What's going on with home loan applications?

Mortgage brokers say banks are struggling to keep up with the more active property market - and borrowers are waiting weeks to hear back about their home loan applications.
BNZ chief economist Mike Jones said earlier this week that about 15 percent more houses were selling than at the same time last year.
Mortgage adviser Campbell Hastie said bank approval times had reached a "critical level" recently. He said most complaints were about the processing time it took for new loans.
"However, we're also noticing error rates climbing on maintenance or loan restructuring-related tasks. This causes rework, often a long time after the error was made, and unwinding that error takes time - simple errors caused by workload pressure. It must be said that most of the staff on the adviser teams we deal with are great, but you can sense the pressure they're under."
He said part of the problem could be the additional rules lenders were working with. Credit Contracts and Consumer Finance Act (CCCFA)
changes
were reversed over recent years because they were creating extra costs and compliance hurdles.
But Hastie said some of the change was baked into the process and would realistically never be unwound. He said poor systems also did not help, and there had not been enough resource put into bank teams dealing with mortgage advisers.
He welcomed news recently that ASB was adding to its team, but said it would take time to get those staff working a the level needed.
"To prove the point, ASB's self-declared turnaround time was six working days as at 13 May but as at 11 June was 10 working days."
ASB said the average turnaround time for home loans via mortgage advisers was five business days, or eight business days for people who were new to the bank.
"We prioritise finance dated deals to help customers meet tight deadlines. Once we pick up the application, we're usually able to provide a decision to customers within 24 hours. For customers coming direct to ASB, same-day appointments with our home ownership managers are available, and we can provide a decision within 24 hours in most cases."
ASB said it was rare for settlements to be delayed due to the process.
ANZ said it did not favour direct channels over adviser channels, but it was seeing longer than usual turnaround times for advisers due to increased volume.
Leigh Hodgetts, country manager for Finance and Mortgage Advisors Association NZ (FAMNZ), said delays could cause pressure and uncertainty at critical moments in the home loan process.
"The drivers behind the wait times are largely a capacity and capability issue. Banks have been onboarding new staff, which is encouraging, but there's a natural learning curve that comes with training and upskilling. "
She agreed with Hastie that there were hangovers from the CCCFA changes.
"FAMNZ is calling for a more standardised approach across lenders to improve efficiency. The current inconsistencies between banks add complexity and unnecessary duplication, which only slows the process down further. We ask only that lenders treat each borrower with the same measure and same sense of urgency and fairness."
Wellington real estate agent Mike Robbers said people now needed to allow 15 working days to get approval from a bank.
"So finance conditions on offers are often taking up to three weeks to confirm. It's a long time for the property to be under offer 'subject to finance'."
Squirrel chief executive David Cunningham said it was common for banks to be just starting work on deals lodged with them 10 or 15 days earlier.
"You could argue that under-resourcing their broker teams (or under-investing in technology), is anti-competitive, and something the Commerce Commission should have looked at in

"There are stories of brokers recommending that the customer go directly to the bank if it is urgent, rather than through a broker."
BNZ general manager of home lending product James Leydon said its timeframes were at normal levels.
"Our in-house home loan partners offer fast, personalised service, providing decisions within 24 hours for eligible applications once all required information is received and lending checks are complete. For broker-submitted applications, the current turnaround time is up to 10 business days. In practice, most decisions are made sooner - with average turnaround times around eight business days - as we prioritise based on factors such as meeting customers' settlement dates."

Photo: RNZ / REECE BAKER Invercargill mayor Nobby Clark has hit out at his own council, saying its aversion to risk has resulted in an "eye watering" consultants bill. His comments follow the organisation revealing it spent more than $7.3 million on consultants in less than three years between July 2022 and December 2024. Clark said the council's low tolerance for risk meant elected members didn't "run against" advice from management, and management used consultants to "justify" the advice they gave elected members. "For me, personally, I think the risk should be higher. We should take more risk," Clark said. "Because at the end of the day, you've got to balance it out against the cost of these consultants, which are eye watering amounts." Clark said the only way to change the situation was to tell staff not to spend large amounts on advice, and for councillors to accept the risk. "And if we get it wrong, we get it wrong." Invercargill City Council was approached for comment but did not respond in time for publication. The numbers were made public on the back of a LGOIMA request from the Taxpayers' Union, which released the data on Friday. It showed $2.58 million was spent on consultants for the 12 months to June 2023, $3.23 million was spent for the 12 months to June 2024, and $1.52 million was spent for the six months to December 2024. The document showed more than 160 companies were used during the two-and-a-half-year period. Deloitte topped the spending with more than $424,000 for work on reviewing rates, contract compliance, internal audit support, and risk and assurance support. Teenagers who gain work experience at school more likely to be employed by age 20

(File photo) Photo: Supplied/ UCOL Teenagers who gain trade and workplace experience at school are more likely to get a qualification and complete apprenticeships, a report finds. A Ministry of Education report said students who participated in the Gateway and Trades Academy programmes were also more likely to be in substantial employment by the age of 20 than other students with similar characteristics. The report considered the cohorts that participated in the programmes in 2014 and in 2018 and compared their education and employment outcomes with similar students who did not participate. It said Gateway was set up in 2001 and supported short-term, work-based placements while Trades Academies had provided learning in trades-related fields since 2010. "Both programmes increased the likelihood of students staying in education at age 17 and achieving a Level 2 or higher qualification by age 18. "These effects were consistent across genders and ethnic groups," the report said. "Men in both programmes were more likely to enrol in and complete apprenticeships, though rates remained lower for Māori and Pacific men. Women's apprenticeship participation remained low. "Both programmes reduced the likelihood of being in limited employment and increased students being in substantial employment, particularly for men. "Gateway had a stronger effect than Trades Academies in reducing limited employment for women, especially Māori and Pacific women." The report said 87-90 percent of Gateway and Trades Academy students had a level two qualification by the age of 18, compared with 78-79 percent for similar students who had done neither programme. It said 10-12 percent had completed an apprenticeship by age 24, compared with six percent for similar students. About a quarter of the group of similar students were in limited employment when they were 18, compared to 16-19 percent for the cohorts that had participated in the programmes. By age 20, 46-53 percent of the Trades Academy and Gateway cohorts were in substantial employment, compared with 35-38 percent for the group that had done neither programme. The report said the programmes appeared to have "a protective role for educational participation and achievement during the pandemic". How to get into the housing market with $80

Photo: Supplied/Susan Edmunds If you want to get into the property market, but don't have the money to do so, you may be about to get your chance - again. New fintech start-up HomeShare plans to launch later this year, offering investors the opportunity to buy a share in residential property. If that sounds familiar, that's because it's not the first attempt to offer this sort of investment scheme - The Property Crowd and The Ownery have both tried it within the past decade. In 2022, the Financial Markets Authority suspended the crowdfunding licence of The Property Crowd, after it contravened licensee obligations. No investors were using the platform at that point. The Ownery launched in 2016, offering shares in an Ellerslie house, but there was reportedly underwhelming investor interest and less than a quarter of shares were sold. It has not responded to a request for comment. Homeshare founder Martin van Blerk said the key difference between those previous attempts and his latest was that he had worked with the Financial Markets Authority in its fintech sandbox. The 'sandbox' is designed to encourage innovation, and allow participants to test their new products and services in a controlled environment, getting a better understanding of what the regulator will expect of them and adjusting as required. Van Blerk said HomeShare would offer 10,000 shares in a property based on an independent valuation. Its first property would be in Hamilton. People could buy single shares or many. Photo: Supplied/Susan Edmunds "The goal is making housing more affordable, more transparent and just easier to access for a lot of people, who'd otherwise be locked out, either because they don't have enough for a deposit or a mortgage, or they just don't know how to go about it." He said he aimed for an October launch and hoped to eventually have properties all over New Zealand. "Instead of buying one property in Auckland, you could buy shares in 100 throughout New Zealand, so it's a great way to diversify risk for property owners." Owners would receive a proportionate amount of rental income from the property and pay a proportional amount of the cost of ownership, including maintenance. People who wanted to exit their investment could sell their shares on HomeShare's secondary marketplace, as long as the price was set within what the company said was a reasonable range. Fees would be charged when shares were bought and sold. For first-home buyers, the fee is 0.95 percent "or slightly higher if you're a traditional investor". Van Blerk said the model had proved popular in other countries. "New Zealand is sort of lagging behind. I think this is a chance to put us at the front of a shift that's happening."
