Russia's Lavrov meets Iran's Araqchi, renews offer to help solve conflict
A ministry statement said Lavrov, in his talks in Rio de Janeiro with Abbas Araqchi, issued a new denunciation of Israeli and U.S. strikes on Iran last month, "including the bombing of nuclear energy infrastructure under safeguards of the International Atomic Energy Agency."
Lavrov, the statement said, stressed that all issues surrounding Iran's nuclear programme had to be resolved through diplomacy.
"Moscow expressed its readiness to offer its assistance in finding mutually acceptable solutions, including the corresponding initiatives put forward earlier by the Russian president," it said.
Araqchi held talks in Moscow in the middle of the 12 days of conflict last month.
Iran denies it has any intention of developing nuclear weapons. Russia, which has a strategic partnership with Iran, though without a mutual defence provision, says Tehran has the right to a peaceful nuclear energy programme.
Russia has said it is ready to act as a mediator in the crisis pitting Iran against Israel and the United States and has offered to store Iranian uranium.

Britain and Europe have sidelined plans to deploy thousands of troops to Ukraine because Donald Trump's attempts to negotiate an end to the war have failed, The Telegraph can disclose. The ' Coalition of the Willing ' will concentrate future discussions on sustaining Kyiv in a war of attrition against Russia's invading forces in an apparent softening of plans. The group, hastily set up by Sir Keir Starmer and Emmanuel Macron earlier this year, was created with the intention to arrange a European-led ground force to police any ceasefire between Ukraine and Russia. At a meeting called to coincide with the French president's state visit to Britain, dozens of world leaders will instead discuss plans to ramp up ammunition supplies and boost Ukraine's domestic defence industry. Rebuilding Ukraine's energy production and post-war reconstruction of its war-stricken cities will also be discussed, according to a draft agenda shared with The Telegraph. The decision to change the group's approach comes after months of failed attempts by the US President to convince Vladimir Putin to sign up to a truce. A diplomatic source told the Telegraph: 'Given that Trump's strategy has not yet yielded any results, the ceasefire is still too far away to discuss how to secure it. 'What we need now is to continue to supply arms to Ukraine so that it can defend itself and, hand in hand with that, to continue to pressure Russia to start serious negotiations.' Europeans hope that continuing to demonstrate their support for Ukraine will convince Putin to come to the negotiating table. Trump funds weapons after U-turn Mr Trump has also appeared to have had a change of heart after signalling he was 'not happy' with Putin for ignoring his demands for a ceasefire. The US president said he would send more 'defensive weapons' to Kyiv, reversing a decision from days earlier to pause shipments. But Mr Trump has said he would help fund Patriot air defence systems for Ukraine after becoming angry over Russia's drone and missile barrages on Ukrainian cities. He said: 'We're going to send some more weapons. We have to. They have to be able to defend themselves. 'They are getting hit very hard now.' The Pentagon last week put weapon shipments, including surface-to-air missiles and artillery shells, on pause as part of a review over its own stockpiles. Lack of US security guarantee The talks on Thursday, via videolink, will be the first time the Coalition of the Willing has come together since March. Volodymyr Zelensky is expected to join the call from Rome, where he is attending the annual Ukraine Recovery Conference. The decision to all but end talks over a European-led troop deployment will come as a blow to the Ukrainian president, who has been calling for robust security guarantees from his allies. Talks over the prospect of boots on the ground largely collapsed because of limited troop pledges and a refusal by Mr Trump to offer US security guarantees to European militaries stationed in the war-torn country. A source familiar with the discussions said: 'Some realism has broken out. 'It could have duplicated existing Nato and other mechanisms, but it all fell on the issue of the US backstop and limited troop pledges.' Plans previously watered down The original plans for a large scale troop deployment to protect Ukraine's cities, ports and nuclear power plants had already been watered down to moving Western training missions back to the country. It was thought that the presence of British and French military trainers would fulfil the promise to put Western boots on the ground while not provoking Russia or putting Nato's plans to defend its eastern flank in jeopardy. Earlier this week, a French official told reporters: 'On the agenda, there's how to maintain Ukraine in a capacity to fight, how to increase pressure on Russia and how to continue the work on the next steps.' A readout of Sir Keir's latest call with Mr Zelensky said the Coalition would also debrief on the 'significant progress being made by military planners'. The Prime Minister told the Ukrainian president: 'The recent Russian attacks reinforced the need for Ukraine's friends and allies to focus both on ensuring Ukraine had the support it needed to defend itself, while also planning for a post-ceasefire future.'

Report: Rubio impersonator used AI in calls with foreign leaders
An imposter used AI technology to impersonate Secretary of State Marco Rubio and contacted at least a handful of top U.S. and foreign government officials, according to a diplomatic cable warning of the stunning blunder. U.S. officials are hunting for the culprit, and assess that it is part of a plan to mop up information, the Washington Post reported. The news comes just weeks after another impersonation plot involving a high-powered figure in the Trump White House , this one involving White House chief of staff Susie Wiles. That nefarious plot involved stolen data from the personal cellphone of White House chief of staff Susie Wiles that was then used to call some of American's most powerful people. In the Rubio scam, someone purporting to be the secretary of state who also serves as Trump's national security advisor dialed three foreign secretaries, as well as a governor and a U.S. member of Congress 'with the goal of gaining access to information or accounts,' according to a cable obtained by the Post. The imposter 'contacted at least five non-Department individuals, including three foreign ministers, a U.S. governor, and a U.S. member of Congress,' according to the July 3 cable. The imposter used text messages and the encrypted Signal app, the same app that led to the ouster of former National Security Advisor Michael Waltz after he accidentally added a reporter to a Signal group chat where top officials discussed a bombing campaign. The contacts came in mid-June, during a flurry of high-stakes diplomatic activity amid wars in the Middle East and Ukraine and trade wars set off by President Trump's tariffs. 'The actor likely aimed to manipulate targeted individuals using AI-generated text and voice messages, with the goal of gaining access to information or accounts,' according to the cable. The Daily Mail reached out to the State Department for a comment on the security breach. AI tools are becoming increasingly powerful and easy to access, and creating a message in the voice a senior government official like Rubio is not particularly challenging. There are massive amounts of publicly available clips that would allow AI technology to closely mimic Rubio's speech patterns and even content. By relying on voice messages, the imposter would be able to fire off believable sounding missives that could potentially be used to collect additional information, with less risk of catching an error through real-time interaction. The Daily Mail has reached out to the State Department and the White House for comment. 'The actor left voicemails on Signal for at least two targeted individuals and in one instance, sent a text message inviting the individual to communicate on Signal,' according to the cable. Rubio makes for an obvious target because of his influence and his portfolio, which would give him a reason to interact with top officials throughout the government and abroad. The former U.S. senator and former presidential candidate was seated to Trump's right during Monday night's high-stakes meeting with Israeli Prime Minister Benjamin Netanyahu, where the Israeli leader handed Trump a letter nominating him for the Nobel Peace Prize, and where Trump called for sending arms to Ukraine and said he would meet with Iranian officials on a potential deal next week.

Trump says Ukraine will receive more weapons after US pause on shipments
The White House said last week the decision had been made "to put America's interests first" in response to a defence department review of military support to other countries. Trump's apparent change of heart came after days of deadly Russian drone and missile barrages on Ukrainian cities, including the capital Kyiv. One attack on the city last Thursday has claimed a third life, according to local officials. Trump said late on Monday that Kyiv needed to be able to defend itself. "We're going to send some more weapons. We have to... They're getting hit very hard now," he said during a news conference with Netanyahu. "I'm disappointed that President Putin has not stopped," he added. The Pentagon responded with a brief statement, saying that "at President Trump's direction, the Department of Defense is sending additional defensive weapons to Ukraine to ensure the Ukrainians can defend themselves while we work to secure a lasting peace and ensure the killing stops". After a week of uncertainty, the US move will come as a relief to Ukraine, says the BBC's Paul Adams in Kyiv. Kyiv had warned that the move to pause some shipments would impede its ability to defend against escalating airstrikes and Russian advances on the front lines. Zelensky said late last week that he had spoken to Trump "about opportunities in air defence and agreed that we will work together to strengthen protection of our skies". The war in Ukraine has been raging for more than three years since Russia launched its full-scale invasion in February 2022. Ceasefire talks have also largely stalled after several attempts by Trump to broker a deal between the two parties. Following a call with Putin last week, Trump said that "no progress" to end the conflict had been made, adding "I don't think he's looking to stop". Hours after the call, Ukraine said Russia fired a record 539 drones and 11 missiles targeting Kyiv, but also hitting the regions of Sumy, Kharkiv, Dnipropetrovsk and Chernihiv. Zelensky has called on international allies - particularly the US - to increase pressure on Moscow and impose greater sanctions.
