Water board asked to fast-track execution of K-IV project
'This is unacceptable, that every day one or the other water transmission line bursts, ultimately the citizens have to suffer, therefore it must be resolved once and for all,' he said.
The meeting held at the CM House was attended by Energy Minister Nasir Shah, Local Government Minister Saeed Ghani, Karachi Mayor Murtaza Wahab, Chief Secretary Asif Hyder Shah, Principal Secretary to CM Agha Wasif, Planning and Development Chairman Najam Shah, Local Government Secretary Khalid Hyder Shah, MD Water Board Ahmad Ali Siddiqui, and Project Director KWSSIP.
At the outset of the meeting, the Chief Minister expressed his dissatisfaction and directed the water board to conduct a comprehensive survey of all old lines and develop a five-year plan for their repair/replacement. 'The water board needs to strengthen its system,' he emphasised.
K-IV Augmentation: Reviewing the progress on the Greater Karachi Bulk Water Supply Scheme (K-IV Augmentation Works, KWSSIP-II), the Chief Minister emphasised the strategic importance of the project in addressing Karachi's chronic water shortage and urged all relevant agencies to remove administrative bottlenecks immediately.
The chief minister directed the Local Government Department to expedite the tendering process and secure all necessary No Objection Certificates (NOCS) to ensure that physical work on the Rs 71.8 billion K-IV Augmentation Project begins within the next three months.
The K-IV Augmentation Project is being implemented by the Local Government Department with financial support from the Asian Infrastructure Investment Bank (AIIB), the World Bank, and the Sindh government.
The project comprises multiple packages, including Package A: Water transmission main from Reservoir 1 to Y-Junction. Package B1: Transmission from Reservoir R2 to Federal Urdu University. Package B2: From Federal Urdu University to Gul Bai, and Package C: From R3 to Banaras, and a 2.7 km common corridor shared with the Karachi Bus Rapid Transit (KBRT) system
The project's design, was finalised and reviewed by the international Austrian firm, in line with Planning Commission directives. Bid documents were prepared and are being updated by the supervision consultant.
The process for hiring a Construction Supervision Consultant (CSC) has already begun. The Technical and Financial Proposals' Technical Evaluation Report (TER) was approved by the World Bank. The Financial Opening took place last month, and the Contract Evaluation Report (CER) was shared with the World Bank. Following No Objection Letter (NOL) clearance, the letter of award was issued on May 6, and the contract, v is expected to be signed on May 12, 2025.
To facilitate the project, 18 different agencies were approached for NOCS. So far, NOCs have been secured from seven agencies.
Chief Minister Shah reiterated his commitment to accelerating the delivery of the K-IV Augmentation Project to ensure equitable access to clean drinking water for Karachi's growing population.

Govt to give away 4,500 scholarships to students from Afghanistan
ISLAMABAD: Government of Pakistan has decided to award 4,500 scholarships to students from Afghanistan under mega initiative of Allama Muhammad Iqbal Scholarships Programme, the Higher Education Commission (HEC) announced the decision on Friday. As many as 350 Afghan students have reached Pakistan initially to pursue studies in top-tier Pakistani universities across diverse disciplines under the HEC Allama Muhammad Iqbal Scholarships to Afghan Students (Prime Minister's Directives). The HEC held a reception to welcome the students at the HEC Regional Centre, Peshawar. In addition, 50 PhDs and 100 Master's students will also join in September 2025 to pursue their education in Pakistan. The development marks a significant milestone in academic cooperation and people-to-people relations between Pakistan and Afghanistan. The students will undergo a specially-designed preparatory course before their admission in the fall semester. On their arrival, the students were received by In-charge HEC Regional Centre Peshawar Nasir Shah and Project Director Allama Iqbal Scholarships Programme Jehanzeb Khan. Representatives of National University of Technology (NUTECH) Islamabad and National University of Computer and Emerging Sciences (NUCES-FAST) Faisalabad were also present on the occasion. Urban mobility, education and roads: Sindh CM approves several projects
KARACHI: Sindh Chief Minister Syed Murad Ali Shah presided over the 47th meeting of the Public Private Partnership (PPP) Policy Board, reviewed and approved several transformative infrastructure and development projects aimed at enhancing urban mobility, vocational education, recreational spaces and road connectivity across the province. The meeting, held at CM House, was attended by provincial ministers Sharjeel Inam Memon, Saeed Ghani, Zia ul Hassan Lanjar, Chief Secretary Asif Hyder Shah, PSCM Agha Wasif, Secretary Transport/DG PPP unit Asad Zamin, members of the board and concerned officials. The board took strategic decisions on a diverse agenda, including the People's Green Transport Project, technical education reforms under STEVTA, the Rani Bagh redevelopment in Hyderabad, and progress on the Shahrah-e-Bhutto corridor. People's Green Transport Project: In a landmark move to overhaul Karachi's transport system, the PPP Policy Board approved engaging Transaction Advisors for the People's Green Transport Project, which aims to introduce 1,000 electric buses across the city. The advisors will assess the Unique Selling Proposition (USP) submitted by a private consortium. If deemed feasible, a detailed project will be implemented under the PPP model, involving phased procurement and operation of 600 twelve-meter and 400 eight-meter electric buses. 10 bus depots will be constructed, and the project will operate on a per kilometer payment model over a 10-year concession period, with ownership of assets transferring to the government thereafter. The Technical Evaluation Committee (TEC) confirmed the project's alignment with sustainable urban mobility goals, while previously appointed transaction advisors will be used to fast-track implementation, avoiding delays in procurement. Shahrah-e-Bhutto Project: The board reviewed key updates on the Shahrah-e-Bhutto high-speed corridor, which stretches upto 39 km from Korangi Creek Avenue (DHA) to the M-9 Motorway near Kathore. Dhabeji SEZ Project: The Board discussed in detail and reviewed the progress on the Dhabeji SEZ project. The Board emphasised the need to expedite the construction activities so that industrial activities can be initiated at the earliest. The STEVTA Reform Plan: The board also reviewed a proposal seeking ratification of Project Development Facility (PDF) funding to conduct feasibility and transaction advisory services for the modernisation of 83 technical and vocational institutes under the Sindh Technical Education and Vocational Training Authority (STEVTA). This initiative targets one-third of STEVTA's 259 institutes, aiming to address infrastructure gaps, curriculum mismatches, and industry disconnect. With an additional 540 private institutions operating in the sector, this effort is seen as pivotal to advancing Pakistan's National Skills Strategy and Sustainable Development Goals. Rani Bagh Redevelopment Project Nears Execution: Significant progress was reported on the Rani Bagh Development Project in Hyderabad. The board was informed that the Technical and Financial Evaluation Committee (TFEC) has recommended issuing a Letter of Award to the preferred bidder. With the revised Master Plan already endorsed by both the Hyderabad Municipal Corporation (HMC) and the Sindh Cabinet, the final concession agreement and related documents are ready for execution. The project is set to deliver improved public amenities, recreational facilities, and economic activity in Hyderabad, while also generating employment and stimulating local businesses. Sukkur Water Supply Project: the Board was apprised about the project's salient features, in particular, the scope of work and transaction structure. The Board asked the Sukkur Municipal Corporation to rework the transaction structure and presentation in the next meeting for decision.

Wolrd Bank approves $55m in additional financing to Discos
ISLAMABAD: The World Bank has approved additional $55 million to Distribution Companies (Discos) under the Electricity Distribution Efficiency Improvement Project, sources told Business Recorder. 'The delegate authority of the Board of Executive Directors of the World Bank has approved, on June 27,2025, the International Development Association (IDA) additional financing in the amount of $55 million to the Islamic Republic of Pakistan for the Electricity Distribution Efficiency Improvement Project,' the sources quoted WB as saying in a letter to Economic Affairs Division. Technical discussions were held on June 18, 2205 at the World Bank's Islamabad office. The additional financing aims to further enhance the operational and financial performance of the Hyderabad Electric Supply Company (HESCO) and Peshawar Electric Supply Company (PESCO) through the scaled deployment of Asset Performance Management Systems (APMS). World Bank may give extra $50m financing to Discos Both HESCO and PESCO, currently among the poorest-performing Discos, have not been slated for privatisation so far. The additional financing is fully aligned with the project's development objectives, which include improving operational efficiency in targeted areas of selected distribution companies, supporting progress on the power sector reform agenda, and advancing the Country Partnership Framework (CPF) between the Government of Pakistan and the World Bank. During negotiations, discussions covered the draft Financing Agreement between the Government of Pakistan (the Recipient) and the World Bank (the Association), the draft Project Agreements with HESCO and PESCO (the Project Implementing Entities), the draft Project Paper (PP), the Disbursement and Financial Information Letter (DFIL), and the Environmental and Social Commitment Plan (ESCP). In line with the World Bank's Access to Information Policy, once a project is approved by the Country Director for financing, the Association publicly discloses the PP, legal agreements, and other relevant documentation. The Association may also release the PP upon its distribution to the Board, subject to the Recipient's consent. Discos will share data contained in the PP that may be confidential or sensitive and could potentially impact the relationship between the World Bank and the Government of Pakistan.
