
State to reclaim Hebbal land for key infrastructure projects

After prolonged uncertainty, the Karnataka government has now made it clear that it intends to reclaim the strategically located 45-acre land parcel in Hebbal to facilitate major infrastructure developments. Following a high-level meeting on Monday, Deputy Chief Minister DK Shivakumar confirmed the decision, stating, 'We have firmly decided to acquire this land. It is essential for key projects including the Metro depot, tunnel road, and an integrated transport hub. Compensation will be offered in the form of TDR, FAR, or other applicable norms—but we cannot let go of this land. It is the gateway to Bengaluru, and we must upgrade the entire area.'The decision comes amid delays in handing over the land to BMRCL, raising speculation that real estate interests may be slowing the process. With mounting pressure from various stakeholders including MPand entrepreneur, who have called on the state to fast-track the Metro-related land transfer, Monday's announcement is seen as a critical step forward. The Deputy CM added that the government has directed planners to create a comprehensive development blueprint combining the Metro, tunnel road, and a multi-modal transport hub to maximise the land's public utility.Sources said that the disputed land was originally acquired by KIADB in 2000 for a private company, but as the company failed to develop it, BMRCL offered `12.10 crore per acre, amounting to `551.15 crore, to purchase the land for Phase 3. The Metro authority had initially sought 6,712.97 square meters and had already purchased it at the same rate set by KIADB. Now, it seeks an additional 45 acres for its expansion. The land is technically under KIADB's control but was acquired for private use, creating legal hurdles.BMRCL aims to build a crucial Metro station at Hebbal under Phase 3, connecting JP Nagar 4th Phase to Kempapura via the Orange Line. Additionally, it plans to establish stations for the Blue and Red Lines and integrate the suburban rail project (K-RIDE), along with multi-level car parking, a multi-modal transport hub, a bus terminal, and a Metro depot. If the government directly transfers the land through KIADB, legal disputes could arise, leading to a potential 10–12-year court battle. To avoid delays, the government previously suggested that BMRCL negotiate directly with the private company to reach an amicable settlement. The upcoming meeting will be crucial in determining the way forward for this vital infrastructure project.

India must act: Publishers sound alarm on AI's ‘theft' of news content
As leading publishers in the US and UK clamp down on artificial intelligence (AI) companies scraping news content without consent, Indian digital media houses are ramping up pressure on the government to step in and protect journalistic work from being 'exploited' by commercial AI models. The development follows a sweeping move by major global players, including the Associated Press, The Atlantic, Sky News, Time, Buzzfeed, Conde Nast, and DMGT, to block AI bots from crawling their websites by default. The effort is being supported by Cloudflare, one of the world's largest internet infrastructure firms, which has announced a new system that gives publishers granular control over AI access to their sites. Indian publishers say the problem of unauthorised AI scraping has reached alarming proportions with no legal safeguards, licensing systems, or enforcement mechanisms in place. 'The situation in India is becoming increasingly untenable,' said a spokesperson for the Digital News Publishers Association (DNPA), a key industry body. 'While global players are waking up to the importance of permission and fair compensation, Indian news content continues to be freely exploited without dialogue or safeguards. We urge the Government of India to take immediate steps to take necessary measures against such unauthorised and rampant data scrapping,' the spokersperson said in a press statement. According to Cloudflare, OpenAI's GPTBot alone accounted for nearly 30 per cent of all AI-related web scraping in May 2025, a sixfold increase from just a year earlier. Other major scrapers include Meta's External Agent and Anthropic's ClaudeBot. Cloudflare's new approach gives publishers the option to allow or block AI crawlers and even tag them based on intent, whether the bot is scraping for model training, search indexing, or inference purposes. Crucially, the company is also testing a 'pay-per-crawl' model that could allow news outlets to charge AI firms directly for accessing their content. 'This is a game-changer for publishers,' said Roger Lynch, CEO of Conde Nast. 'When AI companies can no longer take anything they want for free, it opens the door to sustainable innovation built on permission and partnership.' But in India, publishers have few tools at their disposal. Unlike in the US and UK, where AI companies now face increasing legal scrutiny and regulatory pushback, Indian media houses are still operating in a grey zone. The DNPA and other digital publishers have now jointly called on the Ministry of Electronics and IT (MeitY) and the Ministry of Information and Broadcasting (MIB) to urgently act on the following demands: 'India has the potential to be a global AI leader – but not by trampling on the rights of its own creators,' said a senior editor from a leading digital news platform. 'We must innovate responsibly, with laws that value original content and protect public trust.'

SBI marks Reliance Communications as fraud account; company says order ex-parte
State Bank of India (SBI) has classified the loan account of Reliance Communications (RCom) as fraud diversion of sanctioned loan amounts to pay connected parties, inter-company loan transactions and investments and misutilisation of sales invoices. The bank will take further action against the company and its former promoter director, Anil Ambani by reporting them to the Reserve Bank of India (RBI), according to a letter posted on the stock exchanges. In response to the stock exchange disclosure, Delhi based Agarwal Law Associates on behalf of their clients RCom and Anil Ambani expressed shock at what they said was an ex-parte order of SBI. 'Vide our letter dated October 21, 2024 we had submitted that as the bank's show cause notice (SCN) dated December 20, 2023 had been issued prior to the revised RBI Master Directions dated July 15, 2024 which completely superseded the directions under which the SCN had been issued (and which are no longer in existence), the bank would need to withdraw the said SCN,' the law firm said. Agarwal Associates said that after almost a one-year silence by SBI, RCom and Anil Ambani was under the impression that the bank had accepted the client's position and did not intend to precipitate the matter. The law firm also said that similar allegations against various other people have been dropped after the RBI master directions and Anil Ambani should also get that benefit. 'We reiterate that our client was not a whole-time director but was a non-executive director on the board of RCom and not responsible for the day to day functioning and operations of RCom which was undertaken by the key management personnel,' the law firm said in its letter addressed to the SBI fraud monitoring department , the bank's chairman, manging director and deputy managing director. Agarwal Associates said their clients were provided an incomplete copy of the forensic audit report (FAR) and without any underlying documents. 'The failure to provide all the documents has prevented our client from giving his detailed response to the allegations set out in the SCN and making submissions that there was no violation of the sanctioned facilities,' the law firm said. Ambani was also not given the opportunity of a personal hearing in the matter, Agarwal Associates said. In its detailed notice to the company SBI said after the Supreme Court order in March 2023 which said that promoters of companies have to be given a hearing before they are declared as fraud, the bank reversed its 'fraud' tag on RCom and its promoters. 'As part of the re-initiation of the process of fraud identification in the account, SCNs were served to the borrower and its promoters, directors dated December 20, 2023 for giving an opportunity of hearing in adherence to the principles of natural justice before deciding on identification and reporting of account as fraud…' SBI said in its letter. Another notice with a forensic audit report was sent to the promoters, directors again in March 2024 and another one in September 2024. The resolution professional had replied to the notices from SBI in January 2024, saying that nothing should constraint the bank from pursuing any action against hr erstwhile directors, management or employees of the company for fraudulent or actions of omissions. SBI follows, its peer Canara Bank which had also classified RCom as fraud citing similar reasons like routing of loan amounts to settle liabilities with connected parties and inter-company transactions . RCom and its subsidiaries had taken loans totalling Rs 31,580 crore from banks.
