2 years on, NHAI steps in to carry out repair of sewer after cave-ins on Sohna highway

Time of India2 days ago
Gurgaon: A day after a portion of Sohna highway caved in near SD Adarsh Public School, NHAI on Tuesday said it is planning taking up the rehabilitation of the master sewer line — after being locked in a blame game.
The cave-in on Monday was the fifth such incident over the last two years due to the damaged sewer line.
This comes after nearly two years of inaction and repeated back-and-forth between GMDA and the highway authority even as commuters have been suffering. In 2022, the sewer line was officially handed over to GMDA once the Sohna highway project was completed. However, since Dec 2023, repeated sinkholes developed along the same stretch.
A senior NHAI official said, "We have been pursuing GMDA for over a year now to carry out the rehabilitation of the sewer line, but the work hasn't started. Now they are raking up an old estimate from before GMDA was even formed. But given the repeated collapses, we are deliberating to take up the work ourselves as per GMDA's specifications. We will soon request their formal consent."

GMDA, which earlier floated a tender to carry out the sewer repairs using cured-in-place pipe (CIPP) technology, is now saying the responsibility lies with NHAI.
The CIPP technique involves inserting a flexible liner into the damaged pipe, which is then cured to form a new, seamless pipe within the old one, effectively sealing any leaks and restoring structural integrity without the need for excavation.
The sewer line rehabilitation was originally proposed in 2017, before the Sohna highway project began. At the time, HUDA — now Haryana Shehri Vikas Pradhikaran — drew up an estimate of Rs 28.75 crore for the rehabilitation of the 1800mm sewer line using CIPP technology, the laying of a 900mm line from Subhash Chowk towards Sector 48, and the strengthening of manholes.

Maa Mangala Temple committee preserves traditions during festival

1 2 Bhubaneswar: Just 2 km from Sri Jagannath Temple, the Maa Mangala Temple in Sailashree Vihar stands as a beacon of devotion and tradition. This sacred site transforms into the Sri Gundicha Temple during the annual Rath Yatra, hosting the revered holy trinity for nine days before their return journey to their sanctum sanctorum on the day of Bahuda Yatra. The Maa Mangala Temple Committee, a dedicated group of devotees, meets all expenses during the deities' stay. "The committee members play a significant role in ensuring all the rituals are followed meticulously at the temple," said Gopal Patnaik, secretary of Sri Jagannath Trust. Their commitment to preserving the sanctity and spirit of the festival is evident in the vibrant 'bhajan sandhyas' they organise every evening. These devotional gatherings see a large turnout, predominantly women, who come together to sing praises and immerse themselves in the divine atmosphere. In addition to spiritual nourishment, the committee ensures that physical sustenance is provided to all who visit the temple to have a glimpse of the deities. Every day, they prepare and serve 'bhoga', a sacred offering, to 400 devotees. The menu, a delightful array of traditional Odia dishes, includes 'arna', 'dalma', 'khiri' and 'khata', each prepared with love and devotion. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Tinnitus: what this grandson discovered will surprise you Hearing Magazine Undo The temple priests, led by chief priest K C Panda, play a crucial role in maintaining the religious rigour of the festival. They meticulously perform all rituals, from Banaka Lagi to Adapa Abhada Bhoga, ensuring that every aspect of the deities' stay is conducted with precision and reverence. "From Bhoga Mandap Puja to Jatrangi Mahasnana, we try to replicate all rituals at our temple, which are performed at the Sri Gundicha Temple in Puri. Devotees came in large numbers from the nearby areas to the temple through these nine days," said Panda, the chief priest. The location of the Maa Mangala Temple at Sailashree Vihar adds another layer of significance to its role as the Sri Gundicha Temple. Uniquely positioned, it mirrors the spiritual journey of the deities in Puri. On the return journey, the deities make a symbolic stop at the Maa Tarini Temple, akin to the Maushi Maa Temple in Puri, where they partake their favourite 'poda pitha', a traditional baked delicacy. This harmonious blend of devotion, tradition, and community brings unity among the devotees. As the lords prepare to return to their abode, the temple stands as a testament to the enduring faith and dedication of those who keep these age-old traditions alive, ensuring that the divine presence continues to bless the land and its people.

‘Lack of announcements a deficiency in service': Railways told to pay Rs 7,000 to family that missed train

Ghaziabad: The district consumer forum has ruled that failure to provide proper information on train schedule through public announcements constitutes a "deficiency of service" under the Consumer Protection Act. The consumer commission made this observation while ordering the Ghaziabad railway station authorities and senior officials at Northern Railways to pay Rs 7,000 as compensation to a family that missed their train due to inadequate announcements. On Feb 29 last year, Muradnagar resident Anubhav Prajapati, along with his wife Priyanka and two children, missed the Chhattisgarh Express to Jhansi. The family had arrived at Ghaziabad railway station well before the train's scheduled departure at 3.20am and waited in the first-class lounge. After an announcement about a 40-minute delay, they moved to platform 3 at 3.25am. However, they found Ayodhya Express stationed there for over 45 minutes. As the clock ticked, there was no further announcement about their train. Railway authorities, who failed to furnish a written explanation, made an oral representation at the forum through their counsel. They argued that they could have allowed a ticket refund, but could not as the train wasn't running more than three hours behind schedule — a prerequisite for refunds under railway policy. The commission agreed while refund couldn't be granted on technical grounds, the railway's failure to make proper announcements to inform the family about the arrival of the train and its departure warranted compensation. "Since no evidence on the part of the railways has been presented on record to claim that there was a proper announcement, the commission treats this as a deficiency of service that resulted in missing the train and caused mental harassment to the passenger," the June 23 order stated. The commission asked the station superintendent, station master, divisional railway manager, and general manager of Northern Railway to pay the compensation within 45 days of the order.

Intermediate aspirants yet to get enrolled in Plus 2 schools

Ranchi: Thousands of students in the state, who have passed their matriculation exam this year, are staring at an uncertain future as the admission process to intermediate courses across 42 affiliated colleges in Jharkhand remain stalled. Over 27,000 such students are now facing the heat as the state school education and literacy department's directive to shift them to the nearest Plus Two schools or inter colleges is yet to be implemented. The crisis stemmed from the National Education Policy (NEP) directives to discontinue intermediate education in Classes XI and XII in degree colleges from the academic session 2024. Students who were admitted to Class XI in these colleges earlier this year were to be relocated to appropriate institutions within a five-kilometre radius. However, the shifting process has not yet commenced, severely impacting the continuity of their education. The Jharkhand Academic Council (JAC) announced that intermediate examinations will be held in February 2026. With just seven months remaining, the lack of regular classes and structured learning poses makes the chances of performing well difficult, students said. Many of these students have not attended a single class for Class XII, and uncertainty looms over their registration process and new school placements. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Bowels: A Simple Trick To Empty Them Completely Gut Solution Get Offer Undo Tanishka Kumari, a student, said, "It's already July, and we haven't even started our Class 12 classes. We don't even know where we'll be registered or which school we'll attend. This uncertainty is affecting our confidence and future plans." As per norms, all 27,000 affected students will require a fresh registration number in Class XII, separate from what was issued in Class XI. An official of JAC said, "JAC plans to collect district-wise data on where each student has been relocated, along with their previous roll codes and numbers. It's internal work." Adding to their anxiety is confusion regarding the validity of their academic records. Students are unsure whether the Class XI results issued by their former colleges will be compatible with the evaluation process in schools they have yet to be enrolled in. "The students have already lost crucial months. The govt must expedite seat allotments and ensure adequate teaching support in the schools where they are to be enrolled," said an education officer requesting anonymity. The department has also issued directives regarding seat allotment for admissions in inter colleges with establishment permission and permanent approval for the academic session 2025–27. Colleges with establishment permission are permitted 128 seats per faculty, while permanently approved colleges are allotted 512 seats per faculty. "Admissions beyond these limits will not be registered by JAC, and principals will bear full responsibility for such violations. All student data must be uploaded on the U-DISE+ portal. No representation for over-admission or registration without Council approval will be entertained." Additionally, students of the 2024–26 batch from affiliated colleges must be enrolled in nearby govt or upgraded +2 high schools, or in eligible inter colleges within a 5-kilometre radius. "Requests for additional seats must be routed through district education officer for JAC's consideration. Previous orders allowing excess admissions now stand cancelled," the letter said. Education minister, Ramdas Soren, said, "We are working on the process and will ensure that every child gets admitted. The admission procedure is underway, and department is handling it with priority."
