Msunduzi councillors turn down public-private partnerships amid escalating water crisis

Councillors in the Msunduzi Municipality had voted against the idea of entering into public private partnerships (PPP) to address the water supply challenges during a council meeting on Wednesday.
Councillor Ross Strachan, Democratic Alliance Msunduzi Caucus Leader, said he had written to the KwaZulu-Natal Cooperative Governance and Traditional Affairs (CoGTA) and the Water and Sanitation to demand urgent intervention as the water crisis worsens in the municipality.
Strachan said residents in parts of Msunduzi endured nine days without any water supply. He was also concerned about the Msunduzi water department's 60% vacancy rate.
'For years, residents of Msunduzi have borne the brunt of a collapsing water supply system, riddled with neglect, mismanagement, and corruption. The current crisis underscores the complete breakdown of essential services,' he said.
Strachan said the DA had put forward a water rescue plan which includes the immediate ring-fencing of funds for urgent infrastructure upgrades, maintenance, and water supply capacity building. The plan also calls for transparency and accountability in the municipality's response mechanisms.

Sabelo Hlela, Msunduzi Municipality water and sanitation head, informed council that the Vulindlela area water problems will be resolved once a new scheme is commissioned by uMngeni-uThukela water. Hlela said the population has grown and the dynamics of the area have changed resulting in insufficient water supply. He said pipelines have been laid and the wait was on the completion of reservoirs.
'I know it is a daunting task but people who did not have water for eight years now have water. The challenge for us is to keep it and sustain it daily,' he said.
Hlela said the Northdale area, which did not have water for several days, will receive an upgraded and larger reservoir to meet demand. He warned that the municipality cannot build pipelines and reservoirs overnight and called for councillors to be patient.
'We are working on a plan to secure funding to fix ageing infrastructure in the municipality,' he said.
Nelisiwe Ngcobo, acting city manager, said the water department required long term solutions and resources. On staff shortages she said they have recruited three people in the water department recently. Ngcobo said they were making every effort to address water challenges.
Reinus Niemand, an African Christian Democratic Party councillor, said the municipality has allowed it under their watch through mismanagement and corruption to deteriorate to the extent that it is now a crisis.
'Areas have not received proper water reticulation for years are a fact. Water is one aspect where politics should be set aside and innovative ways found to address the situation. The administration has failed and it is time to take hands with the private sector and civil society to pave the way forward,' he said.
During the council meeting the majority of councillors voted against the PPP suggestion.

In a letter dated July 7, Trump said the move was 'necessary to correct the many years of South Africa's Tariff, and Non Tariff, Policies and Trade Barriers,' blaming Pretoria for what he called 'unsustainable Trade Deficits against the United States.' The supposed discrepancy is what sparked outrage among opposition leaders and taxpayers alike. In response to the claims, Ntuli's spokesperson, Lindelani Mbatha, defended the integrity of the trip, describing the allegations as 'malicious' and asserted that they were aimed at distorting the truth. According to Mbatha, the premier's trip was endorsed by the KwaZulu-Natal Provincial Executive Council, focused on participating in an urgent international conference on climate change. 'The premier remains focused on the urgent task of rebuilding public trust and ensuring that KwaZulu-Natal continues to move forward guided by transparency and accountability. The ANC provincial spokesperson Fanle Sibisi said that his party had noted the reports concerning the alleged R1 million expenditure by the Premier during his official trip to the US. Sibisi said there was a distinct difference when it came to benchmarking and fact-finding missions as standard practices for refining government policy approaches. 'While we understand the public's concern about the trip's cost, we believe it would be inappropriate to draw conclusions or take a stance on this matter without all relevant facts. "To this end, the ANC welcomed the fact that, following these reports, the circumstances surrounding this trip, including the costs, are being investigated by the Legislature's Ethics Committee. "We trust that, during its review, the ethics committee will also examine whether this trip adhered to the Ministerial Handbook and the requirements of the austerity measures. The Democratic Alliance (DA) has criticised the alleged quota system, denouncing it as both unethical and unlawful political interference. The party is calling on Gauteng Premier Panyaza Lesufi to urgently eliminate all revenue-driven policing targets and reinstate integrity within law enforcement. Michael Sun, DA spokesperson for Community Safety, said JMPD officers are being incentivised with overtime pay, turning law enforcement into a money-making exercise instead of focusing on public safety. This pushes JMPD officers to aggressively pursue fines instead of focusing on their duties, such as bylaw enforcement, traffic management, and crime prevention.' He added that these concerning claims align with the growing trend of JMPD conducting excessive and random roadblocks at busy intersections, not for public safety, but to boost fine collection. 'Many of these operations are non-compliant with the National Road Traffic Act and SAPS Standing Orders. By reclassifying illegal roadblocks as 'roadside checks', JMPD evades crucial legal requirements, including proper authorisation by a senior officer, clear signage, adequate warning to motorists, among others,' Sun added. Responding to the allegations, JMPD spokesperson Xolani Fihla dismissed the DA's claims as false, stating: 'The JMPD would like to emphasise that our enforcement operations are conducted with the primary goal of maintaining safety and order on the city's roads.' He added that issuing citations is a normal part of an officer's duty when motorists violate traffic laws, describing it as a necessary step to curb lawlessness and encourage responsible driving. However, he firmly denied the existence of any quota system, stating: 'There is no quota that officers are expected to meet.' Fihla reiterated that the department's main priority is promoting compliance with traffic regulations to enhance road safety, not to meet any set number of fines. 'The performance of our officers is measured by their overall effectiveness in creating a safer environment for the community, and one of the ways is to issue citations, not by a predetermined target for fines. The integrity of our operations is paramount, and all actions are taken in strict accordance with the law,' he added. Political analyst Kenneth Mokgatlhe expressed concern over the alleged political interference, saying if the claims are accurate, it represents 'political interference of the highest degree.' He added, 'Corrupt politicians who have looted public funds are now trying to fix their financial mess by targeting poor motorists. The City of Johannesburg (CoJ) financial crisis is well-documented, and they are definitely looking for a shortcut to solve their financial conundrum. Remember that the treasury is on their case regarding their wasteful expenditure.' Mokgatlhe criticised Gauteng Premier Panyaza Lesufi, saying he often creates the illusion of action through noise and public spectacle rather than genuinely addressing pressing issues. 'He's all talk and no action. What happened to the poorly performing Heads of Department in his province? Instead of firing them, he simply reshuffled them. 'The ANC leaders are soft when they deal with corruption, especially when members of their factions are involved. Lesufi will not do anything regarding the deteriorating situation at CoJ because he failed to address the crisis at Emfuleni.' He added. With allegations such as these levelled against JMPD, motorists might wonder how the AARTO demerit system will be applied fairly, without putting pressure on metro police officers to meet certain traffic fine targets. The AARTO rollout is scheduled to begin in December 2025, but the points demerit system will not come into effect until 1 September 2026.
