Mother of murdered teen fears justice reforms
Conner Marshall, 18, of Barry, Vale of Glamorgan, was beaten to death by David Braddon in March 2015 in a case of mistaken identity.
But plans to deal with prison overcrowding would see more prisoners in Wales and England, including some serious offenders, eligible for early release after serving a third of their sentence.
Mr Marshall's mother, Nadine Marshall, is concerned reforms announced by Justice Secretary Shabana Mahmood, including increased use tagging and home detention, will put even more strain on the probation service
"The problems are going to be magnified because the system isn't fit for purpose as it is," she said.
The Ministry of Justice (MOJ) said the UK government inherited a criminal justice system "in crisis" but would include £700 million to fund "intensive supervision" of released prisoners by the Probation Service.
Mrs Marshall responded: "I'm not confident in the slightest.
"That money is just going to plug holes.
"The staffing isn't there, the processes aren't there, the systems aren't there for probation to actively be able to deal with the workload they have."

Mr Marshall was killed at Trecco Bay caravan park in Porthcawl, Bridgend county, in a drink and drug-fuelled attack.
At the time, Braddon, 26, of Caerphilly, was subject to two community orders following his conviction for drug offences and assaulting a police officer, but was classified as a low-risk offender.
He was among 244 criminals on probation who were charged with murder in Wales and England between January 2020 and March 2024 - an average of one a week - according to statistics shared with BBC Wales-produced Newyddion S4C.
At the inquest into Mr Marshall's death, the coroner heavily criticised the Probation Service, particularly the "woefully inadequate" management of Braddon's inexperienced new case worker.
An MOJ spokesperson said: "Our thoughts remain with the victims of these horrific crimes and their families.
"A 45% uplift in funding for the service will allow us to tag and monitor tens of thousands more offenders in the community. And we are on track to have recruited 2,300 probation officers by March next year."
But an independent sentencing review has suggested wider use of probation services and the third sector in managing offenders after release from prison.
It was carried out by the former Conservative Lord Chancellor David Gauke after prisons across Wales and England almost reached capacity last summer.
It acknowledged the probation service is also currently "under great strain".
Mahmood told the Commons on Thursday she accepted most of the proposals but stopped short of allowing the most serious offenders from being released early and said nobody jailed for terror offences would be eligible.
Between July 2024 and March 2025, the UK government recruited 1,000 probation officers and has set a target of recruiting a further 1,300 this financial year 2025-26.
National Association of Probation Officers broadly supports the government announcement but warned proper investment must accompany the burden on staff.
"We have long been saying if the prison system is full and it is, so is probation," general secretary Ian Lawrence told Newyddion S4C.
"Can the probation service cope with what will be a new cohort of early releases in Spring next year once this is all enacted? Not at the current rate of progress.
"We currently have a system where staff are working massive hours under massive pressure just to cope with what I would call business as usual."

A White South African farm owner and two employees are facing trial over the alleged murder of two Black women who prosecutors say were shot dead for trespassing last August and their bodies fed to pigs – stoking fury in a nation already reeling from racial tensions. The women were said to have been killed by Zachariah Olivier, 60, and his workers, Adrian De Wet, 19, and 45-year-old foreign national William Musoro. The men appeared at the Limpopo Polokwane High Court on Monday, in the northern Limpopo province, a regional spokesperson for the National Prosecuting Authority of South Africa (NPA) told CNN. The trio 'are facing two counts of murder, attempted murder, three counts of defeating the ends of justice, and possession of firearms and ammunition,' the NPA said in an earlier statement. Musoro, described by police as 'an illegal immigrant,' was additionally charged with 'contravening sections of the illegal immigration act,' a police statement said. They were not asked to enter a plea before the hearing was shifted to Thursday, NPA spokesperson in Limpopo, Mashudu Malabi-Dzhangi, said. The men were arrested after police investigations led to the discovery of the decomposed bodies of the women 'in a pigsty on a farm in Sebayeng, outside Mankweng,' on August 20, 2024, the police statement said at the time. 'The investigation began when a 45-year-old South African woman went missing after visiting the farm on 17 August (2024), accompanied by a 35-year-old foreign national woman,' police said. 'Both women sustained gunshot wounds, and a 47-year-old foreign national man, who was with them' escaped but 'was also shot and hospitalized.' The survivor told reporters that one of the murdered women was his wife. The other woman was their neighbor. They had entered the farm to collect expired and abandoned dairy products, he said. Many South Africans outraged by the killings have called for justice for the victims. Similar murders have been recorded in South Africa in recent years. In Mpumalanga, in the country's east, four men, including a 24-year-old farm manager, are facing charges of murder and kidnapping for allegedly killing and burning the bodies of three people accused of stealing sheep last August, the NPA said. In 2019, a South African High Court handed down lengthy prison sentences to two White farmers for throwing a 16-year-old teenager out of a moving truck in Coligny, in the North West Province, for allegedly stealing sunflowers. The men were, however, acquitted two years later by a higher court, which overturned their sentencing, citing a lack of evidence. Violent crime is rife in the southern African nation of just over 60 million people, where nearly 20,000 murders were recorded between April and December last year, according to police data. Farm murders, involving both White and Black South Africans, make up a small part, about 0.2% of those killings, even though White nationalist groups make widely disputed claims of a genocide against White farmers.

Former New York prison guard sentenced to 15 years for beating death of inmate
UTICA, N.Y. (AP) — A former corrections officer was sentenced to 15 years in prison Monday for his role in the death of a Black inmate whose beating by a group of guards at an upstate New York prison was captured on bodycam videos. Christopher Walrath was one of six guards charged with murder in the death of Robert Brooks, who was pummeled at the Marcy Correctional Facility on Dec. 9. Walrath pleaded guilty to first-degree manslaughter in May under the first plea deal among the guards charged with murder. 'In that video, I see you and your fellow officers treating him as if his life holds no value at all, as if you're entitled to brutalize him for sport,' Robert Brooks Jr., the victim's son, told the court. The son said in his victim impact statement that, 'I am not OK and I never will be.' Brooks had been serving a 12-year sentence for first-degree assault since 2017 and was transferred to Marcy from a nearby lockup on the night he was beaten. The videos show Brooks being struck in the chest with a shoe, lifted by his neck and then dropped. Under questioning in May from Onondaga County District Attorney William Fitzpatrick, Walrath admitted that he and other guards assaulted Brooks, that he put Brooks in a chokehold, and that he struck the inmate's body and groin. In addition to the six guards charged in February with murder, three more prison workers were indicted for manslaughter and another for evidence tampering. Prosecutors have said three other prison workers have reached agreements. A guard pleaded guilty in May to attempted tampering with physical evidence and was sentenced to a one-year conditional discharge. Trials were scheduled to begin in October for guards who have rejected plea deals. Fitzpatrick also is prosecuting guards in the fatal beating of Messiah Nantwi on March 1 at another Marcy lockup, the Mid-State Correctional Facility. Ten guards were indicted in April, including two who are charged with murder. Both prisons are about 180 miles (290 kilometers) northwest of New York City.

Reform's justice tsar calls for US-style ‘supermax' prisons
Reform UK's new justice adviser has called for the UK to introduce US-style 'supermax' prisons. Vanessa Frake, a former prison governor, said it would be 'relatively easy' to convert some of the nation's existing high-security facilities. She made the comments as she announced she had formally joined Reform to play a leading role in the party's law and order task force. Nigel Farage said he wanted there to be debate on moving to a 'supermax' prisons system after he was asked about the potential cost of making such a change. He told a press conference in Westminster: 'The supermax prisons, have we costed it? Have we thought it through? It is a debate. 'The point about this task force is we are starting a debate and we would rather like it to become a full public debate too.' Ms Frake added: 'I didn't say we should build supermax prisons. I actually said a super max regime. There is a totally different thing and converting part of our high-security estate into a supermax wing would be relatively easy.' US 'supermax' prisons hold prisoners who are deemed to be such a high risk that they cannot be housed even in maximum security facilities. Such facilities see inmates confined in single cells with facilities made of poured, reinforced concrete to deter self-harm. They are under 24-hour supervision, carried out with high staff–inmate ratios.
