Gartner warns of 40% agentic AI failure by 2027 - Industry leaders push back

In a recent report, Gartner has predicted that more than 40% of Agentic AI projects would be cancelled by the end of 2027, due to escalating costs, unclear business value or inadequate risk controls. Though making significant predictions, the report does not outline the nature of the study, the parameters or the methodology involved in reaching such conclusions.'Most agentic AI projects right now are early stage experiments or proof of concepts that are mostly driven by hype and are often misapplied,' says Anushree Verma, Senior Director Analyst, Gartner. 'This can blind organizations to the real cost and complexity of deploying AI agents at scale, stalling projects from moving into production. They need to cut through the hype to make careful, strategic decisions about where and how they apply this emerging technology.'
"If we don't invest in the invisible guardrails that Agentic AI warrants or if we design Agentic AI by overlooking overall system design, costs can escalate and repatriation can start. Left shift is a must as far as security, performance and costs are concerned. These should be the considerations at the architecture stage and not at the monitoring stage. Not everything needs to become agentic and not everything needs to go on cloud," says Anjali Satam, Head of Engineering and Technology Director at IKS Health.
Assessing Gartner's initial claims
Gartner's initial prediction about agentic AI adoption—prior to June 2025—was highly optimistic, especially regarding customer service and enterprise automation. They also stated that agentic AI would autonomously resolve common customer service issues without human intervention, leading to a reduction in operational costs.
"I agree with the current Gartner point of view. Because, the ability to provide flawless access to data for agentic AI to truly function as intended is a major challenge, because most data is not ready and the majority of organizations have not invested in the computing infrastructure needed to deliver on the real promise of agentic AI," says Rajendra Deshpande, former CIO at Intelenet Global Services and a technology consultant.
Implementations should be driven by business objectives
A few technology experts are of the view that the current agentic AI models don't have the maturity and agency to autonomously achieve complex business goals or follow nuanced instructions over time and may not be able to autonomously achieve complex business goals or follow nuanced instructions over time and therefore could lack value or return on investment (ROI). Understanding Gartner's hype cycle
Such overarching statements are not unusual. Most technologies follow the hype cycle. The hype cycle is a method to assess how technology evolves along an S-curve. Gartner categorizes current trends into five buckets, each representing a different stage of maturity. This process involves combining technologies and grouping them according to their maturity by a team of experts helps them evaluate the status of each technology on the S-curve.
Such observations have usually held true for almost all emerging technologies. Almost 40% of projects fail in the first 1000 days, whether it is blockchain, drones or generative AI. The reasons could be diverse, including factors such as maturity of use cases, readiness of the specific industry, the cost of technology acquisition and implementation, challenges of integration with the existing legacy systems, etc. Gartner explains this phenomenon through its concept of the hype cycle, which is a graphical tool that plots the maturity, adoption, and social application of emergent technologies, providing insights into their potential risks and benefits. It includes five phases: the innovation trigger, peak of inflated expectations, trough of disillusionment, slope of enlightenment, and plateau of productivity.
"I am not sure if they use any statistical models, but a team of experts definitely reviews and evaluates the status of each technology on the S-curve. This means there is a level of subjectivity embedded in the assessment for sure. Again, it would be interesting to see how many of their predictions have actually come true. I think the hype cycle is more of a framework to assess the level of maturity of technologies, rather than a precise prediction method. It would be even more interesting to know if Gartner has any audited data about the accuracy of their predictions," observes Deshpande.
A major driver of the current hype around agentic AI is the widespread rebranding of existing products by many suppliers, often without delivering the true, full capabilities that define agentic AI.
"In 2000, dot-coms rose fast and fell faster. In 2010, many IT services projects grew big but couldn't scale well. In 2020, SaaS exploded, but too much of it lacked clear value. Every hype wave leaves behind good ideas that failed because of weak execution or no real go-to-market!" points out Kingshuk Hazra, Founder, LeadStrategus.

While US Commerce Secretary Howard Lutnick has become a familiar face touting President Donald Trump's tariff and trade deals, sources said the export bureau under Lutnick's command has failed to issue expected new rules, stifled communications with industry representatives, pushed out experts, and lost staff through buyouts and resignations. STORY CONTINUES BELOW THIS AD Shipments of artificial intelligence chips from Nvidia to China are the most high-profile example of licenses not being swiftly approved. The company said July 14 the government assured it licenses would be granted for its H20 chip, and it hoped to start deliveries soon. Lutnick and other officials confirmed sales would be allowed. But sources said this week no licenses have yet been issued, and billions of dollars of AI chip orders are at stake. One US official said the backlog of license applications is the lengthiest in more than three decades. A spokesperson for Nvidia declined to comment. The Department of Commerce did not respond to a request for comment. The turmoil and resulting inaction at an agency tasked with promoting overseas trade and safeguarding American technology are alarming both those seeking tougher restrictions on exports to China and companies trying to sell their wares abroad. 'Licensing is how the US does business and competes globally,' said Meghan Harris, who served on the National Security Council in the first Trump administration and has worked at Commerce. 'Delays and unpredictability put us at an unnecessary disadvantage.' The Commerce Department's Bureau of Industry and Security averaged 38 days per export license application in fiscal year 2023, the most recent data available, denying 2% of 37,943 applications. STORY CONTINUES BELOW THIS AD The license process enforces US export restrictions in an effort to make sure sensitive goods and technology do not reach countries or entities whose use of the items could harm US national security. Some staff have criticized Jeffrey Kessler, who became BIS undersecretary in March, saying he has micromanaged the bureau and failed to communicate adequately. Kessler did not respond to a request for comment. At a staff meeting soon after he took office, Kessler urged BIS staff to limit communications with company representatives and industry officials, according to two additional sources, who said he later asked for all meetings to be entered on a spreadsheet. Getting approval from Kessler's office to attend meetings with other government agencies has also been tricky, those sources said. Sources spoke anonymously because they were not authorized to speak publicly. Frustration among exporters Frustration is growing within US industry. 'We're seeing whole sectors where there is no movement or indication if or when licenses will be issued," including license applications for semiconductor manufacturing equipment worth billions of dollars, said Sean Stein, president of the US-China Business Council. 'The longer we have the delay, the more market share we're going to lose." Jim Anzalone, president of Compliance Assurance, a Florida-based trade consultancy, said he has seen delays in license approvals for sensors, radars, and sonar to Latin America and other parts of the world. 'There's nothing official about what the policy is and when the backlog would be cleared,' he said. He has received denials sporadically after submitting some two dozen applications months ago to export semiconductor manufacturing equipment to China, including four denials on Wednesday, he added. Sources stressed that some licenses are getting approved, especially exports to allied countries, and they noted that some communication with companies continues, especially around license applications. Commerce is also delaying regulatory changes. The agency said in May it would rescind and replace a Biden administration rule before it went into effect that month restricting where AI chips can be exported, but the agency has not done so yet. Meanwhile, important staff vacancies such as China-based export control officers have not been filled, and high-level career employees have resigned. Kolkata: The Bengal govt is going to hire firms with expertise in the fields of AI, machine learning (ML), big data analytics, and related technologies, to develop solutions for property valuation, digitisation of legacy records, social welfare delivery, and internal decision-making processes. The new mechanism is expected to be in place by the end of the year, an official of the finance department said. One of the most ambitious projects is leveraging AI to develop a unified social registry for efficient beneficiary identification, direct benefit transfer (DBT), and management of social welfare schemes. The govt has already started the Duare Sarkar camps. Amader Para Amader Samadhan will start on Saturday and continue until Nov 3. For the doorstep service, the state govt is targeting to integrate GIS and AI models to identify underserved areas and deliver hyper-localised service interventions, especially in tribal belts or ecologically vulnerable areas, the official said. For database management, there will be virtual aggregation of sensitive data while maintaining departmental control and reducing DBT verification delays. A dynamic, data-driven AI model will be developed for the valuation of immovable properties, integrating diverse datasets and even digitising legacy handwritten Bengali registration records. Another project aims to develop an AI-based system to streamline the finance department's file examination and enhance decision-making.
