Punjab Cabinet withdraws consent for CISF deployment at dams given by Channi govt
Addressing the media after the meeting, Finance Minister Harpal Cheema said, 'During its 111-day regime, former chief minister Charanjit Singh Channi-led Congress government in Punjab had on October 21, 2021, given its consent to the Centre for the CISF deployments at dams in the state. The Cabinet today approved the withdrawal of that consent with immediate effect. During the upcoming Assembly session, we will bring a special resolution that CISF will not be allowed.'
In May, the Centre had sanctioned a contingent of 296 armed CISF personnel to provide a counter-terrorist security cover to the Nangal dam in Punjab amid the standoff between Punjab and Haryana over the sharing of water from the dam.
By mid-May, the Centre ordered the deployment of the CISF at the Bhakra Dam, citing concerns over the security of critical infrastructure. The Centre had clarified that the move was not politically motivated but a response to security lapses, especially after BBMB engineers and senior officers complained of being unable to perform their duties under coercion from the state.
Later, at a NITI Aayog meeting in Delhi, Mann opposed the Centre's move to deploy CISF. However, CISF personnel have yet to be deployed.
Cheema said the Punjab Police is a capable force and it will continue to provide security at the dams.
'Shahpur Kandi dam is 5 km from the International Border (IB). The Punjab Police is manning it. Bhakra Dam is far away from the border.
The Punjab Police is strong and competent. They have protected the country. We will not allow CISF to take over the security of the dams.'
Cheema said the Punjab government would neither pay for their (CISF) deployment nor allow them to take over the dams.

Foreigners Tribunal notice: Mamata calls for joint fight against BJP's ‘divisive' policies
West Bengal Chief Minister Mamata Banerjee on Tuesday said she was shocked and disturbed to learn that the Foreigners Tribunal in Assam had issued a notice to a resident of Dinhata in Cooch Behar, declaring him an illegal migrant. Ms. Banerjee claimed that a premeditated attempt is being made to 'intimidate, disenfranchise, and target' marginalised communities. Terming the situation 'alarming', the Trinamool Congress chairperson urged all Opposition parties to unite against what she described as the BJP's 'divisive and oppressive machinery'. 'Bengal will not stand by as the constitutional fabric of India is torn apart,' Ms. Banerjee posted on social media platform X. Ms. Banerjee highlighted the case of Uttam Kumar Brajabasi, a Rajbanshi and resident of Dinhata for over five decades, who has received the notice from Assam, despite never having lived there. She described the notice as 'nothing short of a systematic assault on democracy'. The Chief Minister said the resident was being harassed on suspicion of being a 'foreigner/illegal migrant' despite submitting valid identity documents. She accused the BJP-led government in Assam of trying to 'implement the National Register of Citizens (NRC) in Bengal, where it has no jurisdiction'. The incident comes amid reports of migrant workers from West Bengal, working in various parts of the country, being covertly pushed into Bangladesh with the involvement of security agencies. More than half a dozen such workers have been brought back after intervention by the West Bengal government. Ms. Banerjee also raised concerns over the revision of electoral rolls in neighbouring Bihar, accusing the Election Commission of attempting to implement the NRC 'through the back door'. Mr. Brajabasi told journalists that neither he nor his forefathers had ever visited Assam. He has also approached the local Block Development Office with all his citizenship documents. 'False narrative' BJP West Bengal general secretary Jagannath Chattopadhyay claimed a 'false narrative' was being spread by Ms. Banerjee regarding a notice allegedly issued by a court in Assam. He said that the Assam Chief Minister had already decided to exclude the Koch-Rajbanshi community from the NRC process and that the State Cabinet had resolved to withdraw all pending NRC-related cases against them. 'DGPAssamPolice, take strong action against those who are igniting social disharmony in West Bengal,' he posted on X.

New Delhi [India], July 8 (ANI): Karnataka Deputy Chief Minister DK Shivakumar, who also handles the state's Irrigation portfolio, saiad on Tuesday that the Union Environment Minister Bhupendra Yadav has assured him of clearing technical problems in the acquisition of forest lands for Yettinahole project. Speaking to reporters at Karnataka Bhavan at Delhi, he said, 'We met Union Minister of Environment Bhupendra Yadav and appraised him about the technical difficulties with the forest land for Yettinahole project. We also briefed him about our plan to provide revenue land in lieu of the forest land. We have given our reply to the objections raised by the Union Environment ministry regarding forest land acquisition. He has promised us to clear the obstacles for the project.' 'We also met Union Jal Shakti Minister C R Patil and held a discussion on the Kalasa-Bhanduri project. Goa has raised certain objections and we had a discussion with our legal team on that. Goa does not have the right to object to the project in our state. We have called for a tender for this project after the Court ruling. The Centre has to take a stern stand on the objections and allow construction. We will explore legal response to this after discussing it with Union Minister Pralhad Joshi,' he added. Karnataka Dy CM also meet with Jal Shakti minister CR Patil, discussing the Krishna Water Disputes Tribunal's award for water allocation and urged for its implementation. He also met Union Jal Shakti minister C R Patil and appealed to him to release funds for the Upper Bhadra project as promised by the Centre. 'We also spoke to C R Patil about issuing gazette notification as per the Tribunal's order on the Upper Krishna project. A meeting was scheduled long ago to discuss this but it was postponed,' he added. Adding that a meeting with all the MPs will also be planned to seek their support for the completion of the project and 'exert pressure' on the centre, he said, 'We will hold a meeting with all the MPs from the state and seek their support to exert pressure on the Centre on irrigation projects in the state including Mekedatu, Upper Krishna and Kalasa-Bhanduri projects. This would be done before the commencement of the Monsoon session of the Parliament.' When asked about objections to using more than 400 acres of forest land for the Yettinahole project, he added, 'We have already provided alternative revenue land in lieu of forest land. Farmers were using the forest land for 40-50 years and we have acquired the land paying them compensation. The Forest department raised an objection later stating that the land belongs to it. More than half the work has already happened at the site. They have raised an objection for dumping the soil in the forest land. We have even agreed to clear the soil as we want to work to continue. We have spent Rs 24,000 crores on the project and I am confident that they will give permission.' (ANI)
