Bihar government set up cell to maintain data bank of Supari killers
Talking to reporters at police headquarters in Patna, Additional Director General (ADG) (Headquarters) Kundan Krishnan said that it has been witnessed that some of the youths have been found indulging in contract killers for money.
'A new cell has been constituted to keep a tab on contract killers. A data bank of these contract killers will be maintained to check their activities in future,' Mr. Krishnan said.
He added that a 'dossier' will be prepared of each contract killer and the cell will keep their physical description, photograph, along with their name, address and other details so that their movement can be tracked even after coming out of jail.
Even police personnel in districts have been asked to keep a tab on such contract killers.
'Police have identified 1290 persons who have acquired proceeds of crime and their assets will be seized soon,'Mr. Krishnan said.
He also informed that the state police have also sent its proposal for starting Fast Track Courts (FTCs) to ensure speedy trial to achieve conviction in heinous crime cases.
Mr. Krishnan pointed out that the Narcotics Cell under STF is already functional but to strengthen it further, police are planning to set up a separate 'narcotics & prohibition division' for which a proposal will be sent to the state cabinet.
He stressed that the move would help in taming the problem of opium, heroin, smack and other psychotropic substances being used by the youths of the state.
Talking about murders that took place recently in the state, Krishnan said that the statistics does not suggest that the average crime graph has witnessed an increase.
'This is an election year and a narrative is being built through misinformation and disinformation. No one should try to demoralise the police department as it has always identified and taken action against 'black sheep's,'Mr. Krishnan said.
Meanwhile, the Bihar Police also suspended a station house officer (SHO) for dereliction of duty in connection with the murder of Patna based industrialist Gopal Khemka.
The order of suspension of Gandhi Maidan Police Station SHO Rajesh Kumar was issued by Patna Inspector General (IG) Jitendra Rana.
Mr. Khemka was murdered on July 4 night outside his house under the jurisdiction of Gandhi Maidan police station which was 300 meters from the spot. Earlier relatives and family members of Mr. Khemka had alleged that the police had reached the spot after one and half hours of the incident after the shooter fled.
'When the incident took place, I had given the order to investigate the role of the local police and in the investigation the Patna SSP found that Gandhi Maidan SHO did not perform his duty. If there would be any more officers involved, action would be taken accordingly,' Mr. Rana said while speaking to the media.
In the case, police have already arrested the shooter Umesh Yadav and mastermind Ashok Sao who had given the Supuri (contract) of Rs 4 lakh to kill the industrialist who was also earlier associated with Bharatiya Janata Party (BJP).

He is also suspected to be involved in running a hawala racket through shell companies, the agency said, adding the accused used morphed photos showing him with the prime minister, the president, and other dignitaries to mislead people. Additional Director General of Police Amitabh Yash said the accused was running the bogus embassy from a rented house and projected himself as a consul or ambassador of non-existent countries such as West Arctica, Saborga, Poulvia, and Lodonia, and moved around in vehicles bearing fake diplomatic number plates. Interrogation revealed that the accused had associations with controversial godman Chandraswami and international arms dealer Adnan Khashoggi in the past. In 2011, Jain was booked in a case related to the recovery of an illegal satellite phone. Following his arrest on Tuesday, four vehicles bearing fake diplomatic number plates, 12 forged diplomatic passports of the so-called micronations, fake documents stamped with the seal of the Ministry of External Affairs, two forged PAN cards, 34 rubber stamps of various countries and companies and two fake press cards have been seized. The STF also recovered Rs 44.7 lakh in cash, foreign currency, documents related to multiple companies, and 18 fake diplomatic number plates. An FIR has been lodged at Kavi Nagar police station, and further proceedings are underway, the agency said.

Fabricated diplomatic identity, morphed photos, forged MEA credentials: How a man ran 'embassy' of Westarctica in Ghaziabad
In a quiet neighbourhood of Ghaziabad's Kavi Nagar, residents often saw luxury cars with diplomatic number plates pulling up to a nondescript two-storey house. However, most of them probably did not suspect that inside, a man claiming to be the 'ambassador' of Westarctica was running an elaborate con built on forged documents, fake embassies, and promises of international deals. On Monday, the Noida unit of the Uttar Pradesh Police Special Task Force (STF) raided the premises, and arrested Harsh Vardhan Jain. The 45-year-old had rented the house in KB-35 and converted it into what he claimed was the official embassy of Westarctica, an unrecognised micronation in Antarctica. He also presented himself as the diplomatic representative of other micronations, such as Seborga and Lodonia, as well as fictional countries like Poulvia. According to STF officials, Jain used this bizarre setup to pass himself off as a powerful global player, complete with a fabricated diplomatic identity, morphed photographs with high-ranking leaders, including prime ministers and presidents, and credentials that bore forged seals of the Ministry of External Affairs (MEA). 'He used the guise of diplomacy to influence businessmen, promise them access to international markets, and run a hawala network through shell companies,' the police said in its statement to the press. According to the police, his modus operandi was to create an aura of international legitimacy around himself. The fake embassy setup helped him appear credible while scamming people looking for foreign investment or work permits, the police said. The police also seized four vehicles with diplomatic number plates, 18 additional fake diplomatic plates, 12 forged diplomatic passports, forged documents bearing MEA seals, two fake PAN cards, 34 stamps of various countries and shell companies, two forged press cards, Rs 44.7 lakh in cash, foreign currency of multiple countries, and business documents linked to shell entities allegedly used for hawala operations. This is not Jain's first brush with law enforcement. In 2011, the Ghaziabad police booked him for the illegal possession of a satellite phone, a case still on record at the Kavi Nagar Police Station. Officers also said he has previously boasted of his connections with self-styled godman Chandraswami and international arms dealer Adnan Khashoggi, both now deceased. An FIR has been registered at Kavi Nagar police station, and further investigations are underway.
