Justice Minister Chairs 74th Meeting of Executive Bureau of Council of Arab Justice Ministers
Dr. Al-Samaani expressed appreciation to the bureau's members for their renewed confidence, emphasizing the importance of strengthening Arab cooperation in all judicial matters, in line with the resolutions of the Council of Arab Justice Ministers, SPA reported.
The meeting addressed the Arab Convention for the Suppression of Terrorism and its implementation mechanisms, as well as the promotion of Arab and international cooperation in combating terrorism.
Participants also reviewed proposals for harmonizing Arab legislation, including the draft Arab Model Law on Combating Narcotic Drugs and Psychotropic Substances and the draft Arab Guiding Law on the Protection and Assistance of Internally Displaced Persons in Arab States.

US criticizes French release of jailed Lebanese militant
The United States on Saturday criticized the release from a French prison of pro-Palestinian Lebanese militant Georges Ibrahim Abdallah, who spent more than 40 years behind bars for the killings of two diplomats, one of them American. Abdallah was detained in 1984 and sentenced to life in prison in 1987 for his involvement in the murders of US military attache Charles Robert Ray and Israeli diplomat Yacov Barsimantov in Paris. Earlier this month, a French appeals court ordered Abdallah's release on the condition that he leave French territory and never return. He left a prison in southwest France on Friday and later arrived in his hometown in Lebanon. 'The United States opposes the French government's release and expulsion to Lebanon of convicted terrorist Georges Ibrahim Abdallah,' State Department spokeswoman Tammy Bruce said in a statement on social media. 'His release threatens the safety of US diplomats abroad and is a grave injustice to the victims and the families of those killed. The United States will continue to support the pursuit of justice in this matter.' While Abdallah had been eligible for release since 1999, his previous requests were denied as the United States -- a civil party to the case -- had consistently opposing his leaving prison. Abdallah, who is Lebanese of Maronite Christian heritage, has always insisted he is not a 'criminal' but a 'fighter' for the rights of Palestinians, whom he said were targeted, along with Lebanon, by the United States and Israel.

Sri Lanka in talks with Middle East Green Initiative to explore climate partnership
COLOMBO: Sri Lanka is exploring a potential partnership with the Middle East Green Initiative, Colombo's envoy to Riyadh told Arab News on Saturday, as the island nation seeks to step up partnerships to combat climate change. Sri Lanka — home to 22 million people — is highly vulnerable to the impacts of climate change and is particularly at risk of extreme weather events, such as flooding and drought. On Monday, the Sri Lankan Embassy in Riyadh facilitated an introductory virtual meeting between its Ministry of Environment and the MGI secretary-general 'to explore potential ways and means for cooperation and partnership in the fields of environmental protection and sustainable development,' according to a statement. Led by Saudi Arabia, the MGI was established in 2021 as a regional alliance aimed at mitigating the impacts of climate change and forging collaborations to meet global climate targets in the region. 'The MGI is an important regional initiative spearheaded by Saudi Arabia in combating challenges posed by climate change. We are pleased to see Saudi Arabia is giving a great leadership role in promoting climate action and environmental protection,' Ameer Ajwad, Sri Lanka's envoy to Saudi Arabia, told Arab News. Colombo is also keen to share its experience in climate resilience efforts. 'Sri Lanka is actively contributing to the global multilateral climate initiatives. Sri Lanka's expertise and rich experience in the field will be also useful for the MGI process for fostering environmental collaboration and advancing shared climate objectives,' Ajwad said. 'For example, Sri Lanka could contribute its expertise in the field of mangrove conservation and sea grass management, et cetera.' Sri Lanka has led several climate resilience efforts throughout the years, including restoration of its mangrove forests following the devastating 2004 Indian Ocean earthquake and tsunami. The country made a commitment to become the first to replant all of its mangrove forests — a goal the government sought to achieve by providing microloans and education to communities in exchange for mangrove conservation. In 2022, it launched the Sri Lankan Climate Prosperity Plan to attract foreign investment and accelerate climate adaptation while also reducing greenhouse gas emissions.

China's Premier Li Proposes Global AI Cooperation Organization
Chinese Premier Li Qiang on Saturday proposed establishing an organization to foster global cooperation on artificial intelligence, calling on countries to coordinate on the development and security of the fast-evolving technology. Speaking at the opening of the annual World Artificial Intelligence Conference in Shanghai, Li called AI a new engine for growth but said governance is fragmented and emphasizing the need for more coordination between countries to form a globally recognized framework for AI. The three-day event brings together industry leaders and policymakers at a time of escalating technological competition between China and the United States - the world's two largest economies - with AI emerging as a key battleground. "Overall global AI governance is still fragmented. Countries have great differences particularly in terms of areas such as regulatory concepts, institutional rules," Li said. "We should strengthen coordination to form a global AI governance framework that has broad consensus as soon as possible." Washington has imposed export restrictions on advanced technology to China, including the most high-end AI chips made by companies such as Nvidia and chipmaking equipment, citing concerns that the technology could enhance China's military capabilities. Despite these restrictions, China has continued making AI breakthroughs that have drawn close scrutiny from US officials. Li did not name the United States in his speech but he warned that AI could become an "exclusive game" for a few countries and companies, adding that challenges included an insufficient supply of AI chips and restrictions on talent exchange. GOVERNANCE PLAN China wants to share its development experience and products with other countries, especially those in the Global South, Li said. Also on Saturday, China released an action plan for global AI governance, in which it invited governments, international organizations, enterprises and research institutions to work together and promote international exchanges including through a cross-border open-source community. The plan proposes accelerating digital infrastructure such as clean power, new-generation networks and data centers, according to a statement from China's foreign ministry. The AI conference is an annual government-sponsored event in Shanghai that typically attracts major industry players, government officials, researchers and investors. Saturday's speakers included Anne Bouverot, the French president's special envoy for AI, computer scientist Geoffrey Hinton, known as "the Godfather of AI", and former Google CEO Eric Schmidt. Tesla CEO Elon Musk, who has in past years regularly appeared at the opening ceremony in person or by video, did not speak this year. Besides forums, the conference features exhibitions where companies demonstrate their latest innovations. This year, more than 800 companies are participating, showcasing more than 3,000 high-tech products, 40 large language models, 50 AI-powered devices and 60 intelligent robots, according to organizers. The exhibition features predominantly Chinese companies, including tech giants Huawei and Alibaba and startups such as humanoid robot maker Unitree. Western participants include Tesla, Alphabet and Amazon.
