD), the expressway— one of the state's largest projects in recent times being executed at Rs 2,500 crore — is nearing completion, with the work being scheduled to wrap up by Aug-end.
Once operational, the travel time between Kolkata and Kalyani AIIMS (approximately 43 km) is expected to drop to just 45 minutes from two-and-a-half hours at present.
"The expressway also serves as a crucial bypass, steering clear of congestion-prone areas, like Barasat. It offers quicker access to the airport from districts, such as Nadia, Howrah, Hooghly and Burdwan," the official said.
The Kalyani Expressway, featuring four to six lanes and toll booths, will now integrate with the 16-km Belgharia Expressway, a high-speed corridor connecting Dakshineswar with the airport.
The expressway's revamped infrastructure includes elevated corridors and six-lane underpasses at major intersections, eliminating traffic signals along the entire stretch from Belgharia to Baro Jagulia via Kampa More near Kanchrapara.
A senior engineer from PWD said a 3.8-km stretch between the Belgharia and Kalyani Expressway was already complete. Kalyani and Belgharia expressways meet at a point between Mathkal and Sukantapally in North Dum Dum, known locally as the "Zero Point".

To avoid congestion at this junction, the state govt is constructing a 1.3-km elevated corridor above the Zero Point crossing, allowing uninterrupted flow of both Dakshineswar- and airport-bound traffic. The flyover is expected to descend near the Nimta crossing in North Dum Dum.

Visa-on-arrival is must to revive tourism: MLAs
How to legally switch from a visit visa to a work visa in the UAE in 2025/ Image: File Porvorim: The House witnessed heated discussions on tourism demands as MLAs urged govt to implement long-pending reforms, with the visa-on-arrival facility emerging as the primary demand for attracting high-spending international tourists. MLAs questioned the absence of visa-on-arrival services at both Dabolim and Mopa airports, despite assurances given before the latter became operational. 'European tourists particularly, should get this facility as it will attract high-spending tourists,' said Calangute MLA Michael Lobo. Quepem MLA Altone D'Costa also made a strong pitch for the facility. 'Both the engines are yours. Tell Centre of the need for the visa-on-arrival facility to promote tourism,' he said. Lobo criticised the non-implementation of the tourism master plan, which he said consumed Rs 5 crore and three years of preparation before its completion in 2016. He also said that removing illegal touts, guides, and other unlawful activities from beaches was essential for attracting quality tourists. Poriem MLA Deviya Rane advocated for declaring the Ghodemoddni festival of Sattari as a state festival, as well as for promoting wellness and medical tourism. She stressed the necessity of direct international flights from Goa to elevate beach, medical, and spiritual tourism 'to the next level.'

Chandigarh: Heritage committee clears PGIMER-Sarangpur flyover proposal
The Chandigarh Heritage Conservation Committee (CHCC) has granted clearance for the proposed flyover on the stretch between the PGIMER and Sarangpur. The proposed four-lane structure will have a carriageway width of 17.5 metres and an overall width of 19.1 metres. The estimated cost of the project is around Rs 90 crore. An official confirmed that the committee recently approved the plan during a meeting. The next phase of the project will begin after the formal minutes are received. The flyover aims to ease regular traffic snarls, especially during peak hours, on the busy route connecting the PGIMER with the Botanical Garden in Sarangpur. The UT Road Safety Committee had earlier flagged this stretch as a major congestion zone and recommended urgent intervention. It identified five major traffic choke points in Chandigarh, with the road leading to Khuda Lahora and Khuda Jassu being the most problematic. These areas face regular traffic jams due to a lack of footpaths, encroachments, school-related vehicle parking, poor drainage, and erratic stopping of auto-rickshaws. Unregulated U-turns further worsen the situation. To address these issues, the committee suggested multiple corrective measures. These include constructing a flyover from near Khuda Jassu bridge to the Botanical Garden, shifting the school boundary wall to create footpaths, removing illegal encroachments, and widening the road to 200 feet towards Mullanpur. The flyover project, initially conceived in 2020, had been put on hold due to the pandemic. Once complete, the flyover will provide signal-free movement for commuters travelling towards New Chandigarh and Baddi in Himachal Pradesh and will also benefit the upcoming institutional and residential developments in Sarangpur, including the planned PGIMER extension campus. Before construction begins, necessary environmental and design approvals will be obtained, an official said.

A new platform -- Him Access HRTC system -- has also been introduced to allow more than 9000 employees to access their personal and salary details online. To strengthen infrastructure, Rs 7 crore will be spent on the repair and maintenance of bus stands across the state. CCTV cameras will be installed at all terminals, and a modern bus stand will be constructed at Mandi Bharari in Bilaspur district. Directions have also been issued to expedite the setting up of e-charging stations at bus stands and workshops to support electric buses in the fleet. The deputy chief minister said, "To attract more tourists and increase revenue, Tourist Day Circuits will be introduced connecting major religious and tourist destinations around Shimla." The Board also approved new revenue measures such as implementing an advertisement policy for HRTC tickets, website and mobile app, and piloting the operation of retail fuel outlets at two to three locations using HRTC fuel pumps. A 'Dhaba policy' will also be introduced to empanel eateries along bus routes, with an emphasis on hygiene and commuter convenience. On staff welfare, the Board approved a change in HRTC staff uniform colour from grey to khaki, in line with demands from employee unions. Due to delays in the tendering process, a cash allowance will be provided in place of one set of uniforms, and procurement will be completed within a month. It was also decided to establish Automated Testing Stations under the public-private partnership (PPP) mode to ensure thorough checking of HRTC buses and generate additional revenue.
