Southern councils suffer setback in partnership plan to deliver water services

The Clutha District Council is on track to partner with local councils to deliver water services - if updated figures still stack up - despite one backing out.
Councils have until early September to submit plans to the Department of Internal Affairs for delivering water services.
Four southern councils have worked towards a jointly owned, council-controlled organisation - the Southern Water Done Well model.
On Tuesday, the Waitaki District Council did a surprise u-turn, leaving the partnership and instead opting to manage its services inhouse for at least two years.
The remaining district councils - Gore, Central Otago and Clutha - have scrambled to work out what they would do, with all of them due to adopt their new water services delivery model within seven days of Waitaki's vote.
On Thursday, the Clutha District Council received quick modelling that suggested the councils involved would still garner reasonable savings by remaining with the partnership, but more detailed analysis was warranted.
Councillors faced two main options during their meeting:
They voted to stick with the partnership model, but the result was far from unanimous, and many voiced their reluctance, disappointment and frustrations with the process, the options and the short timeframe.
Others raised concerns about losing local control or voice over its water services, no longer having economy of scale now Waitaki had backed out or going against public opinion.
Almost 400 submissions were received, when the council went out for consultation, with more than three quarters supporting an inhouse approach.
Clutha District Mayor Bryan Cadogan said he would have preferred not to vote for any of the options on the table, as none of them provided the relief he wanted for ratepayers.
"There is no 'El Dorado' here," he said. "We're picking the best of some bad options.
"I've not only been frustrated, I have been sickened by the structure and the obscene timeframes that we've been shackled to. These are the cards we have been dealt."
New water rules had heaped pressure on them in recent years, particularly the number of rural water schemes that were now subject to drinking-water standards, Cadogan said.
"In five years, this beautiful council of ours has been dragged... unmercifully to about $100 million of debt and ungodly rate rises.
"That is the inhouse scenario. without the slight shielding umbrella that a [council-controlled organisation] gives and some of you say you want more of that. We can't take more."
Chief executive Steve Hill said the updated modelling suggested that councils could still save money and ratepayers would likely be financially better off, if they stayed with the partnership, but he acknowledged the savings would be lower with the Waitaki District Council's exit and more work was needed for more detailed figures.
The Department of Internal Affairs told councillors that its initial assessment suggested shifting to a three council collaboration was "likely to be OK", based on the work the councils had already done, but it could not give the same level of assurance or confidence, if they chose an inhouse model.
Council would be assessed on the plan received in September and councils could face intervention, if they did not submit a financially sustainable, longer-term plan, the department said.
If a Crown specialist was put in place, the council would lose control over its own destiny to deliver water services and would face more scrutiny over its finances, as the specialist would look at different funding avenues to develop a sustainable plan.
The aim is to have the updated analysis on the advantages and disadvantages of the jointly owned company ready for a Clutha District Council meeting early next month.

Candidate nominations for October's local body elections closed on Friday, revealing some electorates will go uncontested , with only one candidate entered. A last-minute uptick meant all councils would hold an election for at least some of their seats, after fears just 48 hours out that many would not hold one at all or trigger a by-election, due to a lack of candidates. Dr Grant Duncan said factors like low pay and an increasing level of abuse aimed at elected officials - particularly women - might have discouraged potential candidates. "What is the payoff? Because you're potentially going to be subject to abuse and quite a lot of pressure." He said it could also be influenced by a lack of public interest in local affairs, driven by a decline in local media. "We don't get those little, local suburban newspapers in our letterboxes anymore perhaps and so I think people are just following local affairs less carefully. That has a flow-on affect on people's interest in being candidates or to turn out to vote." A lack of candidates also meant voters were generally less engaged. "We're in a vicious cycle of a lack of local news, a lack of voter participation... and also a decline in candidates willing to put their names forward, and if we don't have all of those things working together, we have an inexorable decline in local democracy," Duncan said. "Five councillors have been elected unopposed already in the Lower Hutt local elections. Nobody is standing against them and the law doesn't provide for a 'no confidence' option, so they're automatically elected. "On top of this, all of the Eastbourne Community Board have been elected unopposed (five slots, five people). I have to say, I find this fairly remarkable and depressing." A shortage of candidates was not the case across the board. In Hamilton, former Labour MPs Sue Moroney and Jamie Strange will run among a field of 26 candidates in the Hamilton East ward alone, including former National MP Tim Macindoe, who was also standing for mayor. Sue Moroney and Jamie Strange will run against a field of 26 candidates , including former National MP Tim Macindoe, in the East Ward. Six seats available in each of Hamiltons East and West wards. Macindoe, an incumbent councillor, is also standing for mayor. Moroney left Parliament in 2017 and has been the chief executive of the Community Law centres for the past seven years. Strange, a former school music teacher and church minister, exited Parliament in 2023. In total there were 51 candidates vying for a place on the council, including 12 for mayor. Waitaki has a new logo, and so does the Waitaki District Council, after the council approved both for use on Tuesday. The new logos, (one for the WDC as an organisation and one as a district brand) are part of the new branding and strategy developed in-house by the council's communications and engagement team, with input from elected members and staff, and shaped by community feedback gathered through consultations, surveys and the Waitaki Story project. "One of our transformation ambitions is to communicate with and engage our community better in the work we do on their behalf. This is a strategy for all of us — council staff, elected members and our community," chief executive Alex Parmley said. "This is about more than a logo or a plan. It's about how we show up as a council delivering the best for our community — more open, more accessible and more connected to the people we serve. "Now is the right time for this shift. Our district is growing and changing, and so must the way we engage and communicate as a council. Waitaki Mayor Gary Kircher said he was proud of the "thoughtful and collaborative" approach taken to develop the strategy and logo. "The previous council brand has carried us through many significant chapters in our district's story. As Waitaki continues to grow and evolve, it's now time for a refreshed look that better reflects who we are today and where we're heading." The new WDC brand is a stylised version of the previous one, incorporating themes of Whitestone architecture, koru, the region's agricultural links and the deferent threads that "bind our community together", WDC statements say. The district logo is a stylised W. Last year, a proposed brand logo for the Waitaki district was dropped after its similarity to the logo of wool company Woolchemy was noticed. This week, the Oamaru Mail noticed the newly-adopted stylised W logo, had a striking similarity to another river-based entity, London Weekend Television, in particular its 1972 stylised logo (pictured). However, there is little chance of anyone from the UK objecting, LWT dissolved in 2002.
