Presidential council proposal a check on Muhyiddin's power, say analysts

PAS said yesterday that it had proposed the formation of a PN presidential council comprising the heads of the opposition pact's four components.
PETALING JAYA : PAS's proposal for a Perikatan Nasional (PN) presidential council is likely a calculated move to dilute the influence of coalition chairman Muhyiddin Yassin, say analysts.
Azmi Hassan of Akademi Nusantara said the proposal could have stemmed from PAS's dissatisfaction with the current power structure in PN, especially as the party holds the most parliamentary seats – 43 – in the coalition, surpassing Bersatu's 25.

'Presently, PAS has limited say because both the chairman and secretary-general positions are held by Bersatu. One strategy to reduce or 'water down' Bersatu's dominance is through the formation of a presidential council,' he told FMT.
'In such a council, all party leaders typically have an equal say, regardless of which party they represent.
'The formation of this council isn't about strengthening PN – it won't change much structurally – but it would give PAS the voice it deserves within the coalition,' Azmi added.
PAS said yesterday that it had proposed the formation of a PN presidential council comprising the heads of the opposition pact's four components.
PAS central committee member Khairil Nizam Khirudin said the council would oversee PN while an executive committee would take on the task of 'championing issues'.
He said the proposal was aimed at improving and bolstering PN's administrative structure, and that the Bersatu leadership was aware of the matter.
Besides PAS and Bersatu, PN also includes Gerakan and the Malaysian Indian People's Party.
Azmi said Muhyiddin was now facing pressure not only from within Bersatu but also from external quarters calling for his resignation as party president.
On Sunday, the Port Dickson Bersatu division unanimously approved a motion calling for a leadership change that would see Hamzah Zainudin take over from Muhyiddin in helming the party.
The motion, which did not explicitly suggest that Hamzah take over the party presidency, proposed that Muhyiddin be made an adviser and mentor.
Universiti Malaysia Sabah analyst Syahruddin Awang Ahmad said PAS's proposal was a strategic move that could shift PN's leadership dynamics.

He said the mission of the Islamic party was to ensure that decisions are made collectively and fairly, in line with the vision of inclusive and stable governance.
'If the presidential council is formed, it will certainly affect Muhyiddin's position,' Syahruddin said.
He said a key effect would be a limit of Muhyiddin's decision-making power, shifting the coalition towards a more balanced power-sharing model. As PN chairman, Muhyiddin currently wields significant authority over the coalition's direction and decisions.
'It would transform the role of chairman from a sole leader to more of a facilitator or chief coordinator.
'While Muhyiddin and Bersatu aim to maintain their dominance and return to government, PAS's proposal may force them to recalibrate that vision in light of a more genuine power-sharing arrangement,' he said.

In his speech at the division meeting, Zambry, who is also an Umno Supreme Council member, urged party members in Kelantan to continue strengthening their resolve and confidence in advancing the party's mission in the state. 'The spirit of relentless struggle must be upheld by all Umno members in Kelantan, as demonstrated during the Nenggiri by-election last year, which BN won. KUALA TERENGGANU, July 12 — Prime Minister Datuk Seri Anwar Ibrahim has asked the people of the state not to be influenced by baseless claims that the federal government is not doing any development for their welfare. He said in fact, a total of 445 programmes and projects with an allocation of RM1.836 billion have been approved in Terengganu under the Fifth Rolling Plan (RP5) Development Programmes/Projects of the 12th Malaysia Plan (MP12). He said this was an increase of RM239 million compared to last year, thus refuting claims by some quarters that no development was being done for the state. '..this is I announcing projects that are underway or have started to proceed. Sometimes it is slow (because we have to take into account) the issue of land acquisition, impact studies and suitability, but the approved (project) is RM1.836 billion. 'So if there are people giving talks in any village, claiming no projects, please explain the approved allocation of RM1.836 billion,' he said when speaking at the Closing Ceremony of the Terengganu Madani Rakyat (PMR) 2025 Programme at the Pasar Kedai Payang compound, here today. The Finance Minister said that among the important development projects currently underway for the people of Terengganu is the initiative to expand broadband internet coverage in districts such as Hulu Terengganu and Besut which will benefit more than 15,000 households. In addition, RM300 million has been allocated to upgrade the existing water distribution system which will increase piped water supply to 98 per cent by the end of this year. 'Then, RM2.243 billion has been allocated specifically for flood mitigation projects and estuary conservation and coastal erosion in Terengganu. 'I also discussed with the Menteri Besar that we (the federal and state governments) must find new technologies to prevent this erosion from continuing to occur so that preventive measures can be expedited,' he said. He said that all these are evidence of the commitment that the federal government also prioritises the people in this state regardless of the excessive accusations that do not benefit and result in continued tension between the state and federal governments. 'In this country, if there is cooperation and focus on important matters for the country, we will be safe but if we are still hanging around with negative campaigns, it will not help. For example, the accusation that we do not want to help the Malays or that the Islamic economy is currently challenged. '...but this is a programme, why did I choose Terengganu (as one of the locations for the event). Terengganu has more than 90 per cent Malays, but I didn't choose it because it's Malay alone, but because the state has recorded progress and excellence in education and other fields. 'So I hope we can listen but evaluate it well and don't make it an issue that doesn't benefit us,' he said. During the event, Anwar also witnessed the handover of a replica cheque for the allocation for road and slope maintenance on Terengganu's federal roads totalling RM158.6 million from the Ministry of Finance to the Ministry of Works. The three-day Terengganu PMR, which ends today, has become a strategic platform to unite the federal government, state governments, ministries, agencies and government-linked companies (GLCs) in delivering information, opportunities and services directly to the people. — Bernama

KUALA TERENGGANU, July 12 — The Ministry of Education (MOE) is leaving it to the authorities to investigate the recent incident involving a liquor auction within a school compound that went viral recently. Education Minister Fadhlina Sidek said the ministry will not compromise on any form of misconduct or violation of regulations involving educational institutions. 'We have handed the matter over to the relevant authorities for investigation. We will not tolerate any misconduct or breaches of the rules. Action will be taken,' she told reporters after officiating the closing ceremony of the Madani Rakyat Programme (PMR) 2025 in Terengganu today. She said investigations are ongoing, including into reports of a scuffle during the auction, and the Ministry will continue to monitor the case to ensure regulations are upheld and appropriate action is taken.
