Ganpati mandals decry hike in pothole penalty from ₹2,000 to ₹15,000, seek roll-back

Mumbai: The Brihanmumbai Sarvajanik Ganeshotsav Samanvaya Samiti, an umbrella body of Ganpati mandals from across the city, on Sunday urged the Brihanmumbai Municipal Corporation (BMC) to scrap the recent hike in penalty for potholes near Ganpati pandals from ₹2,000 to ₹15,000 per pothole. The hike will place unreasonable financial burden on organisers of the festival and leave them susceptible to penal action, said advocate Naresh Dahibawkar, chairman of the Samiti which represents around 2,000 Ganpati mandals.
'Such strict enforcement is not there even for contractors who construct poor roads,' said Dahibawkar. 'We will follow up with both the BMC and the state government to seek cancellation of the fine.'
For several years now, the BMC has been levying penalties on Ganpati mandals for potholes found in the vicinity of Ganpati pandals after the festival. Till last year, the penalty was ₹2,000 per pothole. But on July 21 this year, the civic body issued a circular notifying a hike in the fine to ₹15,000 per pothole.
Ganpati mandals across the city, including the richest and most popular ones, were alarmed by the decision. More so because they were expecting some concessions after the state government, on July 10, declared Ganeshotsav the state festival.
At a meeting of the Samiti held on Saturday in Dadar, representatives of various mandals raised concerns about the hike, and unanimously resolved to urge the authorities for a rollback.
'Many mandals take the initiative to fill potholes after the festival,' said a mandal representative who attended the meeting. 'Yet, the BMC is targeting mandals. This is grossly unfair.'
Mandal representatives also raised other concerns during Saturday's meeting, including BMC's insistence on undertakings for immersion of plaster of paris idols, the need for insurance coverage for both mandals and devotees, and coordination with traffic and police officers during the 10-day festival.
After listening to concerns of various mandals, the Samiti resolved to take up the demand for scrapping the penalty hike with the civic body and the state government. It also constituted two sub-committees – one each for the eastern and western suburbs – to better address hyperlocal issues faced by mandals.

Mumbai: BMC on Thursday revoked its decision to increase the penalty for road-digging by Ganesh mandals to erect pandals from Rs 2,000 to Rs 15,000 per hole on deputy chief minister Ekanth Shinde's intervention. Shinde instructed BMC commissioner Bhushan Gagrani to revoke the hiked penalty after Ganesh mandals approached him. He posted on X: "Ganpati Bappa Morya! The Mumbai municipal corporation had increased the amount of the fine (road restoration fee) to be charged if public Ganeshotsav committees dug up roads to set up pandals. I discussed the matter with municipal commissioner Bhushan Gagrani, and instructed that there should be no increase in the fine amount. As per the new regulations, a fee of Rs 15,000 was to be charged for each pit dug by committees for setting up pandals during Ganeshotsav. Now, as per the old regulations, only a fee of Rs 2,000 will be charged." Shinde added, "A large number of roads in Mumbai are being concretised. The Rs 2,000 fine has been in existence since the year 2017. Since current road concretisation works are ongoing, a decision to raise the amount to Rs 15,000 was taken in the interest of protecting good roads," said an official. Staking claim for the rollback in the Rs 15,000 penalty was cabinet minister Mangal Prabhat Lodha. On July 30, representatives of various Ganesh mandals attended the 'Raja Chhatrapati Grievance Redressal Camp' held at the BMC's C Ward office in Mumbai. After hearing the complaints of mandals, Lodha had assured them of a resolution to the penalty issue. "Ganeshotsav is an inseparable part of Maharashtra's culture, and the govt is committed to ensuring that everyone can celebrate it with enthusiasm," said Lodha. Naresh Dahibawkar, president of the Brihanmumbai Sarvajanik Ganeshotsav Samanvay Samiti, said he had telephoned Shinde and urged him to revoke the new fine amount. The back-to-back visits by the two leaders have set off political chatter, especially amid growing strains within the alliance. Shinde, who arrived in Delhi late Wednesday night, had a packed schedule on Thursday before returning to Mumbai. During his visit, he chaired a review meeting with MPs from his faction of the Shiv Sena, focusing on their parliamentary performance, constituency-level concerns, and coordination with the Centre. He is also learnt to have followed up on pending development issues with Union Ministers. 'Since the monsoon session of Parliament is underway, I came to Delhi to hold discussions with our MPs and meet Union Ministers. I always come to Delhi during the parliamentary session to hold a meeting with the party MPs. As an NDA ally, we support the Centre on key issues and are pushing for Maharashtra's development. Ours is a double-engine government and our efforts are aligned with that goal,' Shinde told reporters further dismissing the possibility of any reshuffle. Highlighting the party's growing support in Mumbai, Shinde said 123 former BMC corporators have recently joined his faction. 'This is a good sign ahead of the civic polls. Those who ruled the BMC for 20 years and treated it like a hen that lays golden eggs have been taught a lesson. Mumbaikars will teach them another one in the coming elections,' he said, in a swipe at the Shiv Sena (UBT). According to party sources, Shinde also interacted with office-bearers and representatives from other states, as part of the Sena's broader organisational outreach. 'These engagements are crucial as the party looks to expand beyond Maharashtra,' a senior party leader said. In line with this strategy, the Shinde-led Shiv Sena is expected to hold a national executive meeting in Delhi in the coming weeks. State presidents and senior leaders from across India are expected to participate, with discussions likely to focus on party expansion and programme planning. The visit comes at a politically sensitive time. The government is under fire from the Opposition over corruption allegations against some ministers, and there are growing demands for their resignation. Simultaneously, talks of a possible alliance between Uddhav Thackeray's Shiv Sena (UBT) and Raj Thackeray's MNS ahead of the BMC elections have added to the political uncertainty. Earlier this week, Deputy CM Fadnavis met Finance Minister Nirmala Sitharaman and other senior Union Ministers to push for major funding proposals. However, BJP leaders have maintained that there is no plan for an immediate reshuffle.
