Azerbaijan signs $2 billion investment agreements with Pakistan on sidelines of ECO summit

Arab News18 hours ago
ISLAMABAD: Azerbaijan signed investment agreements worth $2 billion with Pakistan on Friday to boost economic cooperation, said an official statement released in Islamabad, in a major development during Prime Minister Shehbaz Sharif's visit to the Central Asian state for the Economic Cooperation Organization (ECO) summit.
The two-day summit, hosted in Khankendi, Azerbaijan, focused on a sustainable and climate-resilient future for the region.
In his address, Sharif warned that climate change posed an existential threat to ECO member states, highlighting the impact of melting glaciers, floods, desertification and declining crop yields. He also emphasized more trade, tourism and regional integration to enhance economic prosperity.
'In the presence of Prime Minister Muhammad Shehbaz Sharif, Deputy Prime Minister and Foreign Minister Muhammad Ishaq Dar and Azerbaijan's Minister of Economy Mikayil Jabbarov signed agreements for $2 billion of investment in Pakistan's economic sector from Azerbaijan,' the PM Office announced in a statement.
The agreements were signed following a bilateral meeting between Sharif and Azerbaijani President Ilham Aliyev, with officials hoping for a more detailed agreement during Aliyev's upcoming visit to Pakistan.
'The agreement has elevated investment and trade relations between the two countries to a historic level and will serve as a guarantee for further strengthening their brotherly ties and commercial partnership,' the official Pakistani statement added.
It also described the development as a result of sustained engagement between Pakistani ministries and diplomats and their Azerbaijani counterparts over recent months.
SIDELINE DIPLOMACY
On the sidelines of the summit, Sharif held separate meetings with the presidents of Turkiye, Iran and Uzbekistan, reaffirming Pakistan's commitment to regional cooperation, peace and connectivity.
In his meeting with Turkish President Recep Tayyip Erdoğan, both leaders reviewed the full spectrum of bilateral relations and vowed to accelerate progress in critical areas.
'The two leaders reiterated their resolve to bring about meaningful progress in relations... [emphasizing] the importance of deepening cooperation in trade, defense, energy, connectivity and investment,' said a separate handout by the PM Office.
To advance this agenda, both sides agreed to exchange high-level delegations to finalize understandings reached between the sides.
In another key engagement, the Pakistani prime minister met Iranian President Dr. Masoud Pezeshkian, with both sides reviewing the implementation of previous agreements to strengthen bilateral ties.
Sharif praised Iran's leadership during the recent conflict with Israel and welcomed Tehran's decision to agree to a ceasefire.
'The Prime Minister reaffirmed Pakistan's unwavering solidarity with the people and Government of Iran and Pakistan's strong commitment to continue working closely with Iran for peace in the region through dialogue and diplomacy,' the statement said.
In his meeting with Uzbek President Shavkat Mirziyoyev, Sharif focused on regional integration, energy cooperation, and the Trans-Afghan Railway Project, which is seen as vital for unlocking trade corridors between Central and South Asia.
'The two leaders agreed on visits of their senior ministers to Tashkent and Islamabad to finalize necessary agreements,' the PMO said, adding that both sides viewed their cultural and historical ties as a strong foundation for broader collaboration.

Erdogan confident Turkey to be readmitted to US F-35 program in stages

President Recep Tayyip Erdogan has expressed confidence Turkey would be readmitted to the US F-35 program and receive the stealth fighter jets in line with 'an agreement' with US President Donald Trump. Washington booted Turkey out of its F-35 program in 2019 and a year later imposed sanctions on Ankara over its purchase of an S-400 Russian surface-to-air missile defense system, but since Trump's return to office, the two NATO allies appear keen to end the dispute. 'I believe that Mr. Trump will remain loyal to the agreement we made. I think the F-35s will be delivered to Turkey step-by-step during his term,' Erdogan said while returning from Azerbaijan, the Anadolu state news agency reported Saturday. He gave no further details about the agreement but said the move was 'part of a geo-economic revolution.' 'The F-35 issue is not only a military technology issue for us, but also a strong partnership issue in international platforms such as NATO,' he added. The sanctions on Turkey's defense sector have soured ties between the two allies but last weekend, Washington's envoy to Ankara Tom Barrack said they were likely to be over 'by the year's end.' Trump and Erdogan would instruct their top diplomats to 'figure out the way and end it and Congress will support an intelligent solution', he told Anadolu on Sunday. In March, Erdogan spoke to Trump about the need to finalize a deal to let Turkey buy US F-16 fighter planes and be readmitted to the development program for F-35 warplanes. And last month, he said he saw an end in sight to the sanctions, saying Turkey had seen them eased under Trump.

BlackRock halted Ukraine fund talks after Trump's election win: Report

BlackRock Inc. halted its search for investors to back a multibillion-dollar Ukraine recovery fund earlier this year after Donald Trump's election victory saw the US sour on the eastern European country, people familiar with the discussions said. The fund, meant to be unveiled at next week's Ukraine Recovery Conference in Rome, was close to securing initial support from entities backed by the governments of Germany, Italy and Poland, the people said, declining to be identified discussing private information. However, in January, BlackRock decided to pause talks with institutional investors due to a lack of interest amid increased uncertainty over Ukraine's future. Donald Trump ran his reelection campaign on a promise to immediately end the war in Ukraine and bring the country's president, Volodymyr Zelenskyy, and Russian counterpart Vladimir Putin together for peace talks. Since his inauguration at the start of the year, the US president has clashed with both men and issued inconsistent proposals for a path forward, while indicating an end to US military support for Ukraine. The US government was a notable absence from the fund's backers in December. Reconstruction funding The Ukraine Development Fund was on track to secure at least $500 million from countries, development banks and other grant providers, along with $2 billion from private investors, Philipp Hildebrand, vice chairman of BlackRock who was among the financiers leading the discussions, said last year. At the time, Hildebrand said that could bring together a consortium of equity and debt investors who could finance at least $15 billion of reconstruction work in Ukraine. The total bill to rebuild Ukraine following Russia's invasion was estimated at more than $500 billion by the World Bank and others in February. A BlackRock spokesperson said the firm completed its pro-bono advisory work on the Ukraine Development Fund in 2024 and is currently not engaged in 'any active mandate' with the Ukrainian government. 'The only conversations that drive our decision-making are those with our clients,' the spokesperson added. BlackRock was set to unveil the fund in Italy, some of the people said, during the Ukraine Recovery Conference on July 10-11 that Italy's Giorgia Meloni and Ukraine's Zelenskyy are set to attend, though the timeline was never made public. Spokespeople for Prime Minister Meloni and the foreign ministry didn't respond to a request for comment. France has been working on a fund proposal to replace the canceled BlackRock initiative but it's not clear how effective the new plan will be without US backing, the people said.

Riyadh: Saudi aid agency KSrelief has launched the third phase of its food security support project in Pakistan, the Saudi Press Agency reported. The launch ceremony was held at the Saudi Embassy in Islamabad, attended by Saudi Ambassador Nawaf bin Said Al-Malki, Pakistan's Federal Minister for National Food Security and Research Rana Tanveer Hussain, and other officials. Al-Malki said the project 'reflects the directives of the Saudi leadership and its continued support for the people of Pakistan.' He added that it is part of a series of KSrelief initiatives intended to help vulnerable families, particularly those affected by floods across the country. The project will distribute more than 30,000 food baskets in various regions of Pakistan. Each basket contains essential food items sufficient for a family for one month, the SPA reported. The project will assist a total of 210,000 people, Al-Malki added. Hussain expressed the gratitude of the Pakistani government and people for Saudi Arabia's ongoing humanitarian assistance. Meanwhile, KSrelief concluded the Saudi Noor program to combat blindness and its causes in Settat, Morocco, on Saturday. In Yemen, a KSrelief team visited vocational training centers in Seiyun district, Hadramout governorate, to assess the Vocational Pathways project aimed at empowering young men and women. The team reviewed training programs in motorcycle electrical maintenance and sewing and tailoring, which are benefiting 40 participants from both the host community and displaced populations. The project is part of the Kingdom's humanitarian efforts to benefit Yemeni youth through vocational training and tools, contributing to sustainable development for the country. In Sudan, KSrelief distributed 500 food baskets to displaced families in several towns in Blue Nile State, benefiting 3,266 people.
