Hamieh: Reconstruction is a national duty, damage assessment needed

NNA - Caretaker Minister of Public Works and Transportation, Dr. Ali Hamieh, on Friday stressed that rebuilding areas damaged by Israeli aggression is a national responsibility.
Hamieh called for a comprehensive damage assessment, covering both residential and non-residential areas, using the same criteria set for aid distribution.
"We have finalized the aid assessment mechanism for damaged buildings, which should be the first item on the new Cabinet's agenda," he said, dismissing concerns of internal obstruction.
Hamieh emphasized full transparency in cooperation with the World Bank, viewing it as a key step in restoring international trust.

Barrack himself had said that he was very satisfied by the response of Lebanon's authorities to a U.S. request to disarm Hezbollah and implement reforms, although he warned Lebanon risks being left behind as change sweeps other countries in the region. Lebanese leaders who took office in the aftermath of more than a year of hostilities between Israel and Hezbollah have vowed a state monopoly on bearing arms, while demanding Israel comply with a November ceasefire. Israel has warned it will continue to strike until Hezbollah has been disarmed, while the group's leader Sheikh Naim Qassem has said that Hezbollah would not surrender or lay down its weapons in response to Israeli threats. "It's thoughtful, it's considered. We're creating a go-forward plan," Barrack said last Monday about Lebanon's response. "Now what it takes is a... thrust to the details, which we're going to do. We're both committed to get to the details and get a resolution," he said, adding: "I'm very, very hopeful." Hezbollah was heavily weakened in the latest conflict, with Israel battering the group's arsenal of missiles and rockets and killing senior commanders including longtime chief Sayyed Hassan Nasrallah. The presidency said on X that President Joseph Aoun handed Barrack "ideas for a comprehensive solution." Parliament Speaker Nabih Berri, a Hezbollah ally, said his own meeting with Barrack was constructive and "considered Lebanon's interest and sovereignty... and the demands of Hezbollah." Barrack said that Hezbollah "needs to see that there's a future for them, that that road is not harnessed just solely against them." A Lebanese official told AFP that earlier this month, Beirut had submitted an initial response to Washington, which requested modifications, then officials worked through the weekend prior to Barrack's visit to develop the final version. Under the ceasefire, Hezbollah was to pull its fighters back north of the Litani river, some 30 kilometers (20 miles) from the Israeli frontier. Israel was to withdraw its troops from Lebanon, but has kept them deployed in five areas that it deemed strategic. Lebanese authorities say they have been dismantling Hezbollah's military infrastructure in the south near the Israeli border. Hezbollah's Qassem said that Israel needed to abide by the ceasefire agreement, "withdraw from the occupied territories, stop its aggression... release the prisoners" detained during last year's war, and that reconstruction in Lebanon must begin. Only then "will we be ready for the second stage, which is to discuss the national security and defence strategy" which includes the issue of the group's disarmament, he added.

By Amal Shehadeh What was once considered improbable now seems inevitable: an official agreement between Israel and Syria is reportedly nearing conclusion. The once-theoretical question of whether a deal could be struck has now shifted to when it will be signed. Unprecedented optimism is emerging from Israeli sources following the first round of talks held in Azerbaijan between high-level security delegations from both nations. The Israeli team, composed of senior military officers, intelligence officials, and representatives from the Prime Minister's office, sat across from a Syrian delegation led by key security figures. Discussions centered on a proposed Israeli withdrawal from areas of southern Syria that were occupied following the collapse of Bashar al-Assad's regime. These negotiations are seen as a precursor to a formal diplomatic meeting, expected to take place in Brussels, between Israeli Foreign Minister Gideon Sa'ar and his Syrian counterpart Asaad al-Shaibani. According to Israeli insiders familiar with the talks in Azerbaijan, a draft of a security agreement is already prepared. The Israeli side reportedly presented its vision for a phased withdrawal while insisting on the creation of a buffer zone starting from the 1974 disengagement line. The size and extent of this buffer zone remain under negotiation, with Israel citing security concerns and the need to prevent infiltration by hostile elements. The most significant component of the emerging agreement is reportedly the establishment of joint border security coordination between the two countries. Despite the breakthrough in negotiations, Israel has made clear that it will not relinquish the Golan Heights, which it captured in 1967. Instead, Israeli officials are said to be positioning the territory as a stabilizing asset in support of Syria's new leadership under President Ahmed al-Sharaa. Sources close to the talks suggest that much of the groundwork for the current progress was laid even before al-Sharaa assumed power in Damascus. According to reports, an understanding was reached among the key international stakeholders in Syria—including Russia, Turkey, the United States, and Israel—that the smooth transfer of power to al-Sharaa would be contingent upon his willingness to pursue an agreement with Israel. On the military front, separate meetings are believed to have taken place in recent months in the Israeli-occupied Golan Heights between Israeli officers and Syrian officials. These back-channel discussions reportedly involved Ahmad al-Dallati, who is currently leading the Syrian delegation in Azerbaijan. ( LBC)
