Francis Zamora: NCR's old drainage system needs review to curb flooding

San Juan City Mayor Francis Zamora, the head of the Metro Manila Council (MMC),on Sunday said the drainage system in the National Capital Region needs re-assessment to address the current flooding situation.
'Ang drainage system sa Metro Manila luma na,' Zamora told Super Radyo dzBB.

'Kailangan talaga aaralin talaga ang ating drainage system at gumawa ng isang masterplan na kakayanin yung population, current volume ng ulan, climate change, [at] problema ng basura,' he added.
(The drainage system in Metro Manila is old. We need to study our drainage system and craft a masterplan that can handle our population, current volume of rain, climate, and problems with garbage.)
Citing Interior and Local Government Secretary Jonvic Remulla, Zamora said one person generates around one kilo of trash per day.
'Kung 15 million tayo sa (If we're 15 million in) Metro Manila, that's 15 million kilos ng (of) trash (daily),' Zamora said.
He noted that these garbage is usually disposed in rivers, creeks, and drainages, causing clogging that leads to flooding.
'May mga drainage system na tinayuan ng bahay and ibang structures. Kailangan talaga i-imbentaryo lahat ng drainage system,' he added.
(Some drainage systems have been built over with houses and other structures. It is important to assess all drainage systems.)
Last week, the Metropolitan Manila Development Authority reported over 500 flood incidents in Metro Manila in the last 24 hours amid the heavy downpour brought about by the Southwest Monsoon (Habagat) and the trough of the low pressure area (LPA).
Based on data gathered by GMA Integrated News Research, the Department of Public Works and Highways received around P980.25 billion budget for flood control projects from 2023 to 2025. — Mariel Celine Serquiña

Bicol Region, Quezon, Northern Samar, and Eastern Samar will see cloudy skies with scattered rains and thunderstorms in the next 24 hours because of the trough of the low pressure area, PAGASA said in its Tuesday afternoon forecast. At 3 p.m., the LPA was spotted 570 km east of Virac, Catanduanes. The Southwest Monsoon (Habagat) will bring partly cloudy to cloudy skies with isolated rain showers or thunderstorms over Mindanao, Western Visayas, Negros Island Region, and Palawan. Ninong Ry is looking for a new location where he could set up his studio after enduring the recent floods brought about by simultaneous storms and the Southwest Monsoon. On Facebook, the popular food vlogger said it was too tiring to even think of going through the same ordeal. "Sobrang daming oras, energy, at pera ang nasasayang tuwing mangyayari to kaya palagay ko, oras na. Oras na siguro para humanap kami ng bagong studio," he added before making a shoutout to his followers. "Baka lang meron kayong alam na pwedeng lipatan na location, pwedeng bahay, or kung ano man na pwede naming i-fit out na maging studio," he said adding his preferred some place with parking, near Malabon so that his team, presumably residents of the LGU, will not have a hard time coming to the office. "Sana hindi gaanong binabaha," he added. In 2024, he already endured the same thing when his Malabon home flooded because of Typhoon Carina. According to Ninong Ry, he initially wanted to stay put because "naniniwala kasi ako na swerte tong lugar na 'to pero hindi ba kung naniniwala ka sa konsepto ng swerte, dapat naniniwala ka din sa konsepto ng malas? Eto na nga siguro yun," Ninong Ryan said. Metro Manila and nearby provinces were submerged in floods after non-stop rains from simultaneous typhoons and the Southwest Monsoons.
