
100bps cut in policy rate
However, the MPC's rationale cannot be taken as a yardstick for future decisions, given that a decline of 0.4 percent in core inflation in March 2025 did not merit a reduction of even 25 basis points (February core inflation was 7.8 percent to 8.2 percent in March), which is the reason behind inaccurate forecasting by analysts. Be that as it may, consumer price index reached an enviable 0.3 percent in April compared to 0.7 percent in March, a decline that has been the source of much crowing by the Prime Minister and the Finance Minister, though 2 percent inflation is globally regarded as a desirable target as it keeps the wheels of industry well oiled.
There is, however, evidence that inflation data is being manipulated, a statistic that directly impacts on the performance of the economic team leaders. This is revealed by an obvious miscalculation by the Pakistan Bureau of Statistics in its calculation of the sensitive price index (SPI) for the week ending 30 April 2025: a decline in petroleum prices of negative 11.62 percent has been noted in the SPI though there was no reduction as per the Prime Minister who publicly stated that even though the international petroleum prices had declined yet the government had decided not to pass it onto the public by raising the petroleum levy to keep prices stable — money that would be diverted for Balochistan development.
The growth projection by the MPS has not been revised downward and remains at 2.5 to 3.5 percent irrespective of the fact that subsequent to the Trump tariffs as well as the escalating conflict in the Middle East, growth estimates have been downgraded globally. Reports also indicate that the staff-level agreement reached on the first review under the International Monetary Fund (IMF) programme was mainly due to the Fund staff's acknowledgement that the growth projection has to be revised downward. It is worth noting that the October 2024 document uploaded on the IMF website notes that 'important shortcomings remain in the source data available for sectors accounting for around a third of GDP while there are issues with the granularity and reliability of the Government Finance Statistics (GFS). The authorities are prioritising addressing these weaknesses, supported by Fund Technical Assistance on the GFS and a new PPI index.'
The decline in the discount rate has been a long-standing demand of the business community, mainly large-scale manufacturing sector (LSM), that routinely borrows working capital with the interest charged on the borrowing defined as an input cost. From 1 July 2023 to 12 April 2024 credit to the private sector was 106 billion rupees and rose to 692 billion rupees in the comparable period this year; however, LSM growth declined from negative 0.45 percent (July-February last year) to negative 1.9 percent in the comparable period this year. This has led economists to conclude that the rise in private sector credit has been diverted away from manufacturing and into the stock market. Thus, a decline from 22 percent discount rate effective end June 2024 to 12 percent did little to render LSM growth on a positive trajectory, and it is doubtful if another percentage decline would propel growth upward.
In addition, it is also relevant to note that Pakistan has one of the highest discount rates in the region (India 6 percent, Sri Lanka 8 percent, Bangladesh 10 percent), which explains why our products are uncompetitive.
The MPS lightly touches on two negative indicators, lightly because it then proceeds to give it a positive twist. First, a current account surplus sourced to a rise in remittances; however, the trade deficit in March was 2183 million dollars against 3388 million dollars in April or a deficit rise of 1205 million dollars.
And secondly, while acknowledging that net financial inflows (the capital account component of the balance of payments position) have remained weak though the more accurate definition would have been that net inflows have been negative yet the MPC bafflingly notes that 'on the back of the expected realisation of planned official inflows' that incidentally have yet to materialise, 'the MPC expects foreign exchange reserves to rise to 14 billion dollars.' It must be borne in mind that the man who chairs the MPC, the Governor State Bank of Pakistan, recently admitted that 16 billion dollars are planned as rollovers in the current fiscal year in which case our reserves would be 2 billion dollars less than the rollovers — not a position of strength.
Therefore, the decision to reduce the discount rate by 100 basis points can be sourced to requests by the PML-N government, with a long history of linking the discount rate to LSM growth, to the Fund staff to allow the MPC to reduce the rate in an effort to jumpstart the economy. It was only after concurrence was secured that the adjustment was likely made.

Putin tells Trump he won't back down from goals in Ukraine

In a wide-ranging conversation that also covered Iran and the Middle East, Trump "again raised the issue of an early end to military action" in Ukraine, the aide, Yuri Ushakov, told reporters. "Vladimir Putin, for his part, noted that we continue to seek a political and negotiated solution to the conflict," Ushakov said. Putin briefed Trump on the implementation of agreements reached between Russia and Ukraine last month to exchange prisoners-of-war and dead soldiers, Ushakov said, and told him that Moscow was ready to continue negotiations with Kyiv. "Our president also said that Russia will achieve the goals it has set: that is, the elimination of the well-known root causes that led to the current state of affairs, to the current acute confrontation, and Russia will not back down from these goals," he added. There was nothing in the Kremlin readout to suggest that Putin had made any shift in Moscow's position during the conversation with Trump, who took office with a promise to end the war swiftly but has voiced frequent frustration with the lack of progress between the two sides. The phrase "root causes" is shorthand for the Kremlin's argument that it was compelled to go to war in Ukraine to prevent the country from joining NATO and being used by the Western alliance as a launch pad to attack Russia. Ukraine and its European allies say that is a specious pretext for what they call an imperial-style war, but Trump in previous public comments has shown sympathy with Moscow's refusal to accept NATO membership for Ukraine. Putin and Trump did not talk about the US decision to halt some shipments of critical weapons to Ukraine, Ushakov said. On Iran, he said, "the Russian side emphasised the importance of resolving all disputes, disagreements and conflict situations exclusively by political and diplomatic means". Trump last month sent US military bombers to strike three Iranian nuclear sites, in a move condemned by Moscow as unprovoked and illegal.

Pakistan's growth reboot: the SIFC surge
In an era where optimism often flickers under the weight of uncertainty, Pakistan seems to have finally turned the dial in its favour. The country's new economic momentum structured around reform-driven governance, investor-centric policy frameworks, and an assertive geopolitical posture is beginning to spark a rare confluence of confidence and credibility. At the heart of this strategic recalibration lies the Special Investment Facilitation Council (SIFC), a state-level institutional mechanism that is now proving to be far more than a bureaucratic symbol. The government's ambition to attract US$ 5 billion in foreign direct investment (FDI) is not just rhetorical it is now backed by tangible indicators, from soaring remittances and bullish capital markets to an unprecedented Rs 4.2 trillion development outlay for FY2025–26. Unlike previous economic plans that often stumbled at the altar of execution, this one appears both technically sound and politically backed, signalling a determined move from stagnation to structured growth. The post-budget environment in Pakistan tells a compelling story of market revival and strategic foresight. The KSE-100 index, long seen as a bellwether of investor sentiment, soared past the 125,000 mark a record high that is not merely symbolic but reflects deep-rooted optimism in the financial ecosystem. It is no coincidence that this surge was led by foreign investors, underlining Pakistan's emerging credibility in global markets. The budget has been well received across sectors, with economists and market strategists identifying key policy anchors that aim to shift the economy from short-term consumption patterns to sustainable, production-led growth. The IMF's endorsement of recent reforms further consolidates Pakistan's reformist narrative, while the active dismantling of red tape through SIFC's oversight is removing historical bottlenecks that once stifled both local and foreign investment. In this new configuration, SIFC has become the cornerstone of investment confidence not only fast-tracking approvals but also improving inter-agency coordination, a chronic structural weakness in the past. This forward-looking investment strategy is not confined to rhetoric or theoretical frameworks. It is underwritten by the Rs 4.2 trillion development envelope, of which Rs 1.4 trillion is allocated to the Public Sector Development Programme (PSDP), while Rs 2.8 trillion will be channelled through non-PSDP instruments like public-private partnerships and foreign-funded initiatives. Balochistan, often pushed to the economic periphery despite its geostrategic significance, is now taking centre stage in this paradigm. Federal Planning Minister Ahsan Iqbal's assertion that 'no region will be left behind' is not just political grandstanding but is backed by project-specific commitments in water management, solarisation of remote districts, higher education, and accelerated execution of the second phase of the China-Pakistan Economic Corridor (CPEC) in Gwadar and Makran. This includes the creation of a new Climate Change Fund by the provincial government a significant move that aligns regional sustainability priorities with the federal development matrix. For the first time in decades, Balochistan is no longer merely a line item but a strategic axis in the national development strategy. The broader narrative is equally encouraging. Pakistan's manufacturing base once a victim of policy inertia and energy shortfalls is being recalibrated to support export-led growth, with the textile, food processing, and IT sectors receiving focused policy attention. Finance Minister Muhammad Aurangzeb's unveiling of a Rs 50 billion Industrial Revival Fund is a clear message that the government intends to walk the talk. Special tax incentives, capital repatriation ease, and a renewed focus on digital exports are now forming the architecture of a 21st-century industrial strategy. With IT exports projected to cross $3 billion this fiscal year, there is a credible roadmap in place. More importantly, these initiatives are being undertaken with a view to restructuring Pakistan's growth model from a reliance on consumption and external debt to value-added exports and foreign investment inflows. Analysts at Moody's, Fitch, and JP Morgan forecast a 30–40 percent increase in FDI over the next year a projection contingent, of course, on continued fiscal discipline and uninterrupted policy continuity, both of which now seem more plausible given the institutional backing of the current economic plan. While challenges such as inflationary pressures, external debt servicing, and uneven revenue generation persist, they are no longer defining the economic conversation. Instead, the narrative has decisively shifted towards opportunity, structure, and long-term resilience. Pakistan appears to be in the early stages of what could be described as a strategic economic reset transitioning from a reactive, stabilisation-focused approach to one that is proactive, structured, and regional in outlook. The recent promotion of Chief of Army Staff Syed Asim Munir co-chair of the SIFC to Field Marshal adds another layer of strategic continuity to the reform process. With military stability, political alignment, and institutional reforms now moving in tandem, Pakistan's path forward looks less precarious and more purpose-driven. The historic capital market rally, coupled with visible improvements in fiscal planning and provincial integration, suggests that Pakistan is not just scripting a new chapter it is attempting to rewrite the entire playbook of its economic future. From ‘apprentice' to tycoon to statesman
Fasten your seat belts. Americans (and the world) are in for a roller coaster ride that would envy even Disneyland. They are witnessing the advent, in real time, of Make America Great Again. The slogan is the vision, and the objective is a new no-holds-barred United States of America. Donald J Trump may sound mercurial and whimsical, but actually his words, comments, and deeds are neither farcical nor shooting from the hip. His constituency is the humongous crowd of conservatives, rednecks, and fundamentalists all over the fifty states. He has his agenda well-choreographed and researched. He is in no mood to deviate from his game plan no matter what the world thinks of him. The world will hee and haw, but the world is not his stage. He had in the past proved his forte when he hosted the TV series 'Apprentice'. Neither are those Americans who vent their frustration through caricatures, cuss words, memes, and jokes on talk shows. These Americans, taking advantage of the First Amendment, can beat their chests, pull their hairs, and emit their anger and dissent, but let's face it: Trump is here to stay for four years. The party has just begun. POTUS took the world by storm from the moment he took the oath as Number 47. He audaciously demanded that Canada join the Union as 51st State and warned Mexico to bow to his terms. Then he went after Greenland. Of course, all three plans are on the backburner because he switched to tackle the immigration issue. Out with undocumented immigrants, he roared. The US Supreme Court endorsed his demand. Yes, time to clean up despite the fact that a lot many immigrants were working on farms in rural America and many others were gainfully employed as gardeners, cooks, factory workers, and in the construction sector, to name a few. He is dead against granting birthright citizenship. The US Supreme Court judgement in his favor has bolstered his campaign. At the same time, he pronounced the edict that visa applicants from over a dozen countries should not take the trouble to apply for US visas. They can visit Ulan Bator or Timbuktu for all he cared. Trump also went after countries exporting billions to the USA. He came up with arbitrary imposition of import duties, which nearly disrupted the global trade regime. Fortunately, he is an expert in U-turns and provided few months of respite while keeping up the pressure on these countries to make a deal otherwise to get ready and face the music. China was his main target until Beijing made his eyes pop out when China enumerated a list of items, minerals, and commodities that are crucial to America. Thus, he kept on fiddling around with the duty structure and came up with an agreement with China. Some countries did not even wait and openly announced that they were ready to play ball under rules set by him. Trump is fixated on winning the Nobel Peace Prize. Hallelujah. If Obama can get it, why should he too not be the recipient? Lady Luck smiled on him pretty soon. Pakistan-India conflict gave him the opportunity to use his 'Art of Deal' and both nations acquiesced to his advice to agree and maintain a ceasefire. If that was not enough, Netanyahu got into the act and began bombing Iran and killing the top Iranian brass and scientists. Iran cannot be allowed to build nuclear strategic assets. No way, Jose. But Iranian leadership was not sitting and savoring apple pie. The devastation caused due to Iranian retaliatory measures stunned not only Israelis but the world. Never take Tehran for granted was the message. While Israelis cooped up, scared and shaky in bunkers, the physical infrastructure was systematically destroyed on the outside. All claims of Israeli invincibility and braggadocio went down as Iranian missiles ravaged the belligerent nation. Trump, just to satisfy pro-Israelis in the US, did his part in bombing selected edifices, but then out of the blue came his advice that enough is enough and there should be a ceasefire. Trump also took credit to defuse the tension between Rwanda and Congo. Now he has to expertly use his negotiating skills to get Putin and Zelensky to sit and smoke the peace pipe. Will he be able to get this done within the next quarter? If so, then Pakistan was on the right track in officially nominating him for the Nobel Peace Prize. What will then be the Trump plan to really Make America Great Again? For one, he wants American businesses and industries back into the country. No more outsourcing, no more manufacturing, no more huge investments in foreign lands. Come back under the Stars and Stripes. A tall order, especially for mega corporations at this stage. Today, less than 8% of workers have jobs in the manufacturing sector and most of them do not possess the skill set to work in modernized factories. Today, factories use robotics, Artificial Intelligence, and high tech technology. Reskilling workers to be part of the new ecosystem would be a gargantuan task for most of the corporations. Moreover, the wages and salaries in the US are already exorbitant. In fact, the higher cost of production would also impact on these workers because they too are consumers. Will Trump fast-track the return of industries, or would there be a longer period before all this, if ever, is possible? Trump is primarily a businessman, and he looks to the world through the entrepreneurial prism. Hard sell is his forte and he excels in this respect. He has the knack to increase his own wealth during his tenure. He will also strongly market and peddle American military hardware to whichever country he finds an opportunity. The Middle East rulers are his favorite customers while he wants pacifist countries, such as Japan and even Switzerland, to enhance the defence budget. He will also use all powers in his arsenal to induce South American countries to do the same. At the home front, he is beginning to flex his muscle by using law-enforcers to achieve his objectives. This isn't playing well across the fifty states, but he has his hands on his hips and guns in his holsters. Like the scenes from Wild West movies. Americans will witness what happens to citizens in countries contemptuously known as Banana Republics. Too soon yet, but then the slogan for The Land of the Free and the Home of the Brave is Make America Great Again. American political advisor Stephen Miller once stated that 'everybody who stands against Donald Trump are the people who have been running the country into the ground, who have been controlling the levers of power.
