
Greater Bengaluru Authority Comes into Force from May 15; CM to Head the New Administrative Body
As per the provisions of the newly enacted Karnataka Act No. 36 of 2025, the State Government has officially notified the enforcement of all clauses and sub-clauses of the Greater Bengaluru Governance Act starting Thursday. The Chief Minister of Karnataka will serve as the Chairperson of the Authority, while the Deputy Chief Minister will assume the role of Vice Chairperson. Senior IAS officer Tushar Girinath, currently the BBMP Chief Commissioner, will take charge as the Chief Executive Officer of the new Authority.
This transition follows the elevation of BBMP's administrative structure in recent years. After the formation of BBMP in 2007, its commissioner was designated as Chief Commissioner—a move now culminating in a more centralised metropolitan governance model under GBA.
The Greater Bengaluru Governance Bill was passed in the Karnataka Legislative Assembly on March 13, 2025, and forwarded to the Governor for assent on March 17. However, the bill encountered resistance from civil society groups and political parties. The Bengaluru Town Hall Forum and several BJP leaders had petitioned the Governor, arguing that the bill violated the 74th Constitutional Amendment and could lead to complications similar to those witnessed during the restructuring of the Delhi Municipal Corporation.
Responding to these concerns, the Governor initially returned the bill on March 25, seeking clarification on several key provisions. The State Government subsequently addressed the Governor's concerns, following which the Governor granted assent on April 24, 2025.
Officials familiar with the development say the new authority aims to streamline governance, enhance accountability, and address Bengaluru's complex urban challenges more effectively, including infrastructure development, traffic management, waste disposal, and urban planning.

Another petition in Karnataka HC challenges legality of Greater Bengaluru Governance Act
In the second such petition before the Karnataka High Court, a group of Bengaluru residents, including filmmaker T S Nagabharana, on Monday challenged the legality of the Greater Bengaluru Governance Act, as per which the Bruhat Bengaluru Mahanagara Palike (BBMP) will be reorganised into five corporations – central, east, north, south, and west. A bench consisting of Chief Justice Vibhu Bakhru and Justice C M Joshi issued a notice for the state to respond to the petition, which prays for several provisions of the Greater Bengaluru Governance Act to be declared ultra vires to the 74th amendment of the Constitution. The 74th amendment primarily deals with the powers and finances of municipal bodies. In the interim, the petition also calls for the operation of the legislation to be stayed and for the BBMP elections to be held within three months. The petitioners argued that this was an attempt by the state to take over local bodies despite the absence of elections. The Citizens Action Forum has also moved the high court in the matter, arguing that sections of the Act encourage the centralisation of powers in the hands of the State Government at the expense of local self-governance 'in the garb of the Greater Bengaluru Authority and Assembly Constituency-level Consultative and Coordination Committee'. Among many other issues, the Citizens Action Forum's petition raises the concern of elected members becoming a minority. 'The only members elected at the municipal level would be the Mayors of the City Corporations who would in any case not be more than 7 in number. The elected members of the municipal government who form a part of the GBA would therefore be a numerical minority….. It is also pertinent to note that even the members of State Government and non-elected parastatal heads and bureaucrats have been given voting rights in the GBA. Therefore, the elected municipal leaders would form a minority proportion in votes held by the GBA,' the petition reads. Each of the five new corporations will have Assembly constituencies and wards within them, as per a draft notification.

Assam On the Brink Of Drought-Like Situation Due To Rain Deficit
Guwahati: Twenty seven districts of Assam are facing drought like situation due to rainfall deficit in this year. The worst hit areas are Kamrup Metro, Kamrup, Dhubri, Nalbari, Barpeta, Bongaigaon and Darrang; have rainfall deficit between 60 to 80 percent. Farmers are in complete distress as they cannot plant their paddy seedlings due to the severe lack of water in the fields. "We are in the middle of the paddy sowing season, and our farmers are helpless. The irrigation systems that should be supporting them are defunct, and the government seems indifferent to their plight," AASU Dibrugarh town unit president Tanuj Haloi said. According to government sources Assam Agriculture Department's preliminary assessment has revealed that 14 districts in Assam fall under the "high deficit rainfall" category, while 13 others are experiencing "deficit" conditions, prompting the State Government to initiate urgent measures to tackle the drought-like situation prevailing across the State' sources added. In a monthly review meeting chaired by Dr Ravi Kota, the Chief Secretary, on Saturday, attended by District Commissioners (DCs) and senior secretaries, the government directed the District Commissioners to identify and demarcate impacted areas. Assam Agriculture Minister Atul Bora is himself monitoring the worst hit areas. Leader of the Opposition Debabrata Saikia urged Governor Lakshman Prasad Acharya to extend the declaration to 16 more districts, warning of a deepening agrarian crisis across the state. Meanwhile, the cabinet approved the issuance of concurrence for financial sanction of Rs 342 crore for the implementation of 'Mukhya Mantri Eti Koli Duti Paat' (Assam Tea Garden Workers' Financial Assistance Scheme-2025) flagship scheme.

Complete tender process for supply eggs to residential schools; stay there for at least a day a week: Telangana Ministers to Collectors
Telangana district collectors were directed to stay at residential schools for at least a day in a week to check the maintenance of the amenities. They were asked to complete the tender process for supply of eggs at the earliest. Ministers Ponguleti Srinivas Reddy, Ponnam Prabhakar, Konda Surekha and Adluri Lakshman Kumar held a video conference with the collectors on Tuesday (July 22, 2025). They reviewed the implementation of Indiramma Indlu, Bhu Bharati, basic amenities in residential schools, Mahalakshmi scheme and other programmes. The Ministers were particular that there was no compromise in the quality of food that was being supplied to students of residential schools. Officials concerned should regularly conduct inspections on the amenities in these institutions to get first hand information. Chief Secretary K. Ramakrishna Rao instructed the collectors to further improve the quality of food in line with the hike in the diet charges effected by the government. In addition, they should ensure that basic amenities were provided in all these schools to not give scope for any complaints and avoid inconvenience to the boarders. Steps should be taken to ensure sanitation in the institutions as well as protection of the green cover, and convene meetings with the parents committees once in a month. They have directed collectors to play a proactive role in ensuring that the benefits of the flagship schemes launched in the State effectively reached the beneficiaries at the grass root level. About the Indiramma houses, collectors were directed to take steps to see that all eligible families were covered under the scheme and efforts should be made to expeditiously complete the construction of these houses. Steps should be taken to see that there was no shortage of sand required for the construction of Indiramma houses. It was the responsibility of the district administration to ensure that beneficiaries were not put to difficulties in transporting the sand. The State Government had decided to review the progress of Indiramma houses once a week through video conference, the Ministers said directing the districts' administration to resolve the complaints registered through Bhu Bharati speedily.
