US announces funding for SCMB Railway Project at 4th of July gala in PH
US Ambassador to the Philippines MaryKay Carlson formally announced American financial support for the Subic-Clark-Manila-Batangas (SCMB) Railway project during the US Embassy's Independence Day celebration in Manila.
'Last week in Washington, we announced funding for a major rail line linking Subic, Manila, and Batangas under the Luzon Economic Corridor initiative, creating jobs and driving innovation in both of our countries,' Carlson said.
The SCMB Railway, a freight line designed to connect three major ports in Luzon, aims to ease congestion at the Port of Manila and improve logistics across the region.
The project, which had stalled under the previous administration after China withdrew from negotiations, is now moving forward with technical assistance from the US Trade and Development Agency (USTDA)
Foreign Affairs Secretary Theresa P. Lazaro welcomed the development, emphasizing its economic impact. 'Which is designed to link the three major ports in Luzon and decongest traffic in the Port of Manila, these flurry of activities are a testament of the strength and depth of the relations,' she said.
The announcement comes amid broader efforts to deepen US-Philippine cooperation, particularly in defense.
During a visit in March, US Defense Secretary Pete Hegseth reaffirmed Washington's commitment to enhancing the Philippines' defense capabilities.
Carlson also addressed reports that US lawmakers are proposing a joint ammunition manufacturing and storage facility in Subic, a former US naval base.
'I'm not surprised given the very strong bipartisan support for the Philippines in US Congress that they're also looking at ways that we can continue to enhance US-Philippine defense cooperation,' she said.
Defense Secretary Gilbert Teodoro, who attended the celebration, has previously said that while no formal notice has been received, the proposal is a welcome development that would benefit the Armed Forces of the Philippines.
Also present at the event were ambassadors from Quad member nations—the US, Australia, India, and Japan—led by Japanese Ambassador to the Philippines Endo Kazuya.
The Quad recently issued a joint statement condemning unilateral actions in the South China Sea. While no country was named, the Philippine Department of Foreign Affairs (DFA) expressed gratitude for the support.
"By highlighting the continuing dangerous and provocative actions, and the use of force and coercion in the South China Sea, the Quad Foreign Ministers have kept focus on the incidents that the Philippines has regularly contended with in the West Philippine Sea," the DFA said.
Carlson closed her remarks with a reaffirmation of the US-Philippine alliance: 'We are more than friends, partners, and allies, we are family. As we mark our Independence Day, we renew our commitment to shared ideals.'
The celebration was attended by top government officials and notable personalities, including two-time Olympic champion Carlos Yulo and Irene Marcos Araneta, sister of President Ferdinand "Bongbong" Marcos Jr.

Hamas says it responds to Gaza ceasefire proposal in 'a positive spirit'

US President Donald Trump earlier announced a "final proposal" for a 60-day ceasefire in the nearly 21-month-old war between Israel and Hamas, stating he anticipated a reply from the parties in coming hours. Hamas wrote on its official website: "The Hamas movement has completed its internal consultations as well as discussions with Palestinian factions and forces regarding the latest proposal by the mediators to halt the aggression against our people in Gaza. "The movement has delivered its response to the brotherly mediators, which was characterized by a positive spirit. Hamas is fully prepared, with all seriousness, to immediately enter a new round of negotiations on the mechanism for implementing this framework," the statement said. In a sign of potential challenges still facing the sides, a Palestinian official of a militant group allied with Hamas said concerns remain over humanitarian aid, passage through the Rafah crossing to Egypt and clarity over a timetable of Israeli troop withdrawals. Trump said on Tuesday that Israel had agreed "to the necessary conditions to finalize" a 60-day ceasefire, during which efforts would be made to end the US ally's war in the Palestinian enclave. Israeli Prime Minister Benjamin Netanyahu has yet to comment on Trump's announcement and in their public statements, the two sides remain far apart. Netanyahu has repeatedly said Hamas must be disarmed, a position the militant group, which is thought to be holding 20 living hostages, has so far refused to discuss. Netanyahu is due to meet Trump in Washington on Monday. Trump has said he would be "very firm" with Netanyahu on the need for a speedy Gaza ceasefire, while noting that the Israeli leader wants one as well. "We hope it's going to happen. And we're looking forward to it happening sometime next week," he told reporters earlier this week. "We want to get the hostages out." Attacks overnight Israeli attacks have killed at least 138 Palestinians in Gaza over the past 24 hours, local health officials said. Health officials at the Nasser Hospital in Khan Younis, southern Gaza, said the Israeli military had carried out an airstrike on a tent encampment west of the city around 2 a.m., killing 15 Palestinians displaced by nearly two years of war. The Israeli military said troops operating in the Khan Younis area had eliminated militants, confiscated weapons and dismantled Hamas outposts in the last 24 hours, while striking 100 targets across Gaza, including military structures, weapons storage facilities and launchers. Later on Friday, Palestinians gathered to perform funeral prayers before burying those killed overnight. "There should have been a ceasefire long ago before I lost my brother," said 13-year-old Mayar Al Farr as she wept. Her brother, Mahmoud, was shot dead in another incident, she said. Demonstrators set up a symbolic Sabbath dinner table, placing 50 empty chairs to represent those who are still held in Gaza. One beautiful hostage deal," said Gideon Rosenberg, 48, from Tel Aviv. He is among the 20 hostages who are believed to be alive after more than 600 days of captivity. An official familiar with the negotiations said on Thursday that the proposal envisages the return of 10 of the hostages during the 60 days, along with the bodies of 18 others who had been held hostage. Ruby Chen, 55, the father of 19-year-old American-Israeli Itay, who is believed to have been killed after being taken captive, urged Netanyahu to return from meeting with Trump with a deal that brings back all hostages. Itay Chen, also a German national, was serving as an Israeli soldier when Hamas carried out its surprise attack on October 7, 2023, killing around 1,200 people, mostly civilians, and taking another 251 hostage. Australia govt confirms $2.2-B funding for 2032 Brisbane Olympics venues

REUTERS/Jaimi Joy/File Photo SYDNEY - The Australian government has confirmed it will contribute A$3.435 billion (US$2.25 billion) towards the A$7.1 billion cost of building the venues for the 2032 Brisbane Olympics, clearing the way for the start of construction. Queensland taxpayers and private finance will provide the balance of the money for the 17 new and upgraded venues for the Summer Games under the funding deal announced by state and federal governments on Thursday. "The Sydney 2000 Games left an incredible legacy and many Australians have memories that have lasted for decades," Federal Infrastructure Minister Catherine King said in a statement. "We are ready to deliver a Brisbane 2032 games that will leave the same incredible legacy for Queensland. "The Australian government's commitment of A$3.4 billion towards the Games venues is the single largest contribution any Australian government has made towards sporting infrastructure in this country." Brisbane was awarded hosting rights for the Games in 2021 but political wrangling over the venues meant the final plans were not decided until March this year. Organising committee chief Andrew Liveris welcomed Thursday's announcement as a "significant shift in forward momentum". "I thank the Australian and Queensland governments for moving swiftly following the Australian government's recent return to office to agree on intergovernmental funding that will ensure physical works can get underway ..." he said. The main stadium, which is estimated to cost A$3.7 billion, will be built in the city's Victoria Park and seat 60,000 during the Olympics and 3,000 more for Australian Rules football and cricket matches after 2032. A new aquatics centre to host the swimming in 2032 will also be built nearby at an estimated cost of A$650 million. "Today's landmark agreement is the beginning of a new partnership that sets the pathway to deliver 2032 as the best Games ever," said Queensland's Deputy Prime Minister Jarrod Bleijie. "We've also launched procurement on four key projects to kickstart the delivery of world-class venues in the delivery plan. "I can also announce that we will start site investigations at Victoria Park for Australia's most exciting sporting precinct that will be home to the new main stadium and the new National Aquatic Centre." Liveris said in May that he did not think any ground would be broken on the two major new venues until the end of 2026. The federal government has already committed A$12.4 billion for local transport improvements that the Queensland government believes are necessary for 2032, the statement said.
