
Sabah launches Disaster Command Centre

Kota Kinabalu: Chief Minister Datuk Seri Hajiji Noor on Wednesday launched the State Disaster Command Centre (SDCC), the first such centre in Malaysia funded by the National Disaster Management Agency (Nadma). 'Developed jointly by the State Disaster Management Community and the National Disaster Management Agency (Nadma), the SDCC would ensure swifter and more coordinated actions in the event of a disaster,' said Hajiji at the opening ceremony of the SDCC at Menara Kinabalu. Located on the 4th Floor, Block A Menara Kinabalu, the SDCC will serve as an integrated platform to coordinate the actions of security and rescue agencies, NGOs and research bodies during disasters. The SDCC is equipped with the latest information and communication technology, including a video conferencing system and a comprehensive database for gathering and analysing disaster information. The RM750,000 centre took eight months to be completed. A multi-storey residential building and other civilian infrastructure were damaged, regional governor Oleh Kiper said on the Telegram messaging app. Six apartments were completely destroyed, another 36 were partially damaged, he said. "The children, who were poisoned by combustion products, were hospitalized," Kiper said. The other three injured people, all adults, received medical aid on the site. The full scale of the attack was not immediately known. There was no immediate comment from Russia about the attack. Both sides deny targeting civilians in their strikes during the war that Russia launched against Ukraine more than three years ago. But thousands of civilians have died in the conflict, the vast majority of them Ukrainian. The State Emergency Service of Ukraine posted on its Facebook page photos showing rescuers carrying children in the dark out of a multi-storey apartment building on fire and firefighters fighting the blaze. No shielding policy for civil servants

Kota Kinabalu: Integrity must remain a core principle in the civil service to maintain public trust in government institutions, said Sabah Federal Secretary Datuk Seri Rosli Isa. He said the Federal Government spends over RM17 billion annually on salaries for federal civil servants in Sabah alone. 'That figure alone reflects the scale and importance of the civil service. With it comes the duty to carry out responsibilities with honesty and full accountability,' he said when officiating the Seminar on Integrity Governance: The Core of Public Service at the Sabah International Convention Centre (SICC), here on Wednesday. He also noted that Sabah has over 126,000 civil servants across federal and state levels, with more than 27,000 serving under the State Government. 'With such a large public sector workforce, it is crucial that integrity is upheld at all levels to ensure the system functions efficiently and public trust is maintained,' he said. Rosli said integrity goes beyond avoiding corruption, and includes upholding values and moral strength, especially when faced with internal and external pressures. He stressed that civil servants must not be protected from investigation if misconduct occurs. 'If an offence has been committed, the authorities must be allowed to take appropriate action. Our role is to foster a culture of ethics and responsibility,' he said. He also cautioned against assuming that isolated cases reflect the conduct of the entire civil service, saying such assumptions risk demoralising those who remain committed to doing their jobs well. The seminar was jointly organised by the Sabah Economic Development and Investment Authority (Sedia) and Intan Sabah Regional Campus, drawing over 800 participants from Federal and State agencies. Sedia Chief Executive Datuk Seri Hashim Paijan said the programme aimed to strengthen awareness of governance and integrity among public officers. 'We've implemented our own Organisational Anti-Corruption Plan at Sedia. Seminars like this reinforce our commitment to transparency and ethical conduct in all government operations,' he said. Also present were Sabah MACC Director Datuk S. Karunanithy, Deputy Director of State Audit Khairul Anuar Amat Johari, heads of departments and invited panel speakers. Sabah MACC offers cash rewards to civil servants for reporting graft
KOTA KINABALU: Civil servants who report cases of graft that lead to prosecution are entitled to claim monetary rewards equivalent to the value of bribery offered or received, said Sabah Malaysian Anti-Corruption Commission (MACC). Its director, Datuk Karunanithy Y. Subbiah, said this move is in tandem with the state policy since 2011, which aims to boost integrity and courage among public service workers and encourage reports of any form of graft. 'If any civil servants make a report to the MACC of alleged corruption, be it offering or receiving, which leads to the case being investigated and prosecution made, then the case will be evaluated by a state-level committee to decide on the monetary reward,' he said. He said this to media personnel after an Integrity Seminar for public service here on Thursday (July 3). Karunanithy said this committee was chaired by him, along with representatives from the Audit Department and the Sabah Civil Service Department. He said a recommendation on the value would be made before it was presented to the central committee for a suitable reward to be determined. 'The reward is usually on a dollar-to-dollar basis, whereby the cash money is equivalent to the offered bribe money,' he stated. 'For example, if a civil servant is offered RM10,000 and reports this to the authorities, then the amount would be suggested as the reward,' said Karunanithy. However, for cases involving small amounts such as RM100, the minimum award for consideration is RM500, he said. According to Karunanithy, in addition to cash compensation, the civil servant would also receive an official certificate of appreciation for their commitment to upholding integrity within the public sector. He stated that this reward mechanism only applies to public servants who are offered bribes and make formal reports to the MACC, and not to those who act as public whistleblowers. According to Section 25 of the MACC Act 2009, it is compulsory for any individual who knows of any form of graft to report it to the MACC. Failure to do so is a crime. On related matters, he said a total of RM54,850 in reward money was given to civil servants in Sabah in 2023. Karunanithy said out of this amount, RM52,850 was awarded to policemen and RM2,000 to immigration personnel. He said the police force was the most active in reporting graft, but only one state agency, the Wildlife Department, has made a report thus far. He also shared a case where a civil servant received a money-filled envelope discreetly from an unknown individual, who, out of honesty, surrendered the money directly to the MACC for action to be taken against the offender.
