Guinea-Bissau deepens national commitment to the Women, Peace, and Security agenda through Economic Community of West African States (ECOWAS)-led in-country Continental Results Framework (CRF) capacity building workshop
This initiative is part of ECOWAS's ongoing efforts to strengthen national accountability mechanisms and data systems, in support of United Nations Security Council Resolution 1325 and related resolutions. It is implemented with the technical and financial support of the ECOWAS Peace, Security and Governance Project (EPSG), co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and carried out with the support of GIZ.
In her opening speech, Her Excellency Maria Inácia Có Mendes Sanhá, Minister of Women, Family and Social Solidarity, underlined Guinea-Bissau's ongoing commitment to gender equality and women's empowerment in peace-building processes. She reaffirmed the government's support for the WPS Agenda, citing several national policies and legal frameworks, including the National Policy for Gender Equality and Equity (PNIEG), the Parity Law, as well as laws on gender-based violence and human trafficking.
Mrs. Cristina da Silva Pedreira, Director General of Regional Integration and Head of the ECOWAS National Unit at the Ministry of Economy, Planning and Regional Integration, welcomed the participants, stressing that the workshop offered a platform for adapting continental frameworks to the local level and strengthening the role of women in sustainable development and peacebuilding in Guinea-Bissau. She reaffirmed her ministry's commitment to supporting ECOWAS processes in national institutions.
Representing the ECOWAS Resident Representative, Her Excellency Ambassador Ngozi Ukaeje, Dr. Aishatu Morido Yanet praised the collaborative spirit that had animated the workshop and encouraged participants to take full advantage of the training to fill the data and coordination gaps, as highlighted in the first ECOWAS regional WPS report (2024). She stressed that the CRC is not just a technical tool, but an essential accountability mechanism ensuring the visibility and impact of women's contributions to peacebuilding.
On behalf of the ECOWAS Director of Humanitarian and Social Affairs, Dr. Sintiki Tarfa Ugbe, Mr. Olatunde Olayemi, Program Manager for the Social Dimensions of Human Trafficking, stressed the importance of the CRC in institutionalizing monitoring and reporting on the WPS. He pointed out that the Guinea-Bissau workshop is the ninth of its kind organized by ECOWAS, following similar initiatives in Côte d'Ivoire, Benin, Nigeria, Liberia, Gambia, Togo, Senegal and Ghana. 'Women and girls must be visible actors in peace and governance,' he said, adding that the CRC's simplified tool is a crucial step in ensuring evidence-based implementation and monitoring of national WPS commitments.
Speaking on behalf of the German government, Mr. Carsten Wille, Head of the Liaison Office of the German Embassy in Dakar and Guinea-Bissau, reaffirmed Germany's strong commitment to feminist development cooperation and inclusive peacebuilding. 'We are proud to support national actors through the EPSG project. Guinea-Bissau's adherence to this CRC training demonstrates its willingness to strengthen its institutional response to the gender dimensions of peace and security,' he asserted.
The workshop, led by Ms Tamwakat Elizabeth Golit, Integrated Expert on Women, Peace and Security for the EPSG Project at the ECOWAS Commission, and Ms Edineusa Lopes José da Cruz Figueiredo, President of the Institute for Women and Children, brought together over 35 participants from ministries, security institutions, civil society organizations, academia and the media. Through participatory exercises, group work and technical presentations, the workshop strengthened participants' ability to use the CRC tool and its complementary questionnaire, enabling better monitoring of WPS indicators in line with national and regional frameworks.
At the close of the workshop, five gender assessment reports were officially handed over to the Office of the ECOWAS Resident Representative in Guinea-Bissau and to the ECOWAS National Office. During the presentation of the reports, Ms. Tamwakat Elizabeth Golit, the EPSG Project's Integrated Gender Expert at the ECOWAS Commission, provided a summary of the main findings and practical recommendations for strengthening national coordination and policy responses. She stressed the importance of transparency and collective ownership, pointing out that the reports are now publicly available via the ECOWAS website, to serve as a resource for advocacy, research and evidence-based decision-making.
Participants hailed the workshop as a timely initiative and called for further training, institutionalization of the CRC in national monitoring systems, and enhanced collaboration between stakeholders. They also expressed their willingness to contribute to the next national WPS reporting cycle using the simplified CRC tool.
The workshop concluded with a strong call to action: to take the Women, Peace and Security Agenda beyond political declarations, towards concrete and measurable impacts for women and girls in Guinea-Bissau and West Africa.

Rebuilding Social Cohesion and Public Trust in West Africa: Banjul Hosts the Inaugural Sahel Governance Forum
The inaugural Sahel Governance Forum (FGS) opened on Wednesday 30 July 2025 in Banjul, the capital of The Gambia, at the Sir Dawda Kairaba Jawara International Conference Centre, on the theme 'Rebuilding social cohesion and public trust in the region,' in the presence of Gambian President H.E. Adama Barrow, H.E. Goodluck E. Jonathan, former President of Nigeria, H.E. Dioncounda Traoré, former interim President of Mali, and the President of the ECOWAS Commission, H.E. Omar Alieu Touray. At the opening ceremony, President Barrow said that this Forum is a vital step towards redefining governance in the region. 'The Gambia is proud to host this important forum and to ensure that the benefits of lasting peace and inclusive growth are available to all Sahelians,' he added. In his address on behalf of the ECOWAS institutions, ECOWAS Commission President H.E. Omar Alieu Touray thanked the host country, The Gambia, the United Nations Development Programme, the Goodluck Jonathan Foundation and the International Institute for Democracy and Electoral Assistance (IDEA International) for jointly organising this important forum on the Sahel. ' The Forum is taking place at a particularly crucial moment when the security and governance landscape of the Sahel is undergoing profound changes. By many counts this forum provides a unique opportunity to share perspectives, foster meaningful dialogue, and co-create solutions for advancing a renewed governance agenda that prioritizes social cohesion and public trust across the Sahel region, and beyond.' said President Touray. In his speech, he emphasised that 70 million ECOWAS citizens originate from the Sahelian states of Burkina Faso, Mali and Niger. Even after their official departure, ECOWAS continues to consider these three countries as part of the community. And there is strong evidence that the three countries share a similar sense of belonging to the West African community. That is why ECOWAS and the three countries have agreed that, despite their withdrawal from ECOWAS and until a new agreement is reached, the people of West Africa will continue to benefit from the achievements of regional integration over the past 50 years, particularly with regard to the free movement of people and goods in the region. In addition, the two parties have agreed to work towards establishing conditions that facilitate collaboration in the fight against terrorism. 'It is in this context that we eagerly await the results of this forum, which I am confident will include innovative strategies to strengthen social cohesion and relations between citizens and the state, as well as to advance governance through stronger democratic institutions that will promote accountability, discipline and the achievement of results,' ' added ECOWAS Commission President, H.E. Omar Alieu Touray. It should be noted that the Sahel Governance Forum aims to establish a high-level, multi-stakeholder platform to advance a governance approach that is both holistic and tailored to the realities of the Sahel, for the benefit of governments and populations. This forum, which brings together more than 200 political leaders, policy makers, representatives of civil society, youth and women's organisations, and development partners, is intended to be a unique space bringing together governments, political leaders, technical experts, community leaders and citizens, the private sector and international partners from the Sahel and beyond. It also aims to promote the sharing of experiences, the exchange of ideas, mutual learning, innovation in public policy, and the monitoring of commitments made to address governance challenges in the region. Regional Workshop on the Economic Community of West Africa States (ECOWAS) Fiscal Expenditure Methodology for Francophone and Lusophone States
The ECOWAS Commission, in collaboration with the World Bank, has launched a four-day regional workshop from the 28th to the 31st of July,2025 in Dakar, Senegal focused on strengthening the capacity of francophone and lusophone Member States to evaluate and manage tax expenditures. Speaking at the opening ceremony, the Representative of the Minister of Finance of Senegal, Mr. Issa Faye warmly welcomed delegates on behalf of the Government and people of Senegal. He emphasized the country's commitment to greater fiscal transparency and effective public resource management. ' Tax exemptions, if well-targeted, can be tools for growth and poverty reduction. However, their real impact must be rigorously measured ' he noted. Senegal's hosting of the event, he added, reflects its strong support for regional fiscal harmonization and cooperation. Mr. Rajiv Kumar, representing the World Bank, acknowledged the progress made by several ECOWAS Member States and encouraged greater transparency and systematic reporting. 'World Bank is pleased to partner with ECOWAS to deliver this important workshop that aims to strengthen the capacity of member states to manage the fiscal and economic impact of tax expenditures,' he stated. In her opening remarks, H.E. Ambassador Zelma Yollande Nobre Fassinou, ECOWAS Resident Representative to Senegal, emphasized the importance of the workshop and expressed gratitude to the Government of Senegal for its continued support for regional integration efforts. She highlighted that ' Tax expenditures,when not properly evaluated, can undermine domestic resource mobilization and limit the capacity of our governments to finance vital programs. ' Ambassador Fassinou emphasized that the workshop is not only a platform for technical learning but also an opportunity to strengthen partnerships and enhance collective governance in line with the 2023 ECOWAS Directive on Tax Expenditures. She further noted the importance of timely submission of tax expenditure reports by Member States, in alignment with the provisions of the Directive, as an important step towards improved transparency and accountability in fiscal policy across the region. Ambassador Fassinou also highlighted the workshop's aim to encourage open dialogue and peer exchange, noting that participants will present their national frameworks, challenges, and best practices. ' This workshop provides an ideal platform to deepen our shared understanding, align our methodologies, and enhance regional cooperation in managing fiscal incentives ' she said. The workshop features technical sessions, practical exercises, and country presentations aimed at improving governance, transparency and alignment of tax incentives with national development strategies. Participants include officials from finance ministries, tax administrations and regional and international partners. This workshop reinforces ECOWAS' commitment to strengthening national capacities and aligning fiscal practices with regional integration objectives.
